Elsewhere in the West Bank, IDF troops fire tear gas at Palestinian students leaving a high school in Tell village near Nablus, causing no serious injuries. They also patrol during the day near Nablus, Hebron, and Bethlehem. Israeli forces uproot or otherwise damage 50 olive trees in a Palestinian grove near Salfit. Israeli settlers throw stones at Palestinian vehicles driving near Ramallah, causing minor damage to 1 windshield. Israeli forces surround and prepare to dismantle 2 makeshift residential structures that Israeli settlers established at the site of the former illegal settlement outpost Amona on 12/14/18. When approximately 300 settler-activists barricade themselves inside the structures and throw stones at the demolition crews, IDF troops use riot dispersal tactics to take control of the area and proceed with the evacuation and dismantlement (4 settlers and 23 Israeli troops are injured and 7 settlers are arrested in the ensuing clashes). Hours later, the Israeli press reports that Prime Minister Benjamin Netanyahu is claiming that he ordered the indefinite postponement of the evacuation this morning, but that his order was not carried out. Netanyahu later calls on IDF Chief of Staff Gadi Eisenkot to hold a disciplinary hearing for the officer reportedly responsible for failing to relay his order quickly enough, Colonel Avi Bluth. Hours after Israeli prime minister Benjamin Netanyahu departs Brasilia, where he attended Brazilian president Jair Bolsonaro’s inauguration yesterday, Bolsonaro confirms that he intends to uphold his campaign promise to move the Brazilian embassy in Israel to Jerusalem. “The decision is taken,” Bolsonaro says. “It’s only a matter of when it will be implemented.” (JP, REU 1/3; TOI 1/4)

A Palestinian minor allegedly attempts to stab an Israeli soldier at the Beit Horon checkpoint near Ramallah, causing no injuries. The minor flees the scene before the soldiers can arrest him. Elsewhere in the West Bank, an Israeli settler driver rams a flock of Palestinian-owned sheep near Hebron, killing several. IDF troops arrest 2 Palestinians during a raid near Salfit; and patrol near Nablus, Hebron, and Jerusalem. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Gaza City. Late at night, Israeli aircraft conduct an air strike on a medical facility in southern Gaza, causing moderate damage. In southern Israel, Israeli forces demolish a Palestinian home near Beersheba. Jerusalem mayor Nir Barkat announces plans to remove UNRWA from East Jerusalem, accusing the agency of operating illegally and inciting violence against Israelis. He says that all the schools, clinics, athletic facilities, and other services that UNRWA currently operates in the city will continue operations under Israeli control. Barkat does not say when he intends to implement this plan. UNRWA schools in East Jerusalem currently serve approximately 1,800 students. (AP, YA 10/4; TOI 10/5; AP, HA 10/6)

Hamas sources say that the PA blocked the transfer of 3 truckloads of Qatari-funded diesel fuel to Gaza this morning. Later, sources in Ramallah tell the Israeli press that the PA made threats to an Israeli gas company and to UN employees in an effort to obstruct the transfer. Earlier in the day, the Israeli press reports that Qatar has agreed to purchase $60 m. worth of fuel for Gaza’s sole power plant in an effort to increase the electricity supply in Gaza. Talks on such an arrangement have reportedly been ongoing for the past month under the auspices of UN Special Coordinator Nickolay Mladenov. (HA, MNA, TOI 10/4)

Hamas announces that a member of its military wing died this morning in an “accidental explosion” in northern Gaza. Along Gaza’s border, the IAF sprays herbicides on Palestinian farmlands near Gaza City. In the West Bank, IDF troops conduct raids in al-Mazra‘a near Ramallah and Salim village near Nablus, sparking clashes with Palestinian youths in each; 1 Palestinian is injured and another is arrested. IDF troops also arrest 11 Palestinians during late-night raids in and around Qalqilya and Bethlehem, and patrol near Qalqilya and Salfit. Israel’s Strategic Ministry publishes a “blacklist” of 20 organizations supporting the Boycott, Divestment and Sanctions (BDS) movement, whose members are being denied entry into Israel. “We have shifted from defense to offense,” Strategic Affairs Minister Gilad Erdan says. “The boycott organizations need to know that the State of Israel will act against them and not allow [them] to enter its territory to harm its citizens.” Several individuals from listed organizations have reportedly already been denied entry because of their support for BDS. Israeli border police shoot and kill a Palestinian worker at the back entrance of the Har Hadar settlement near Jerusalem after he opens fire on them, killing 3 officers and seriously injuring a 4th. The IDF then raids and imposes a lockdown on Bayt Surik, the alleged attacker’s hometown, and 8 other Jerusalemarea villages. Israeli soldiers threaten his family with punitive home demolition and arrest at least 15 residents, including his father and brother. Elsewhere, IDF troops assault 3 Palestinians during a raid in Hebron, arrest 10 Palestinians during late-night raids near Nablus, Bethlehem, Hebron, Jenin, Tubas, and Qalqilya, and patrol near Jenin, Hebron, and Salfit during the day. Israeli settlers throw stones at Palestinian vehicles outside Hebron, damaging several. They also bulldoze Palestinian agricultural land outside the Bethlehem village al-Khadir, clearing the area for a new sewage system to serve the nearby settlements. Following the deadly attack at Har Hadar this morning, Israeli PM Netanyahu says that Israel will demolish the alleged attacker’s home and revoke his extended family’s work permits. He also calls on PA pres. Abbas to denounce the attack “and not try to justify it.” (TOI 9/26)

PA PM Hamdallah says that new committees will be formed to administer the transfer of power from the various ministries in Gaza, as well as border crossings and security services, to the PA. “Today, we are moving toward unification and toward enhancing the steadfastness of our people,” he says. The PA is set to hold its weekly cabinet meeting in Gaza on 10/3. (WAFA 9/26)

The Israeli authorities shut down the border crossings into the West Bank and Gaza at midnight ahead of Rosh Hashanah, the Jewish new year (they are set to reopen at midnight on 9/23, “depending on a situational assessment,” according to the IDF). Israeli forces level 2 dunams (approximately 0.5 acres) of Palestinian land near Tulkarm, destroying about 50 fig and lemon trees. They also arrest 13 Palestinians and issue 2 arrest summons during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem, and patrol near Jenin and Hebron throughout the day. Addressing the UNGA in New York, U.S. pres. Trump threatens North Korea and criticizes the 7/14/2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). He does not mention the Palestinians or the peace process. Later, Israeli PM Netanyahu takes the podium and echoes Trump’s comments on Iran, criticizing the “sunset” clause in the JCPOA, and calling on the international community to stop Iran from obtaining nuclear weapons. In his speech to the UNGA, Egyptian pres. al-Sisi calls on the people of Israel to “stand behind your political leadership and support [the peace process]” and on the Palestinian people to “unite behind” the common goal of peace. In Gaza, Hamas reports that 1 of its fighters was killed this morning in a tunnel collapse. In the West Bank, an Israeli settler and several IDF soldiers assault 4 Palestinian youths in c. Hebron, causing minor injuries. IDF troops violently disperse Palestinians throwing stones and protesting the recent Israeli crackdown on the oPt in 1 village nr. Qalqilya; 2 Palestinians are injured. Late at night, IDF troops conduct raids in Qalandia r.c. nr. Ramallah, arresting 3 Palestinians and sparking a brief exchange of fire with armed Palestinians; there are no serious injuries. Meanwhile, the IDF raids the Bethlehem offices of a PA-run charity and the Nablus office of a prisoners’ rights group, destroying and confiscating property and ordering the latter to shut down. The IDF conducts further raids and house searches in Jenin and 1 village nearby, arresting 1 Palestinian; patrols in 4 villages nr. Hebron; delivers a stop-work order to a home under construction nr. German FM Joschka Fischer, in Israel on other matters, races to Ramallah to meet with Arafat, whom he warns to make a statement in is own words calling for a halt to violence or lose all EU political and economic support to the PA. Although the situation builds for hrs., Israeli police look on but do not intervene, saying, "We don't have enough manpower, and we won't use tear gas against Jews." Israelis also gather at the disco where the bombing occurred, carrying signs saying, "Enough passivity. We want war." In Jaffa, a mob of Israeli Jews sets fire to a restaurant owned by Israeli Arabs. This morning, the IDF begins pulling back reinforcements fr. the West Bank, Gaza after reaching a new agmt. with the PA. Within hrs., the IDF sends reinforcements back in, firing antitank missiles and deploying helicopter gunships, tanks against Palestinians, killing 3, injuring 40. Inside Israel, massive demonstrations continue across the Galilee following 2 funerals for Israeli Arabs killed by the Israeli police earlier in the wk. In Beirut, 20,000 Palestinians, Lebanese march to UN House to protest Israeli actions. Some 10,000 Palestinian refugees demonstrate in camps in Rashidiyya, Sidon, and Tyre. In Amman, Jordanians observe a strike in solidarity with the Palestinians, and Jordanian riot police wield clubs against 100s of stone-throwing demonstrators marching on the Israeli emb.
