Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. Shin Bet head Yuval Diskin reports that Hamas has rockets that would strike as far n. as Kiryat Gat, Ashdod, Beersheba. U.S. Secy. of State Condoleezza Rice arrives in Israel for a 2-day visit to press Israel and the PA for a joint statement on the peace process before the end of Pres. George W. Bush’s term. Hrs. before her arrival, Israel releases 198 Palestinian prisoners as a gesture to Abbas, including 2 long-held prisoners given life sentences for murdering Israelis: Said al-Atba (a mbr. of the Democratic Front for the Liberation of Palestine [DFLP] convicted in 1977) and Muhammad Abu Ali (convicted in 1980; elected to the PA legislature representing Fatah while jailed); none of those released are fr. Hamas. In Gaza, Palestinians fire 2 rockets into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Dahaysha r.c. nr. Bethlehem, nr. Hebron. Jewish settlers fr. Just before U.S. secy. of state Condoleezza Rice arrives in Israel for 6/15–16 mtgs. to encourage Israeli-Palestinian negotiations (see Quarterly Update), the Israeli Housing Min. announces approval for construction of 1,300 new settlement housing units in Ramat Shlomo in East Jerusalem. In the West Bank, the IDF conducts late-night arrest raids, house searches in Qalqilya and nr. Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 2); fires tear gas, percussion grenades at a similar protest al-Ma‘sara (injuring 5). Jewish settlers enter Nablus to pray at Joseph’s Tomb without prior coordination with the IDF; the IDF evacuates and arrests them. The IDF also sends tanks into Gaza e. of al-Maghazi r.c. to level land along the border fence. In Gaza’s al-Bureij r.c., Hamas-affiliated police attempt to arrest 2 wanted Fatah mbrs., but are attacked, forced to retreat by neighbors and Fatah supporters; no serious injuries are reported. Overnight, the IDF makes several air strikes on Gaza, killing 5 Hamas mbrs. before withdrawing ground troops fr. Gaza in the morning, stating that it is suspending Operation Hot Winter during U.S. Secy. of State Condoleezza Rice’s upcoming 3/4–5 visit. The toll for the 5-day operation is at least 110 Palestinians (half of them civilians, including at least 24 children; Hamas says it lost 37 mbrs.; Islamic Jihad and the PRCs say they lost 15) and 3 Israelis dead (1 civilian inside Israel, 2 IDF soldiers in Gaza), and nearly 400 Palestinians injured (most of them civilians). In addition, 21 Palestinian homes were destroyed (leaving 147 Gazans homeless) and 88 heavily damaged (affecting 616 Gazans), 90 dunams (d.; 4 d. = 1 acre) of agricultural land was bulldozed, and 80 Palestinians were detained for questioning (at least 5 were remanded to Israel). Palestinians fired more than 200 rockets (allegedly including 21 Grads). The IDF, however, makes more air strikes during the day, killing another 3 Palestinians (at least 2 of them civilians, including a child), destroying the Palestinian Council (PC) headquarters in Gaza City. Palestinians fire 18 rockets (allegedly including 1 Grad) into Israel, causing damage but no injuries; 1 rocket lands inside Gaza, hitting a home, wounding 2 Palestinians. In the West Bank, 1,000s of Palestinians demonstrate against Operation Hot Winter; a Jewish settler fr. Talmon B settlement nr. Ramallah fires on demonstrators in nearby al-Mazra‘a, killing a Palestinian teenager; IDF soldiers fire on another protest nr. Hebron, wounding 2 Palestinians. IDF troops on the Gaza border fire a tank shell at a Gaza municipality truck nr. Juhur al-Dik, injuring 4 municipal workers; send tanks, bulldozers into Gaza nr. Bureij r.c. to level land. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. In the West Bank, the IDF temporarily occupies several buildings in Nablus, exchanging fire with Palestinian gunmen, leaving 2 armed Palestinians dead; patrols in and around Jenin town and r.c.; conducts arrest raids, house searches in Hebron, Kafr Dan and Qabatya nr. Jenin, Tulkarm; issues military orders confiscating 10 d. of Palestinian land e. of Tulkarm for military training purposes. The IDF conducts arrest raids, house searches nr. Bethlehem. Jewish settlers in Hebron beat a 13-yr.-old Palestinian boy. The Fatah-aligned PA Government Employees Union (GEU; comprising some 80,000 members, about half of public workers, including 25,000 healthcare workers and 37,000 teachers) ends a strike that began on 9/2 to protest the Hamas-led PA’s failure to pay salaries (see Quarterly Update in JPS 142); the workers are to receive 1-mo.’s salary immediately, with the remaining back salaries paid in installments over the next 6 mos.
