In the West Bank, Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work by the separation wall near al-Yamun. Israeli forces violently dispersed Palestinian protesters near Dura and in al-Arroub refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces delivered demolition orders for 2 houses in Abu Nawwar and a stop-work order for a house in Nahalin. 3 Palestinians were arrested during late-night raids in Qalqilya and Ras al-Far‘a. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The resolution was cosponsored by representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), Cori Bush (D-MO), Chuy García (D-IL), Marie Newman (D-IL), Raúl Grijalva (D-AZ), and André Carson (D-IN). The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. In the West Bank, some 60 Israeli settlers from the Yitzhar settlement threw stones at Palestinians harvesting olives in Burin. Israeli settlers from the Telem settlement also uprooted and vandalized some 100 olive seedlings in Tarqumiyah. Israeli forces razed land near al-Lubban ash-Sharqiya, leading to a confrontation with Palestinians protesting the attack on their land; 1 was physically assaulted and 4 were injured by rubber-coated bullets. Israeli forces also razed land in al-Zawiya for the 2d day in a row and demolished 2 residential buildings in al-Zanbah. 8 Palestinians were arrested during raids in Tell, Zabbuba, al-Fara‘a refugee camp, and Aida refugee camp. In East Jerusalem, Israeli settlers attacked Palestinians in the Old City. 3 Palestinians were arrested, including 2 during a raid in Isawiya and 1 at the Haram al-Sharif compound. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. Sanders called the current Israeli policy “a one-state reality in which one people enjoy perpetual political dominance over another.” (HA, MEMO 10/8)

In the West Bank, the prominent critic of the PA, Nizar Banat, died at a hospital after being arrested by PA forces in his home in Dura; the family of Banat said he was brutally beaten by 20 PA officers. Banat was a candidate for the Liberation and Dignity party before the PA canceled the elections scheduled for 5/22. The PA said it would open an investigation into how Banat died. Protests against the PA broke out in several places in the West Bank and PA forces violently dispersed the protesters using tear gas and batons. Israeli forces violently dispersed Palestinians protesting against the Evyatar settlement outpost near Beita, injuring 1 with live ammunition. Israeli forces arrested 11 Palestinians during late-night raids in and around Nablus, Hebron, Salfit, and Bethlehem. In East Jerusalem, 7 Palestinians were arrested in Shaykh Jarrah and the Old City. The New York Times released a visual investigation of the killing of 44 Palestinians in Gaza by the Israeli military on 5/16. The investigation showed how the Israeli military used U.S.-manufactured munitions to strike civilian targets in the Rimal area of Gaza City. The investigation also said that Israel’s claim that it had sought to bomb an underground military facility in the heavily populated area was unsubstantiated and that Israel made no effort to warn the Palestinians living in the area that it would attack the alleged underground military facility. 73 House Democrats led by Gerry Connolly (D-VA), Peter Welch (D-VT), and Jan Schakowsky (D-IL) urged the Biden administration to formally withdraw from the Trump administration’s peace plan, reopen the U.S. consulate in Jerusalem, restate that settlements are inconsistent with international law, and oppose expulsions of Palestinians from their homes. In the West Bank, Israeli forces shot and killed 2 Palestinians and critically injured a 3d after claiming that the 3 had opened fire at Israeli soldiers at an Israeli military installation near Jenin; no Israeli was reported injured. Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The High Follow-up Committee for Arab Citizens of Israel called on Palestinians in Israel to support Palestinians in East Jerusalem after the Israeli attacks on worshipers at the Haram al-Sharif compound and on protesters in Shaykh Jarrah. (MEMO, WAFA 5/8)

The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In his 1st major foreign policy speech, U.S. president Joe Biden said that the U.S. would end its support of the Saudi-led offensive in Yemen and engage in a UN-led humanitarian initiative instead. Ending U.S. support includes ending all arms sales used in Yemen. President Biden did not mention the Palestinian-Israeli conflict and is believed to let his State Department deal with the conflict. In 1 amendment among hundreds to the budget reconciliation resolution, the U.S. senate approved backing the 2017 Trump administration decision to move the U.S. embassy in Israel from Tel Aviv to Jerusalem. 97 senators voted for the amendment while 3—Bernie Sanders (D-VT), Elizabeth Warren (D-MA), and Tom Carper (D-DE)—voted against. 11 members of U.S. congress issued a statement expressing concern about reports that Israeli prime minister Benjamin Netanyahu and his former political rival Benny Gantz had agreed to a unity government partly based on annexation of parts of the West Bank. In the West Bank, Israeli settlers attacked Palestinian herders in al-Twana, injuring 1 who was treated at a hospital. Israeli forces violently dispersed Palestinians during the weekly anti-settlement protests in Kafr Qaddum; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. In Gaza, Israel struck targets belonging to Hamas after a rocket was fired at Israel. Israeli authorities said it believed that Hamas operatives did not fire the rocket. Israeli forces also opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. In a letter to the U.S. State Department, 6 senators from the Democratic Party urged the Trump administration to release the funds allocated to humanitarian aid for Palestinians by U.S. congress to help curb the spread of the COVID-19 virus. Congress had allocated $75 million in aid to Palestinians for the 2020 fiscal year. The 6 senators who signed the letter were Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), Sherrod Brown (D-OH), Patrick Leahy (D-VT), Tom Udall (D-NM), Tom Carper (D-DE), Jeff Merkley (D-OR), and Bernie Sanders (D-VT). Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The EU called on Israel not to deport Human Rights Watch director for Israel and Palestine Omar Shakir, who was denied a petition at the Jerusalem district court to halt his pending deportation on 4/16. (HA 4/30)

The EU asked the PA to accept the reduced tax revenue Israel is offering until a solution to the PA’s financial crisis is found. The EU stressed that the request “does not constitute a legal or political endorsement of Israeli deductions.” (HA 4/30; HA 5/1)

The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Additionally, Israel summoned France’s ambassador to Israel Hélène Le Gal to the Israeli foreign ministry for a reprimand for Araud’s statements. (HA 4/30)

The United Kingdom announced that it was contributing $11.7 million to help build a water desalination plant in Gaza. (WAFA 4/30)

The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza. In a separate announcement, EU foreign policy chief Federica Mogherini said that the EU was contributing with an additional $24.5 million in humanitarian assistance to Palestinians in Gaza and the West Bank. In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018.
