An Israeli security guard shoots and kills a Palestinian minor after he stabs and lightly injures another guard at the entrance to Karme Tzur settlement near Hebron. After the incident, IDF troops raid the alleged attacker’s home in Halhul village, sparking clashes with stone-throwing residents; there are no serious injuries. Elsewhere in the West Bank, IDF troops clash with Palestinians in Jericho; 21 Palestinians are injured. They also arrest 9 Palestinians during late-night raids in and around Jenin, Nablus, and Ramallah; and patrol near Hebron and Nablus. Israeli settlers throw stones at Palestinian vehicles near Salfit, lightly injuring 1 driver and damaging 1 car. In East Jerusalem, Palestinian minors throw stones at a fence surrounding an Israeli settlement near Kafr ‘Aqab, sparking minor clashes with Israeli forces; 1 Palestinian is injured. Israeli forces also demolish a Palestinian home in Silwan. The IAF conducts air strikes on a military “research center” near Damascus, according to the Syrian army. Israeli forces have reportedly targeted the site 3 times in the past 3 months. (DPA, HA, REU 2/7)

In East Jerusalem, IDF troops shoot and kill a Palestinian teenager during an arrest raid in Qalandia r.c. Later, thousands of Palestinians march in a funeral procession for the teenager in Qalandia; Israeli forces stationed in the area clash with a number of stone-throwing mourners; 14 Palestinians and 3 Israeli troops are injured. Israeli forces also arrest 11 Palestinians during raids in Issawiyya; arrest and assault a Palestinian in the Old City. Israeli settlers assault a Palestinian bus driver with pepper spray in Shaykh Jarrah. In the West Bank, the IDF conducts raids and house searches in 2 villages nr. Hebron, 3 nr. Ramallah, 1 each nr. Jenin, Qalqilya, and Tulkarm, as well as Bethlehem and a nearby area, arresting 16 Palestinians, issuing an arrest summons to 1, and confiscating a tractor; patrols in 1 village nr. Hebron, and Salfit and a nearby village. Meanwhile, hundreds of Israeli settlers set up a tent camp in and around the Beit El settlement to protest the Israeli High Court’s 7/26 injunction against building in the settlement and its order for 2 residential buildings to be demolished by 7/30. Cypriot pres. Anastasiades discusses a new Israeli-Palestinian peace initiative with PA pres. Abbas, according to PA sources, which reportedly includes invitations for Abbas and Israeli PM Netanyahu to address EU leaders at a future summit in Brussels. IDF troops on the Gaza border e. of Khan Yunis fire warning shots at Palestinian farmers nr. the border fence, causing no injuries. A Palestinian is moderately injured when he triggers Israeli unexploded ordnance nr. Rafah. In the West Bank, IDF troops violently disperse over 1,000 Palestinians, mostly women, demonstrating nr. Qalandia to mark International Women’s Day, moderately injuring 4. They also violently disperse Palestinian activists as they are removing a metal gate installed at the entrance to a village nr. Bethlehem and a group protesting land expropriation in a village nr. Hebron. Israeli soldiers accompanied by Israeli settlers violently disperse Palestinians nonviolently protesting s. of Hebron. The IDF conducts patrols and house searches in a village nr. Hebron, arresting 2 Palestinians. The PASF raids Balata r.c. nr. Nablus, sparking a brief firefight with the wanted Palestinian; 2 bystanders are injured. In East Jerusalem, Israeli forces conduct house searches and raids nr. the Old City, arresting 8 Palestinians; disperse a group of Palestinian youth throwing stones at the Jerusalem Light Rail in Shu‘fat, arresting 2. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. Also, Egyptian officials announce that the Rafah crossing will open on 3/9–10. (AFP, MNA 3/7)

Hamas authorities in Gaza hang 2 Palestinians convicted of collaborating with Israel; the father and son were arrested in 2003 and convicted and sentenced in 2004 by the Fatah-led PA. The IDF conducts a major late-night operation targeting Islamic Jihad in and around Jenin, raiding and searching the homes of at least a dozen local Islamic Jihad figures (arresting all but 1) and raiding, searching, and confiscating the files of 2 charities affiliated with Islamic Jihad. The Jenin offices of the Palestine People’s Party are also searched. During the day, the IDF demolishes a Palestinian construction company building in Jinsafut nr. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. Jenin (photographing old houses and alleys), Iraq Burin nr. Nablus (firing rubber-coated steel bullets, stun grenades, tear gas at stone-throwing youths who confront them, seriously wounding 1), and Tulkarm; conducts afternoon and evening patrols in ‘Azun nr. Qalqilya (without incident) and in Bayt Liqya and Nabi Salih (in both cases firing live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing youths who confront them, causing no serious injuries); conducts late-night patrols in Alar nr. Tulkarm and late-night arrest raids, house searches in ‘Azun. Jewish settlers fr. Yitzhar set fire to Palestinian crops s. of Nablus; the IDF hinders Palestinian fire crews from reaching the scene. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

The White House announces that U.S. special envoy George Mitchell has submitted his resignation, effective 5/20 (the day Obama is to meet with Netanyahu at the White House). Secy. of State Clinton appoints Mitchell aide David Hale as interim special envoy. (NYT, WP 5/14)

In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 2 Palestinians (including 1 child) and 1 international activist; 2 Palestinians and 2 Israeli activists are arrested. IDF troops on the n. Gaza border nr. Bayt Hanun fire a surface-to-surface missile at 4 Hamas mbrs. nearly 1.5 mi. inside the border, wounding 1. Gaza hospitals announce that they have suspended surgeries because Israel is blocking the import of anesthesia drugs. In the West Bank, the IDF deliberately fires on, disables an electricity network in Sa‘ir nr. Hebron; conducts arrest raids, house searches in and around Nablus. A Jewish settler fr. Ariel kills a 40-yr.-old Palestinian man in a deliberate hit-and-run nr. Kafr Qasim. Jewish settlers fr. Beitar nr. Bethlehem attack a Palestinian passing nr. the settlement. In Rafah, an Islamic Jihad mbr.shoots, wounds a Hamas mbr. outside his home. Later in Rafah, Hamas, Islamic Jihad mbrs. exchange heavy fire (including RPGs), leaving 1 Islamic Jihad mbr. dead and 12 Palestinians injured; the leaderships of Hamas, Islamic Jihad, and the PRCs intervene to end the fighting. In Gaza City, 100 Palestinians stage a sit-in outside the Palestinian Council headquarters to protest the PA’s halt to issuing passports and travel documents for Gazans. Overnight, the IDF launches major arrest raids, house searches in and around Nablus, clashing with armed Palestinians, killing local AMB leader Basim Abu Saria and a 71-yr.-old Palestinian man, wounding 8 Palestinians (2 gunmen, 1 cameraman for the German press agency, and 5 bystanders, including a woman and a child); during the operation, the IDF blows up an apartment in a 4-story complex, damaging 2 other apartments, 10 nearby buildings, 4 cars, 7 electricity relays, 3 water pipes, displacing 3 Palestinian families (20 persons). Also in the West Bank, the IDF sends troops into Anabta nr. Tulkarm, firing on stone-throwing youths who confront them, wounding 1; conducts arrest raids, house searches nr. Bethlehem, Hebron and in al-Bireh, Jenin town and r.c., Ramallah. In 2 separate incidents nr. Nablus, Jewish settlers attack Palestinians harvesting olives; the Palestinian DCO contacts its IDF counterpart, which removes the settlers; 1 Palestinian is injured. In Gaza, the IDF bulldozes 3 d. of Palestinian olive groves nr. Qarni crossing; Palestinians fire 3 mortars at the troops, who respond with heavy machine gun fire; no injuries are reported. Israel lifts the seal on Gaza imposed after the 7/12 bombing (the seal on the West Bank remains in place), but cancels 7,000 work permits for Gazans, renewing permits of only 2,000 workers and 200 merchants. The IDF reinforces troops in Gaza, sending tanks and armored vehicles, expanding construction of roads in central Gaza in preparation for disengagement; announces that it will replace its rubber-coated steel bullets that have killed scores of Palestinians with compressed sand bullets originally developed for close-quarter hostage rescues; says sand bullets have already been used against Palestinians protesting the separation wall. Gaza settler leaders begin collecting settlers’ weapons ahead of disengagement; some settlers say they will not give up their arms. The IDF demolishes a Palestinian home in East Jerusalem; conducts arrest raids in al-Bireh (targeting Islamic Jihad), Halhul nr. Hebron. Jewish settlers fr. Ma’on attack, beat 3 Palestinian farmers working their land nearby; the IDF intervenes, declares the area a closed military zone, orders farmers to leave, arresting 1 farmer and 1 international peace activist. Late in the evening, AMB n. Gaza cmdr. Ahmad Abu Zayid is fatally shot by an unidentified gunman; initial reports indicate his death is a result of intra-Palestinian fighting, but the AMB later accuses Israel of assassinating him, saying that earlier in the evening, Israeli security personnel (suspected Shin Bet) questioned his family regarding the car he drives, whether he has a bodyguard, whether he travels armed. A grenade explodes outside the Gaza City home of PA Atty. Gen. Hussein Abu Assi causing serious damage but no injuries; no group takes responsibility (see 6/28). In Gaza City, unidentified gunmen driving in a car open fire on 2 PA military intelligence officers, injuring them. Nr.
