Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shu’fat, Isawiya, Silwan, and al-Tur, injuring 1 with a baton round and others with tear-gas. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. U.S. president Joe Biden spoke with Prime Minister Netanyahu. Biden condemned Hamas in a speech, calling their operation “unconscionable.” Secretary of State Antony Blinken spoke to President Mahmoud Abbas, calling on him to condemn the Hamas operation. The Palestinian Prisoner’s Society said Israel had imposed punitive measures against Palestinian prisoners, including placing sections of prisons on lockdown, seizing televisions, increasing jamming devices, and stopping family and lawyer visits. (WAFA 9/8)

In the West Bank, 1 Israeli settler stabbed and killed 1 Palestinian man in Iskaka after the Palestinian man, along with others, confronted Israeli settlers erecting a settlement outpost near the Ariel settlement. According to eyewitnesses, there were Israeli soldiers at the scene when the man was stabbed, and they were said to have prevented Palestinians from providing the victim aid. Israeli forces arrested 1 Israeli settler on 6/22, suspected of having carried out the stabbing. Israeli settlers also threw stones at Palestinian herders in Kisan. Israeli forces shot and injured 2 Palestinians during a raid in Qabatiya. Israeli forces also delivered 1 demolition notice against 1 house under construction and stop-work orders for 8 other homes in Jalbun. 18 Palestinians were arrested during late-night raids in Surda, Kobar, Jalazun refugee camp, Qabatiya, Bir al-Basha, Beit Furik, Tubas, al-Ram, and Tuqu‘. Reuters reported that Hamas had decided to restore ties with Syria and that Hamas sources told the news outlet that several “high-profile meetings [had been held] to achieve that goal.” (REU 6/21)

Israeli interior minister Ayelet Shaked met with Moroccan officials, including foreign minister Nasser Bourita, In Rabat. During Interior Minister Shaked’s trip, she expressed support for Morocco’s sovereignty claims to Western Sahara and worked on negotiations to allow Moroccan construction workers and nurses to work in Israel to bolster the 2 countries’ normalization deal. A U.S. official at the U.S. embassy to Israel said that including Israel in the U.S. visa waiver program and securing access for Palestinian Americans to the West Bank are 2 separate issues, implying that negotiations over the 2 issues are done on separate tracks. (HA 6/22)

Iranian media reported that Iran had arrested 3 Mossad-linked agents in April who were planning on assassinating Iranian scientists. (HA, REU 6/21)

Lebanon, Syria, and Egypt signed an agreement to transfer 650 million cubic meters of gas from Egypt to Lebanon via Syria, adding around 4 extra hours of power to the electric grid per day. (AP, HA, REU 6/21)

In the West Bank, Israeli forces raided the Palestine Technical University in Tulkarm, leading to a confrontation with students; 2 were injured by baton rounds and 16 suffered tear-gas related injuries. Israeli forces also seized 1 residential tent, demolished an agricultural structure, and seized agricultural equipment in Beit Samia. 17 Palestinians were arrested during late-night raids in Nablus, Bethlehem, Hebron, Tulkarm, Tubas, and Salfit. In East Jerusalem, 4 Palestinians were arrested in the Old City and Shu‘fat. In Israel, Israeli police shot and killed 1 Palestinian man from Hebron who was working at a construction site in Ashkelon after he stabbed a police officer. The Israeli police officer approached the Palestinian man who was working at the construction site without a permit before he lightly wounded the officer. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)

In the West Bank, Israeli settlers attacked 1 Palestinian surveyor in Kafr Qalil, causing injuries to his head. Israeli settlers with military escort made roadblocks around Sabastia. Israeli forces arrested and assaulted 1 80-year-old Palestinian American man in Jiljilyya during a late-night raid, leading to his death; the man was found dead by Palestinians in an empty house in Jiljilyya after being arrested by the Israeli forces; the U.S. called for an investigation into his death. Israeli forces also delivered stop-work notices for 2 houses and for work on the electric grid in Bayt Dajan. Elsewhere, Israeli forces demolished 1 house, 2 water wells and 2 agricultural structures in al-Fakhit. Israeli forces also shot and injured 1 Palestinian journalist with a rubber-coated bullet during a raid in Beitunia. 12 Palestinians were arrested during late-night raids in Halhul, Hebron, Asira ash-Shamaliya, and Silat al-Harithiya. In East Jerusalem, Israeli authorities delivered a demolition notice for a mosque in Isawiya and demolished 2 retaining walls in al-Walaja. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles off the coast; no injuries were reported. In Israel, 5 Palestinians were arrested for burning tires in Tel as-Sabi in protest over the Jewish National Fund’s forestation project on land Bedouins use for agriculture. Haaretz reported that U.S. military personal charged with training Palestinian forces were given a tour of Hebron, including of al-Ibrahimi Mosque by settler advocate Noam Arnon. The tour was arranged by the Israeli military’s central command leader Yahuda Fuchs. (HA 1/12)

The Israeli supreme court reduced the sentence handed to an Israeli settler who had thrown a stun grenade at a Palestinian home in Sarta from 20 months to 12 months, reinstating a plea agreement a lower court had deemed too lenient. (HA 1/12; MEMO 1/13)

The United Arab List (UAL) boycotted sessions in the Knesset today in protest over a Jewish National Fund (JNF) forestation project in Bedouin-inhabited areas of the Naqab desert. In wake of the UAL boycott, the Israeli opposition passed 5 bills in preliminary votes. In the West Bank, Israeli settlers installed caravans and started building structures in an evacuated settlement outpost near Yatta. Israeli forces opened fire at a Palestinian vehicle traveling near Ya‘bad, injuring 1 and arresting 2; the 3 were allegedly trying to enter Israel for work. Israeli forces also seized cables and other equipment funded by Denmark to rehabilitate the power grid in the Simya area south of Hebron. 8 Palestinians were arrested, including 2 during late-night raids in Hebron and Beit Fajjar, and 6 at checkpoints in and around Tayasir, Deir Balut, and Bethlehem. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukaber, displacing 2. Israeli forces also delivered orders that they would seize 2 tents used by protesters for an ongoing sit-in protest against evictions in Sheikh Jarrah. 1 Palestinian was arrested in Silwan. In Gaza, Israel halved the Gaza fishing zone, from 12 to 6 nautical miles at its largest width, prevented 25 fuel trucks from entering Gaza, and later conducted 1 drone strike in agricultural lands near Jabalia refugee camp and later 2 air strikes in the same area, causing damage to trees and crops. Israel cited incendiary balloons sent from Gaza to Israel as the reason for its attacks. Haaretz reported that Israel banned all Palestinian truck drivers with Israeli citizenship from delivering to Israeli military bases during the Israeli attacks on Gaza in May, dubbed Operation Guardian of the Walls. The Israeli military said that the drivers had refused to work during the operation, but that was refuted by the truck drivers themselves and sources in the Israeli military. (HA 7/25; HA 7/26)

The Israeli government said it would delay implementing an oil transportation deal with the UAE, citing environmental concerns. The oil transportation deal was made after the normalization deal between the 2 countries. (AJ 7/25; MEMO 7/26; ALM, JP 7/27)

In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In East Jerusalem, Israeli settlers assaulted church officials at the Church of the Holy Sepulchre, causing injuries and 1 hospitalization. 8 Palestinians were arrested during late-night raids in Shu‘fat and Shaykh Jarrah. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. The casualties included: 4, including 1 pregnant woman and 1 child, and 2 were wounded in air strikes on 2 houses in Dayr al-Balah; 2, including 1 child, during air strikes in Jabaliya; 2 in air strikes on apartment buildings in Gaza City; 1, and 1 child wounded in artillery shelling in Bayt Hanun; 1 by live ammunition while on agricultural lands east of Juhur al-Dik; 1 Palestinian succumbed to wounds sustained on 5/13 during an air strike on Bayt Hanun; 2 bodies of unidentified Palestinians arrived at al-Shifa Hospital. 7 residential buildings and 1 youth center were demolished in Israeli attacks on Khan Yunis. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. Prime Minister Shtayyeh also spoke with Facebook executives about Facebook’s censuring of Palestinian voices on its platforms. (WAFA, WAFA 5/19)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

Haaretz reported that applications for gun licenses in Israel had risen 7-fold in the past weeks as violence had been rising in Israel. (HA 5/19)

The UNRWA appealed to have the Erez and Kerem Shalom crossings opened for humanitarian access. (AJ 5/19)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. This was the 4th time the UNSC had met to discuss the escalation between Hamas and Israel since it began and the 4th time that the U.S. has blocked a statement. (AX 5/18; AJ, REU 5/19; HA 5/20)

South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. In the West Bank, Israeli forces arrested 21 Palestinians during raids in and around Ramallah, Hebron, Bethlehem, Jericho, Qalqilya, Tubas, Jenin, and Nablus. Israeli forces injured 2 Palestinians with rubber-coated bullets during a raid in Bayt Sira. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, the rocket exchange continued from 2/23; there were no reports of casualties but reports of damage in Gaza, including to the power grid in Khan Yunis. A truce between Islamic Jihad in Palestine and Israel was implemented at the end of the day. Israeli forces also opened fire on Palestinian agricultural lands east of Khan Yunis and Dayr al-Balah; no injuries were reported. Israeli prime minister Benjamin Netanyahu ordered 12 West Bank settlement outposts, deemed illegal by Israel, to be connected to Israel’s electrical grid. The Israel Lands Authority also issued tenders for the construction of 1,077 housing units in the East Jerusalem settlement Givat Hamatos. (HA, HA 2/24)

The PA prime minister Mohammed Shtayyeh called on all Palestinians working in Israeli settlements to stop working there. According to the Palestinian Central Bureau of Statistics, around 23,000 Palestinians work in settlements in the West Bank and East Jerusalem. (WAFA 2/24)
