Israeli forces also shoot and kill a Palestinian child during a raid in Silwad. Meanwhile, Israeli forces shoot and injure a Palestinian woman during a raid in Nahalin. Israeli forces also assault 3 Palestinians during a raid in Ya’bad. Separately, Israeli forces open fire at the Jenin Governmental Hospital and demolish infrastructure during a raid in Jenin. In East Jerusalem, Israeli authorities force a Palestinian family to demolish their own home in az-Za’ayyem, displacing 6 people. More than 26,637 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 65,387 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 371 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,382 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,269 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The Knesset House Committee hears legal arguments on the motion to expel MK Ofer Cassif from the parliament over his support for the South African genocide case against Israel. 85 MKs have said they support expelling Cassif. The EU announces it will review its funding of UNRWA after Israeli allegations that members of UNRWA are connected to Hamas. Austria and Romania announce they are suspending funding for UNRWA, becoming the 11th and 12th countries to do so since 1/26. Pakistan calls the suspensions of UNRWA funding “unjustifiable.” 20 human rights organizations, including Oxfam and Save the Children, issue a statement expressing “concern and outrage” over the funding suspensions. Israel claims in an intelligence dossier seen by Reuters that 190 UNRWA employees are Hamas or Islamic Jihad militants, while 10% of all 13,000 UNRWA employees in Gaza have affiliation with 1 of the 2 groups. In the West Bank, Israeli settlers began constructing a settler road to Givat Allam on land belonging to residents of Khirbet Yanun. Israeli settlers also assaulted Palestinians and stole sheep in Arab al-Milehat. Israeli forces also shot and killed 3 Palestinians, including 2 children, during raids in Beitunia, Tayasir, and Kafr Ein. Elsewhere, Israeli forces shot and injured 7 Palestinians during raids in Dheisheh refugee camp, al-Arroub refugee camp, Beitunia, and Deir Abu Mash’al. Israeli forces also punitively demolished the family home in Deir ‘Ammar of a Palestinian who was killed by Israeli forces on 8/3, damaging nearby homes and shooting and injuring 2. Meanwhile, Israeli forces demolished a Palestinian home in Bani Na’im, displacing 20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. Hamas its fighters had responded to a “blatant breach of the ceasefire” by Israel. 300 Palestinians who were working in Israel before 10/7 were expelled to Gaza. The Gaza Media Office did not update the casualty numbers, leaving the death toll from Israeli attacks at 15,000 as of 11/27, including 6,150 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 234 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 58 children. More than 3,174 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 4 trucks carrying fuel and 4 carrying cooking oil entered Gaza via the Rafah crossing. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. Egyptian sources reported that Israel and Hamas had agreed to extend the ceasefire for an additional 2 days from 11/30. Israeli defense minister Yoav Gallant spoke with U.S. secretary of defense Lloyd Austin, discussing U.S. military assistance to Israel. In what appeared to be a call for a permanent ceasefire, U.S. president Joe Biden tweeted, “Hamas unleashed a terrorist attack because they fear nothing more than Israelis and Palestinians living side by side in peace. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli forces issued stop-work orders for an agricultural structure in Deir Balut and for nearby roads. Israeli forces also issued demolition notices for 8 homes in Furush Beit Dajan. 6 Palestinians were arrested during late-night raids in Yatta, Deir Sammit, Qarawat Bani Hassan, and Haris. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids. In Gaza, Palestinians demonstrated against the power outages and living conditions in Gaza City and Khan Yunis, before being dispersed by Hamas forces. 5 were killed and 6 wounded during clashes in Ain al-Hilweh refugee camp in Lebanon. According to Palestinian officials the violence broke out on 7/29 after an unknown gunman tried to assassinate Mahmoud Khalil from al-Shabab al-Muslim, killing his companion. Fatah said Commander Ashraf al-Armouchi, who was in charge of security in the camp, and 4 others were killed. The Lebanese army said 1 mortar shell had hit a base outside of the camp, injuring 1. Palestinian factions met in El Alamein in Egypt to discuss reconciliation. Islamic Jihad boycotted the meeting due to PA arrests of its members in the West Bank. After the meeting, PA president Mahmoud Abbas released a statement saying, “I consider today’s meeting of the general secretaries of the Palestinian factions a first and important step in continuing our dialogue,” and announced a committee to continue the dialogue. Earlier in the day Hamas had called on the PA to end security coordination with Israel and to stop political arrests. President Abbas also met with Egyptian intelligence chief Abbas Kamel before the reconciliation talks. The Knesset passed a law to add stricter punishment for “nationalistically” motivated sex crimes. 6 Palestinian MKs and Gilad Kariv of the Labor Party voted against it. In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Israeli forces also raided several towns in the Tulkarm area, violently dispersing Palestinians protesting the incursions; tear-gas related injuries were reported. 38 Palestinians were arrested during late-night raids in Tuqu, Beit Umar, Fawwar refugee camp, Ramallah, Nablus, Qabatiya, and Kafl Haris. The PA called on UNESCO to help prevent Israel from passing a law that would stifle speech on Palestine by Palestinian teachers in Israel. The law, which has passed 1 reading in the Knesset, would require security checks for Palestinian teachers in schools in Israel. (WAFA 6/1)

Officials from Hamas and Islamic Jihad met with officials from the Egyptian intelligence services. The meetings followed meetings between PA prime minister Mohammed Shtayyeh and Egyptian intelligence chief Abbas Kamal on 5/30. (HA 6/2)

Senior Israeli officials, including Shin Bet chief Ronen Bar, National Security Advisor Tzachi Hanegbi, and Strategic Affairs Minister Ron Dermer met with U.S. officials, including CIA director William Burns, in Washington D.C. In the West Bank, Israeli settlers vandalized 3 cars and wrote racist graffiti in al-Bireh. Israeli forces seized heavy machinery worth $50,000 from the ‘Anin village council. 1 Palestinian man rammed 2 Israeli soldiers near Nablus; the man later turned himself in saying that the incident was an accident. In East Jerusalem, Palestinians in Jabel Mukaber observed a general strike and blocked several roads leading to the neighborhood in protest over planned demolitions in the neighborhood. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. Secretary Blinken urged President Abbas to resume security coordination with Israel and to accept and implement a security plan made by U.S. security coordinator Mike Fenzel, which will see PA forces trained specifically to counter militant groups in Jenin and Nablus. The PA had reportedly earlier complained to the U.S. that the plan is untenable without ending Israeli nighttime raids in the cities. Blinken also announced that the U.S. will give an additional $50 million to UNRWA and will continue to work on reopening the U.S. consulate to Palestinians in Jerusalem but did not give a timeframe.
