In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Nabi Salih, killing 1 Palestinian using live ammunition. Israeli forces also raided al-Quds University campus in Abu Dis, firing tear gas; 17 Palestinians suffered from tear gas inhalation. Elsewhere, Israeli forces demolished a car repair shop in al-Lubban al-Sharqiya and 2 agricultural structures in Khirbat al-Fakhit. Israeli forces also demolished 1 house and 1 water tank and assaulted and arrested 1 elderly Palestinian man protesting the demolition. 18 Palestinians were arrested during late-night raids in al-Am‘ari refugee camp, ‘Arura, Sinjil, al-Eizariya, ‘Anata, Beit Sahour, Husan, Beit Fajjar, Hebron, Beit Umar, Jenin, ‘Askar refugee camp, and Kafr Qaddum; 1 Palestinian was injured during the raid in Hebron as Israeli forces fired stun grenades at Palestinians protesting the raid. In Jerusalem, Palestinians protested outside of the municipality building against home demolitions in East Jerusalem. The PA foreign ministry summoned Hungarian representative to Palestine Csaba Rada in order to complain that the Hungarian city of Hévíz has made a twinning agreement with the Samaria Regional Settlement Council, representing several settlements in the West Bank. (WAFA 2/15; MEMO 2/16)

The police in the Philippines said it had uncovered an attempt by Hamas to recruit local militants to commit attacks on Israelis in the country. The police claimed that a man named Fares al-Shikli had offered financial support in exchange for attacks on Israelis. (HA, JP 2/15; ALM 2/19)

According to Israel’s Channel 12 and the news outlet Globes, Morocco had signed an order to buy the Israel Aerospace Industries’ Barak MX Integrated Air and Defense system for more than $500 million. (HA 2/15)

In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)

Defense minister Gantz signed a memorandum of understanding with the king of Bahrain Hamad bin Isa Al Khalifa to formalize the 2 countries’ security ties during a visit to Bahrain. The MoU was part of the 2 countries’ normalization deal from September 2020. (AJ, ALM, AP, HA, MEMO, REU, TOI 2/3)

In the West Bank, Israeli settlers planted olive saplings on Palestinian-owned land in Tuqu‘. Israeli soldiers shot and killed 1 Palestinian man during a late-night raid in Burqin; 2 others were injured. It was later revealed that the man was a member of Islamic Jihad. Israel claimed that the man was shooting at the Israeli troops with an improvised Carl Gustaf rifle. 4 Palestinians were arrested, including 2 during late-night raids in al-Azza refugee camp and Aida refugee camp, 1 on a street in the Old City in Hebron and 1 at Checkpoint 300. In East Jerusalem, Israeli forces shot and killed 1 Palestinian woman in the Old City, claiming she had tried to stab Israeli soldiers. Israel said Israeli soldiers had asked her to identify herself and started inspecting her belongings when she pulled a knife. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces shot and killed 1 Palestinian bird hunter east of Gaza City. Israeli forces also opened fire east of Beit Hanun; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza. PA president Mahmoud Abbas extended the COVID-19-related state of emergency by 30 days. The state of emergency has been in place since March 2020, when the pandemic hit Palestine. (WAFA 9/30)

In Lebanon, Hezbollah said it had shot down an Israeli drone in south Lebanon near Yater. Israel confirmed that 1 of its drones had “fell within Lebanese territory.” (HA 9/30)

Israel’s foreign minister Yair Lapid visited Bahrain, meeting with king Hamad bin Isa Al Khalifa and prime minister Salman bin Hamad Al Khalifa. During the trip, Foreign Minister Lapid inaugurated the new Israeli embassy in Manama. (AJ, AJ, ALM, HA, HA 9/30; ALM, HA 10/1)

In the West Bank, Israeli forces shot and injured 1 Palestinian during clashes in Jericho. Israeli forces also sealed the entrance to Asira. Elsewhere, Israeli forces razed land in Jalud to expand a nearby settlement, and demolished residential tents and agricultural structures in Kisan. 5 Palestinians were arrested, including 2 who were shot by live ammunition and injured by Israeli forces near the entrance to Kafr Malik; 2 during raids in and around Jalazun refugee camp and Bayt Umar; and 1 at the Allenby border crossing. Fatah and Hamas leaders said they have agreed to the 1st Palestinian elections since 2006. Fatah official Jibril Rajoub said that “[w]e have agreed to first hold legislative elections, then presidential elections of the Palestinian Authority, and finally the central council of the Palestine Liberation Organization.” A member of the Fatah Central Committee also said that “[w]ithout Jerusalem, there will be no elections.” It is unclear how national elections will include East Jerusalem as Israel refuses to let Palestinian East Jerusalemites participate in Palestinian elections. The 2 factions also agreed to a common vision of action to end the dispute between the 2; the vision would be presented on 10/1. (AJ, HA, WAFA, WAFA 9/24)

Foreign ministers of Jordan, Germany, Egypt, and France held a joint press conference in Amman, calling for resumption of Palestinian-Israeli peace negotiations. The 4 foreign ministers also praised the UAE and Bahrain’s normalization deals with Israel. (AJ 9/24)

At the UN General Assembly, the king of Bahrain Hamad bin Isa al-Khalifa said, via video link, that Bahrain’s normalization of ties with Israel will help facilitate a 2-state solution and that Bahrain still adheres to the parameters stipulated in the Arab Peace Initiative. (AJ 9/24)

In the West Bank, Israeli forces violently dispersed protesters near Tulkarm; a video from the demonstration shows Israeli soldiers kneeling on the face of a 60-year-old Palestinian man who was seen with a Palestinian flag; in another video, Israeli forces are seen breaking the window of a Palestinian-owned car. Israeli forces also handed stop-work notices for 7 structures in Kafr al-Dik and seized 15 bundles of bricks and other building materials in Tuqu’. 1 Palestinian was arrested during a late-night raid in Hebron. During a separate late-night raid in Bethlehem, clashes broke out, leading to tear-gas related injuries; no arrests were reported. In Gaza, 3 Palestinian children died as a fire broke out in their house in Nuseirat refugee camp. Palestinians in Gaza have had to resort to candles to light their homes as Israel has severely limited the amount of energy allowed in Gaza. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with King Hamad bin Isa al-Khalifa of Bahrain and Crown Prince Mohammed Bin Salman of Saudi Arabia in their respective countries in a bid to convince both to normalize ties with Israel. (REU 9/1; AJ, TOI 9/2)

In the West Bank, 1 Palestinian was shot and injured by Israeli forces near the separation wall adjacent to Jenin. Israeli forces handed demolition notices for 3 houses and 2 houses under construction, and 5 others received stop-work orders for the houses in Nahalin. 17 Palestinians were arrested during raids in and around Ramallah, Burin, Madama, Tulkarm, and Jenin; tear-gas related injuries were reported during a raid in Hebron. In East Jerusalem, 1 Palestinian family demolished their own home to avoid exorbitant Israeli demolition fees in Sur Bahir, displacing 11 people. 7 Palestinians were arrested during raids. In Gaza, Israeli forces attacked buildings and infrastructure east of Khan Yunis, causing damage. Hamas authorities extended the COVID-19-related lockdown until 8/29. According to Gaza health officials, 26 people have tested positive and 2 people have died of the virus. In Israel, 1 Israeli was stabbed to death in Petah Tikva; Israeli police arrested 1 Palestinian from Nablus who they investigated as the perpetrator. The Prisoner’s Affairs Commission reported that several Palestinians in Ofer prison have tested positive for COVID-19. (WAFA 8/26)

Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. Lebanon’s supreme defense council said it would file a complaint to the UN. Earlier in the day, Israel had proposed changes to the UNIFIL mandate, which Lebanon rejected. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. According to Bahrain state news, King Hamad bin Isa al-Khalifa told Pompeo that Bahrain is committed to the Arab Peace Initiative and the creation of a Palestinian state before normalizing relations with Israel. Later, Secretary Pompeo met with senior officials in the UAE to discuss, among other subjects, the sale of F-35 fighter jets to the UAE. (AJ, HA, HA, REU 8/26)

Israeli forces shot and injured 2 Palestinians using live ammunition as they were trying to enter Israel using a gate in the separation wall. Israeli forces and Palestinians clashed in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 Palestinians with rubber-coated bullets. 1 Palestinian was arrested during a late-night raid in Jenin refugee camp. In Gaza, 5 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets by the Gaza fence as some 300 Palestinians protested. Israel and militants in Gaza exchanged rockets; 4 Palestinians were injured, including 2 minors and 2 women, in al-Bureij, and extensive damage was reported in and around Khan Yunis; 2 houses in Sderot in Israel were damaged. Israel’s Jerusalem District Planning and Building Comm. approves 1,200 new apartments in Gilo settlement in East Jerusalem. Meanwhile, Israel’s attorney general Yehuda Weinstein rules that there is no reason to prevent the Ariel University Center in the West Bank settlement of the same name from being recognized as an accredited university. In response, DM Barak orders the IDF command to approve the recommendations made by the Council for Higher Education in Judea and Samaria. Ariel settlement thus gains the 1st official Israeli university in the West Bank. (HA 12/24; JP 12/25)

In the run-up to Israeli elections, Israel’s education min. and Likud mbr. Gideon Sa’ar says that Likud does not support the establishment of a Palestinian state. (YA 12/24)

Human Rights Watch says that Palestinian armed factions violated the laws of war by firing rockets at Israeli civilians during Operation Pillar of Defense. (BBC 12/24)

Qatar’s Emir Shaykh Hamad BinKhalifa al-Thani tells PA pres. Abbas in a phone call that Qatar will pay its share of the $100 m. in aid pledged by the Arab League states. (MNA 12/24)

Overnight, the Democratic Front for the Liberation of Palestine (DFLP) fires a manufactured C5K (S-5) rocket fr. Gaza toward an IDF base inside Israel, causing no damage or injuries. In the West Bank, the IDF rearrests Hamas-affiliated Palestinian Council (PC) mbr. Azzam Salhab; conducts an unusually high number of patrols in and around Tulkarm, in al-Bireh, and in villages nr. Jenin, Qalqilya, Ramallah, and Salfit in the morning; conducts more patrols in villages nr. Qalqilya and Tulkarm in the evening and inside Jericho late at night. Jewish settlers fr. Halamish settlement nr. Ramallah block the road leading to nearby Nabi Salih village, stone passing Palestinian vehicles. Hamas-affiliated police force a bank to cash some $500,000 in stolen checks drawn against the Palestine Investment Fund (PIF) account, even though the account does not have enough money in it. Hamas’s Interior Min. confirms the incident, saying police were ordered to seize the money after PIF governors transferred funds out of Gaza to accounts in the West Bank (see Quarterly Update for details). In Bahrain, Shi‘i and Sunni groups clash in the town of Hamad in the 1st serious display of sectarian violence. U.S. officials, military officers admit that the U.S. has fallen into a low-grade war with Iraq, is downplaying scope of the operation (with the Pentagon refusing to release basic data such as number of sorties flown) to avoid antagonizing friendly Arab countries and to minimize questions at home.
