In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. PA economy minister Khaled Assaili demanded that Israel reopen the crossing immediately. (HA, REU, WAFA 9/5; AJ 9/7; AP 9/8)

The High Follow-Up Committee for the Arab citizens of Israel declared a general strike in Israel over Israeli inaction in preventing and solving violent crime. (WAFA 9/3; ALM, QDS, WAFA 9/5)

Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. The order would prevent Yered from leaving the northern part of the Jordan Valley. (HA 9/5)

Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PA prime minister Mohammad Shtayyeh called the decision systematic piracy and theft. (REU, WAFA 9/5; MEMO 9/7)

PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, clashes erupted between Israeli forces and Palestinians when Israeli settlers toured Joseph’s Tomb near Nablus; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet, others suffered tear-gas related injuries. 6 Palestinians were arrested including 5 during late-night raids in Hebron, Taqqua, and al-‘Arub refugee camp; 1 was arrested at a military checkpoint near al-Khadir. Israeli forces delivered a stop-work order for a Palestinian-owned house near Tubas. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Off the shore of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Khan Yunis; no injuries were reported. (WAFA 12/29; PCHR 1/2)

Israel notified 6 Palestinians living in the East Jerusalem neighborhood of Issawiyya that Israel intends to use a British Mandate-era emergency regulation to place them under nighttime curfew for several months. (HA 12/30)

8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. U.S. officials said the attack was in response to the killing of a civilian contractor on 12/27 working for the U.S. at a military base in Iraq, officials also warned that “additional actions” may be taken. According to the Iranian media outlet Fars, the Iranian Revolutionary Guard seized a foreign tanker carrying illegal oil south of Larak Island in the Persian Gulf. The reporting did not indicate the nationality of the ship, but 16 Malaysian crew members were arrested. (HA 12/30; AJ 12/31)

In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm for the 2d day in a row. Israeli forces demolished a Palestinian-owned home in al-Khadir near Bethlehem and razed the flooring of a car repair shop in Dayr Razih near Hebron; during the latter event, several Palestinian-owned vehicles were damaged. Israeli forces arrested 20 Palestinians during late-night raids in and around Hebron, Tulkarm, Nablus, and Ramallah. U.S. congress rejected a request by the Trump administration for $175 million for a special fund in support of the Middle East peace plan. According to Haaretz reporting, the request was rejected due to lack of confidence among the congressional members that the Trump administration would be able to make any tangible progress in its peace plan, which has still not been revealed. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. In a separate incident, Israeli forces fired tear gas near Khuza‘a; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the coast of Jabaliya; no injuries were reported. The Qatar Fund for Development signed a $20.7 million contribution agreement with the UNRWA for Palestinian refugees in Syria. (WAFA 12/15)

In the West Bank, for the 2d day in a row, Israeli settlers attacked Palestinians in the streets of Hebron using pepper spray and stones; 5 Palestinians were injured, including a 1-year-old. Israeli forces also closed al-Ibrahimi Mosque. 1 Palestinian 13-year-old was arrested in Hebron. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen on 2 separate occasions west of Bayt Lahiya and Jabalia; no injuries were reported. The Jerusalem District Electricity Company, a Palestinian-owned company supplying Palestinians in the West Bank, said in a statement that the Israeli Electricity Company (IEC) will increase the daily power cuts from 2 hours to 3 hours in December. The IEC started cutting electricity for Palestinians in the West Bank because the PA owes the company money that it has not been able to pay due to Israel withholding PA tax revenue. (WAFA 11/23)

In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Hebron and Hizma and 1 at a flying checkpoint near Qalqilya. Israeli settlers razed 6 dunams (1.5 acres) of Palestinian-owned land in Turmus ‘Ayya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen on 2 separate occasions; no injuries were reported. Israeli forces also made incursions to level land east of al-Bureij. 1 Palestinian was arrested while applying for a travel permit at the Erez crossing. The Israel Electric Corporation (IEC) said it would cut electricity in some areas of the West Bank, arguing that the PA owes the company $484 million. The chairman of the Palestinian Energy Authority said that the debt is less than half of what the IEC claims. PA officials called the decision collective punishment and called on the international community to protest the decision. (HA 9/22)

The Joint Arab List, which won 13 seats in the Knesset at the Israeli elections on 9/17, recommended Blue and White leader Benny Gantz as the next Israeli prime minister, giving Gantz’s coalition 2 more votes than Likud’s 55. Blue and White still needs 4 more votes to be able to form a governing coalition. Joint Arab List leader Ayman Odeh explained in an op-ed in The New York Times that the Joint Arab List is not endorsing Gantz’s policy proposals, but is rather voting to unseat Israeli prime minister Benjamin Netanyahu. IDF troops shoot and kill a Palestinian driver outside Tuqu‘ village nr. Bethlehem after he allegedly rams his vehicle into a group of Israeli soldiers, injuring 1. An IDF spokesperson says that the troops opened fire when the driver exited his vehicle brandishing a knife. Elsewhere in the West Bank, Israeli settlers visit a holy site outside Kafr Haris nr. Salfit, sparking clashes between their IDF escort and Palestinian youths in the village; there are no serious injuries. IDF troops arrest 3 Palestinians and confiscate NIS 2,000 (approx. $600) during raids nr. Nablus and Ramallah, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces escort Israeli settlers on their way to take over a Palestinian-owned building in Silwan. When Palestinians in the area confront the group, Israeli forces violently disperse them; there are no serious injuries. Along Gaza’s border, IDF troops open fire on Palestinians approaching the border fence nr. Jabaliya r.c., injuring 2. (HA, MNA, TOI, WAFA, YA 7/10; MNA 7/11; PCHR 7/13)

U.S. rep. Greenblatt returns to Israel for more talks with Israeli and Palestinian officials on restarting peace negotiations. The White House said, on 7/9, that he is also set to meet with U.S. amb. to Israel David Friedman, “now that the amb. is on the ground and fully installed in his position.” (HA, WAFA 7/10)

The Hamas-run energy authority in Gaza announces the resumption of fuel deliveries from Egypt as of today, allowing Gaza’s sole power plant to begin operating a 2d turbine. The transfers were suspended on 7/6 after the PA began blocking Hamas’s payments for fuel to Egypt. (EI, MNA 7/10)

At the inauguration of a new electricity substation nr. Jenin, the Israel Electric Corporation and the PA sign an agreement setting new parameters for Israel’s power supply to the West Bank that builds upon their previous agreement, made on 9/3/16 (see JPS 46 [2]). (MNA, REU, TOI 7/10; WAFA 7/11)

The Israeli authorities return the body of a Palestinian killed in a confrontation with Israeli troops on 9/5. His family buries him in the Anata village cemetery nr. Bethlehem. Elsewhere in the West Bank, IDF troops assault a Palestinian at a mobile checkpoint nr. Jenin, and arrest 2 Palestinians during late-night raids nr. Hebron. (MNA 9/13; WAFA 9/14; PCHR 9/22)

For the 4th time in 2 weeks, errant mortar fire from Syria lands in the Israeli-occupied Golan Heights, causing no damage. The Israeli Air Force (IAF) launches retaliatory air strikes on Syrian govt. sites nr. the border, causing an unknown amount of damage. During the Israeli sortie, the Syrian army fires 2 surface-to-air missiles at the IAF aircraft. The Syrian army claims that it downs a jet and a drone; the IDF denies that any of its aircraft were shot down. Later in the day, another round of 3 mortar shells from Syria falls in the Israeli-occupied Golan Heights, and again, the IDF responds, launching air strikes on Syrian govt. sites nr. the border. The PA and Israel reach an agreement on repayment of the Palestinians’ outstanding debts to the Israel Electric Corporation (IEC), which reportedly total almost NIS 2 b. (approx. $350 m.). The IEC reduced the flow of power to several West Bank cities, starting in 5/2016, as punishment for the unpaid debts. (TOI 9/13; JP, WAFA, YA 9/14)

In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

In the West Bank, around 1,000 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus late at night, sparking clashes between their IDF escort and stone-throwing Palestinians; at least 3 Palestinians are injured. Earlier, an Israeli settler driver rams a Palestinian youth in Hebron, moderately injuring her. Israeli forces demolish 6 residential structures and an animal barn in a village s. of Hebron early in the morning, displacing 35 Palestinians. They also close a checkpoint nr. Ramallah for several hours in the afternoon, and demolish a poultry slaughterhouse and automobile workshop in a village nr. Ramallah late at night. IDF troops raid a printing house in a village nr. Bethlehem, damaging property; conduct late-night raids and house searches in and around Hebron and nr. Ramallah and Jenin, arresting 7 Palestinians, issuing an arrest summons to 1, and destroying some property; patrol nr. Hebron and Jenin, as well as in Tulkarm. In East Jerusalem, Israeli forces uproot and burn 47 olive tree saplings in Silwan. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. ($5.2 m.) immediately, and govern negotiations to resolve further disputes over tariffs and interest rates. (HA, JP, MNA, TOI 4/6)

The Israel Electric Corporation (IEC) cuts the power supply to 2/3 of the Jericho district because of alleged unpaid debts on the part of the PA and the Jerusalem District Electricity Corp. (JDECO). A JDECO official says that his org., the PA, and the IEC have a disagreement over rate calculation and interest rates, and that a lawsuit is pending. Meanwhile, IDF troops conduct late-night raids and house searches nr. Bethlehem and Nablus, arresting 8 Palestinians, and patrol during the day nr. Salfit and Hebron. In Israel, Israeli forces shut down a poultry factory in the Negev as punishment for employing Palestinians working in Israel illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. An IDF military tribunal downgrades the charges facing Elor Azaria, the soldier who killed the supine Palestinian in Hebron on 3/24, from “murder” to “manslaughter.” The soldier will be released on bail on 4/1. (HA, JP, MNA, WAFA 3/31)

In c. Gaza, IDF troops open fire on Palestinian homes nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids in 1 village each nr. Qalqilya and Bethlehem, sparking clashes with stone-throwing residents in both and arresting 2 in the former. They also patrol in 1 village each nr. Ramallah and Qalqilya, and 2 areas nr. Hebron; arrest a Palestinian man n. of Hebron who attempted to stab an Israeli soldier at a checkpoint; assault a Palestinian at a checkpoint nr. Jenin. The IDF violently disperses Palestinian and international activists nonviolently protesting in 2 villages nr. Qalqilya, detaining 2 Palestinians, moderately injuring 2, and lightly injuring several. Israeli forces deliver demolition notices to a school and 2 homes in Hebron. Israeli settlers deface the walls of a Palestinian school nr. Nablus, leaving price-tag graffiti. Separately, Israeli settlers assault a Palestinian youth from another village nr. Nablus, forcing him to remove his clothes in the cold weather. In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)

In the West Bank, IDF troops on a patrol clash with stone-throwing Palestinians nr. Bethlehem, causing several to suffer from tear gas inhalation. They also arrest a Palestinian during a patrol in c. Hebron, a Palestinian with a mental disability outside Jenin, and a Palestinian woman at a checkpoint nr. Jenin. Israeli forces install iron gates at a major checkpoint nr. Bethlehem; demolish a water well nr. Hebron.Israeli settlers uproot 100 olive saplings in Hebron. In East Jerusalem, Israeli forces detain 4 Palestinian women as they are leaving Haram al-Sharif. For the 2d time in a week, the state-owned IEC cuts electricity to the Nablus and Jenin districts of the West Bank for 1 hour, due to the Palestinians’ unpaid debts. The IEC warns that, without payment, it will continue with these cuts. (HA, MNA, WAFA 2/25; WAFA 2/26)

Senior PA official Shaath tells the Turkish Anadolu Agency that the PA recently requested that the EU reactivate their revolving fund agreement and provide loans equal to the amount of funds that Israel is freezing in transfers of tax revenues. They signed the agreement in 1995 and activated it twice before, in 1995 and from 1998 to 2001. (MEMO 2/25)

The EU and the United Nations Children’s Fund (UNICEF) announce the completion of the 1st of 4 components of a €10 m. desalinization project—18 km of pipeline— that is set to provide potable water to over 75,000 people in Gaza. (EU press release, WAFA 2/25)

In the West Bank, IDF troops shoot and kill a Palestinian man during clashes after a late-night arrest raid in Dahaysha r.c.; an Israeli soldier is lightly injured. IDF troops clash with Palestinians in Bethlehem and nearby Aida r.c., injuring 12 with tear gas, stun grenades, and live ammunition. They also demolish and evacuate the “Gate of Jerusalem” protest tent camp in Abu Dis for the 9th time, arresting a Palestinian woman nr. the camp hours later. Concluding the trial that began on 1/13, the New York Federal District Court delivers a verdict in a case brought under the U.S. Anti-Terrorism Act by the families of American victims of 6 attacks in Israel from 2002 to 2004, finding the PA and the Palestine Liberation Organization (PLO) liable for $655.5 m. in damages. The Palestinians intend to appeal the ruling. It is unclear how they could pay the penalty, with Israel’s freeze of monthly tax revenue transfers causing an economic crisis for the PA. UN Special Coordinator Serry’s office (UNSCO) releases a statement announcing that the UN is going to review its operations in Gaza after the violent, Hamas-organized protest outside its headquarters on 1/28.
