In the West Bank, Israeli forces arrested 3 Palestinians during a raid in Aqabat Jaber refugee camp. Israeli forces also issued stop-work orders for 8 houses in Sinjil, including for a house that was severely damaged by Israeli settlers in 2013. Elsewhere, Israeli forces uprooted 20 olive tree saplings and razed farmland in Kafr ad-Dik. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Jerusalem District Court overturned a decision by the Jerusalem Magistrate Court to release one of the Israeli settlers accused of carrying out the terrorist attack on Burqa on 8/4, releasing Elisha Yered to house arrest while keeping Yehiel Indore in custody until 8/11. The magistrate court had ordered that both suspects be released. 4 Palestinians are being held in custody by Israel in relation to the settler attack. Israeli police rejected a request by Hadash-Ta’al MK Ahmad Tibi to meet with the 4 Palestinians, despite 2 MKs from Otzma Yehudit and Likud visiting the main Israeli suspect Yehiel Indore at the hospital on 8/6. Israeli president Isaac Herzog visited the Stella Maris monastery in Haifa after continued harassment of Christian worshippers by members of the Hassidic Breslow sect. Harassment of Christians in Israel and Jerusalem has been rising during the summer. The Religious Freedom Data Center recorded at least 30 hate crimes against Christians in Jerusalem in June and July. (ALM 8/10)

PA national economy minister Khaled Osaily sent a letter to his Spanish counterpart Hector Jose Hernandez, demanding that he force the companies CAF and GMV to cease their involvement in the expansion of the Jerusalem light rail network in East Jerusalem. (WAFA 8/9)

The Wall Street Journal reported that the U.S. and Saudi Arabia have agreed to a broad framework for a normalization deal between Israel and Saudi Arabia. The White House later denied that a framework had been agreed upon. (AJ, HA, HA, REU WSJ 8/9; HA, HA 8/10)

In the West Bank, Israeli forces handed stop-work orders for 13 Palestinian houses in Qabalan. Israeli forces also seized 2 caravans in Susiya and 1 tractor in Bardala. 4 Palestinians were arrested at checkpoints near Nablus and Hebron. In East Jerusalem, Israeli settlers attacked 1 Palestinian man and 1 Israeli man trying to help him, causing injuries. Israeli forces arrested 2 Palestinian minors suspected of slapping 1 ultra-orthodox Jewish man and filming the incident on the Jerusalem light rail. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 9 Palestinians were arrested, including 7 minors during late-night raids in the Old City and al-Tur, and 2 were arrested in the Old City during the 8th day of clashes between Israeli forces and Palestinians at the Damascus Gate plaza. PA health minister Mai al-Kaila said the PA had ordered 4.5 million doses of the Pfizer and Sputnik V COVID-19 vaccines. It is not clear when the doses will arrive. The total cost for the 4.5 million doses was $27 million. (HA, WAFA 4/20)

The Israeli supreme court dismissed a petition from 9 Palestinian-Israeli families to have the court order the local municipality to open an Arab school in Upper Nazareth. The Association for Civil Rights in Israel called the decision “saddening” and said the city has neglected its Palestinian-Israeli students, who constitute 1/3d of the total student body. (HA 4/20)

At a normalization celebration event at the UAE embassy in Washington D.C., the ambassadors of Israel and the UAE to the U.S., along with diplomats from Morocco and Bahrain, planted an olive tree. White House National Security Council official Barbara Leaf and House representative Ted Deutch (D-FL) were also at the event. (HA, JTA 4/21)

Israel sent COVID-19 medical aid to Jordan upon Jordanian request, including ventilators, test kits, and face masks. The move was seen as an Israeli effort to ease tension between the 2 countries, which have been high in recent months. The request was made in March, when Jordan’s COVID-19 cases were peaking. Israeli forces arrest a mentally unstable Palestinian after he stabs and kills a UK woman on the Jerusalem Light Rail nr. the Old City. Elsewhere in Jerusalem, Israeli police arrest 4 Muslim worshippers when they attempt to stop Jewish settlers from praying at Haram alSharif. They arrest 10 more as they are exiting the sanctuary, and also arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops arrest a Palestinian at a checkpoint outside Nabi Salih after he is found to be carrying a knife. Meanwhile, they violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and withholding of Palestinian corpses in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and Bethlehem; 4 Palestinians are injured. They also establish a mobile checkpoint e. of Tubas, sparking clashes with stone-throwing Palestinians; 4 Palestinians are injured. The IDF patrols nr. Hebron during the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no injuries or damage. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. The Israeli authorities open the Kerem Shalom border crossing to allow fuel to enter Gaza. They closed the crossing for Passover on 4/9, and are set to shut it down again from 4/15 through 4/17. (MNA 4/14)

The Gaza Electricity Distribution Company (GEDCO) temporarily cuts off power throughout the region in protest of “unfair measures” imposed on the people of Gaza, including the reduction of former PA employees’ salaries. (MNA 4/14)

The IDF continues its closure of Hebron and the surrounding district, patrolling throughout the region during the day. Meanwhile, IDF troops deliver stop-work orders to a water well under construction in a village nr. Hebron and to several houses and animal barns in the Jordan Valley. They also conduct house searches and raids nr. Bethlehem, Hebron, and Qalqilya, arresting 8 Palestinians, assaulting and injuring 1, and issuing an arrest summons to 1. In East Jerusalem, Israeli forces arrest a Palestinian trying to get on the Jerusalem Light Rail while carrying 3 pipe bombs. He was reportedly planning an attack on Israeli civilians during rush hour. They also arrest 4 Palestinians during late-night raids in Issawiyya. The wave of small-scale violence and stabbing attacks continues in the West Bank and East Jerusalem. An Israeli security guard shoots and kills a Palestinian after he allegedly attempts to stab him nr. the Old City. A 2d Palestinian is lightly injured by errant fire. Israeli forces then raid the Palestinian’s home in Issawiyya, arresting his father and 3 brothers. Around the same time, Israeli forces shoot and injure a Palestinian youth after he and a 2d Palestinian youth stab and injure an Israeli security guard on the Jerusalem Light Rail nr. Shu‘fat r.c.; both youths are arrested. Nr. Bethlehem, Israeli soldiers shoot and kill 2 Palestinians at a checkpoint and 2 others in an Israeli settlement nr. Meanwhile in the oPt, Israeli forces assault and arrest 4 Palestinian youths in Issawiyya. IDF troops patrol in c. Hebron, sparking clashes with stone-throwers (several Palestinians are lightly injured); surround a school in al-‘Arub r.c. nr. Hebron, fire tear gas onto the grounds, and open fire on a number of Palestinian youths (2 are injured). IDF troops clash with and disperse Palestinians protesting in c. Hebron, w. of Tulkarm, and in Aida r.c. nr. Bethlehem (2 Palestinians are seriously injured); conduct late-night house searches and raids in 1 neighborhood in East Jerusalem, 3 villages nr. PA pres. Abbas instructs the PA’s Foreign Ministry to prepare a file of evidence on Israel’s 10/12 arrest and subsequent treatment of a Palestinian youth for submission to the ICC. A video depicting Israeli interrogators verbally abusing the youth was published on 11/9, prompting criticism. (TOI, WAFA 11/11; HA 11/12)

IDF troops on the Gaza border e. of Khan Yunis fire warning shots at Palestinian farmers nr. the border fence, causing no injuries. A Palestinian is moderately injured when he triggers Israeli unexploded ordnance nr. Rafah. In the West Bank, IDF troops violently disperse over 1,000 Palestinians, mostly women, demonstrating nr. Qalandia to mark International Women’s Day, moderately injuring 4. They also violently disperse Palestinian activists as they are removing a metal gate installed at the entrance to a village nr. Bethlehem and a group protesting land expropriation in a village nr. Hebron. Israeli soldiers accompanied by Israeli settlers violently disperse Palestinians nonviolently protesting s. of Hebron. The IDF conducts patrols and house searches in a village nr. Hebron, arresting 2 Palestinians. The PASF raids Balata r.c. nr. Nablus, sparking a brief firefight with the wanted Palestinian; 2 bystanders are injured. In East Jerusalem, Israeli forces conduct house searches and raids nr. the Old City, arresting 8 Palestinians; disperse a group of Palestinian youth throwing stones at the Jerusalem Light Rail in Shu‘fat, arresting 2. In Cairo, Islamic Jihad’s delegation departs after 6 days of negotiations with the Egyptian authorities on opening the Rafah border crossing. According to sources close to the talks, the Egyptians have agreed in principle to completely open the crossing once the violence in the Sinai Peninsula subsides, the PA unity govt. has staffed the crossing, and Hamas commits to not to interfere in Egyptian affairs. Also, Egyptian officials announce that the Rafah crossing will open on 3/9–10. (AFP, MNA 3/7)

In the West Bank, the IDF conducts searches and raids in 1 village nr. Bethlehem, issuing a summons to 1 Palestinian. Israeli forces inform residents of a village nr. Hebron that around 2,000 dunams of their land will be seized in 45 days, barring a successful appeal. In East Jerusalem, 55 right-wing Jewish activists and Israeli forces enter Haram al-Sharif and Palestinian worshippers nonviolently confront them. Elsewhere, Israeli forces demolish a stone-cutting workshop in al-Tur after seizing the equipment inside. They also assault 2 Palestinians walking home in Silwan, detaining 1 and sparking clashes with stone-throwing Palestinians in the area. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats on 3 separate occasions, causing no damage or injuries. Israeli forces shoot and wound a Palestinian collecting gravel close to the border fence in the n. Gaza Strip. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 2 villages and al-Fawar r.c. nearby, and 3 villages nr. Ramallah; patrols in 2 villages each nr. Hebron and Jericho, and 1 village nr. Ramallah during the day. Israeli settlers attack a Palestinian family of farmers nr. Salfit, injuring 1.
