In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli forces violently dispersed Palestinians protesting the siege of Nablus at the Huwwara checkpoint, causing tear-gas related injuries. An Israeli court approved the demolition of a school in al-Samiya. The school was inaugurated in January and built with EU funding. (WAFA 11/1; MEMO 11/2)

Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions. The voter turnout among Palestinian citizens of Israel was 55%. Algeria hosted the 1st summit of the Arab League since 2019. The leaders of the UAE, Saudi Arabia, and Morocco did not attend the summit. PA president Mahmoud Abbas held a meeting with acting U.S. assistant secretary of state for Near Eastern Affairs Yael Lambert on the sidelines of the summit. IDF officials tell the Israeli press that they believe Hamas permitted the firing of a rocket into Israel on 12/28 in retaliation for the IDF’s killing of a Palestinian protester earlier in the day. (HA 12/29)

Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, the leaders of the right-wing Jewish Home Party, announce that they will be forming a new right-wing party, called Hayamin Hehadash, or The New Right, in an effort to attract both secular and religious voters in the 4/9 election. “We are starting a true partnership between those who are religious and secular,” Bennett says. In recent months, Bennett has been in conflict with some other leaders of Jewish Home over his efforts to consolidate his power as chair of the party. (HA, JP, JP 12/30)

In the West Bank, Israeli settlers attempt to set a Palestinian vehicle on fire and throw rocks at Palestinian homes in Urif village near Nablus, causing minor damage. After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. The Palestinian owner was living in the mobile home since Israeli forces demolished his previous home on 6/20. Israeli forces raze a plot of Palestinian land and confiscate a vehicle, demolish 2 car washes, a food shop, several storage buildings and offices in Silwan and Jabal Mukabir; and arrest 5 Palestinians during late-night raids in Issawiyya. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the protests; 10 Palestinians are injured. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. There are enemies, but not an enemy that worries me,” Bennett says. (HA, JP, YA 11/19)

Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. In East Jerusalem, 3 Israeli MKs—Shuli Moalem-Refaeli (Jewish Home), Yehuda Glick (Likud), and Amir Ohana (Likud)—tour Haram al-Sharif, marking the second such tour since Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers visiting the sanctuary. Along Gaza’s border fence, Israeli forces conduct limited incursions to level land near Gaza City and al-Bureij refugee camp. In the West Bank, IDF troops confiscate approximately 10 dunams (2.4 acres) of Palestinian land in central Hebron. They also arrest 12 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, Salfit, and Qalqilya; and patrol near Hebron. Unidentified assailants open fire on the Beit El settlement near Ramallah, causing minor damage. Israeli troops conduct raids in the area, but they do not apprehend any suspects. Netanyahu announces a major reduction in the amount of traffic allowed to pass into Gaza through the Kerem Shalom border crossing, as well as a constriction of the fishing zone off Gaza’s coast. Fuel, food, and medicine are now the only goods allowed through the crossing. The fishing zone is now six nautical miles after temporarily being expanded to nine nautical miles. The IDF and DM Lieberman frame the new restrictions as a direct response to the wave of incendiary kite and balloon attacks from Gaza in recent weeks. (HA, JP, REU, TOI, YA 7/9; NYT 7/10)

In East Jerusalem, Israel’s Minister of Agriculture, Uri Ariel, (Jewish Home) and MK Sharren Haskel (Likud) tour Haram al-Sharif. Their visit comes days after Israeli PM Netanyahu lifted (7/3) his ban on Israeli MKs and ministers touring the sanctuary. In the West Bank, IDF troops arrest 14 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Jenin, and Ramallah; and patrol near Hebron. In Israel, Israeli forces demolish 4 homes belonging to Palestinian citizens in Umm al-Fahm, citing “unauthorized construction.” In Gaza, unidentified Gazans fly incendiary kites and balloons across the border fence into Israel, sparking at least 33 fires in Israeli forests and farmland. A Palestinian minor succumbs to injuries sustained in a confrontation with IDF troops near Hebron in 2009. The Palestinian, Yacoub Fayiq Nassar, was partially paralyzed when Israeli soldiers shot him in the back in al-Fawar refugee camp in 2009. He suffered from various other ailments related to the shooting over the years. (MNA 7/8)

Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. In the West Bank, IDF troops escort hundreds of Israeli settlers to visit Joseph’s Tomb near Nablus overnight, sparking clashes with stone-throwing Palestinian youths from nearby Balata refugee camp; 2 Palestinians are injured. IDF troops also arrest 8 Palestinians during late-night raids near Hebron and Bethlehem, and patrol in and around Qalqilya and Hebron. Israeli settlers throw stones at Palestinian Bedouin homes near Hebron, causing minor damage. In the West Bank, the IDF imposes heightened precautions at checkpoints in the Ramallah area, causing traffic jams across the region. It’s unclear why security is tightened. IDF troops also weld shut the door to a home and arrest 9 Palestinians during late-night raids nr. Nablus, Hebron, Ramallah, and in Qalqilya; and patrol nr. Hebron during the day. Israeli forces demolish a water pipeline nr. Tubas and a residential structure in Khan al-Ahmar village nr. Jerusalem. In East Jerusalem, 74 right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 7 Palestinians during raids in Issawiyya and Shu‘fat refugee camp (r.c.). Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance. If they fear being put on customers’ blacklists, they should them treat all equally.” (HA 2/20; MNA, TOI 2/21)

The Jerusalem Municipality’s Local Planning and Building Comm. approves the construction of 566 new residences in Israeli settlements in East Jerusalem. Israeli PM Netanyahu reportedly ordered the plans to be put on hold until Donald Trump was sworn in as U.S. pres. on 1/20. (HA, JP, MNA, TOI, WAFA 1/22; MNA 1/23)

At the Israeli cabinet’s weekly meeting, Netanyahu says that he no longer supports the so-called regulations bill, which would retroactively authorize hundreds of illegal settlement outposts in the West Bank. He says “it’s possible” that the bill led to the UNSC’s res. condemning settlements on 12/23, and that it would be “irresponsible” to advance it further. Netanyahu also argues that a vote on a bill annexing the Ma’ale Adumim settlement bloc should be postponed until at least after he meets with U.S. pres. Trump. Jewish Home ministers agree to the postponement only after Netanyahu says he supports lifting restrictions on settlement construction in East Jerusalem and the West Bank. (HA, JP, MNA, YA 1/22)

PA pres. Abbas meets with Jordan’s King Abdullah in Amman to discuss U.S. pres. Trump’s campaign pledge to move the U.S. embassy in Israel from Tel Aviv to Jerusalem. They agree to “take a number of measures” if the embassy is relocated, according to the official PA news site. (JP, WAFA, YA 1/22)

The tension in East Jerusalem escalates significantly today as Israeli forces enter Haram al-Sharif in the morning, clashing with dozens of Palestinians who stayed overnight in al-Aqsa Mosque; 110 Palestinians are injured to various degrees, including 9 journalists. Later that morning, around 650 right-wing Jewish activists tour the sanctuary for Rosh Hashanah, including Agriculture Min. Uri Ariel (Jewish Home Party). Israeli forces violently disperse stone-throwing Palestinians protesting the restrictions at Haram al-Sharif in Silwan and Issawiyya, arresting 2 Palestinians and injuring others.

Elsewhere, an Israeli driver crashes into a power pole in Sur al-Bahir, injuring all 3 passengers (the driver will succumb to his injuries on 9/14). Israeli police believe that Palestinian stone-throwers caused the crash, but are also investigating whether it was due to the man’s medical condition. Along Gaza’s border, Israeli forces fire warning shots at a group of Palestinians who were allegedly approaching the border fence. The Palestinians return fire, but there are no injuries. Meanwhile, Israeli forces arrest 2 Palestinians attempting to cross into Israel e. of Jabaliya r.c. Off the n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, Israeli settlers attempt to kidnap a Palestinian child nr. Nablus, lightly injuring him. The boy’s father stops the attack. IDF troops violently disperse Palestinians protesting settlement activity nr. Bethlehem; conduct a late-night raid nr. In the West Bank, a Palestinian driver rams 3 Israeli settlers hitchhiking between Nablus and Ramallah, injuring 2 seriously. IDF troops open fire on the driver, critically injuring him. IDF troops then raid the driver’s home in a village n. of Jerusalem, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. IDF troops also conduct late-night raids and house searches in 1 village each nr. Bethlehem and Hebron, issuing arrest summons to 4 Palestinians; patrol during the day in 2 villages and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Ramallah. Israeli forces demolish a Palestinian tire repair store and another structure nr. Bethlehem. In East Jerusalem, Israeli forces arrest a Palestinian youth accused of stonethrowing and confiscate a Palestinian’s donkey in al-Tur, after Israeli settlers in the area reportedly complain that the donkey is a nuisance. Hamas and PFLP officials meet in Gaza and condemn the PA’s 7/31 appointment of 5 new ministers. (MNA 8/7) The Israeli govt. approves its budget for 2015–16, including a NIS 340 m. ($90 m.) special grant to develop infrastructure in Israel’s West Bank settlements. The grant was included in the budget in obligation of Likud’s coalition agreement with the Jewish Home Party. In the Gaza Strip, dozens of Palestinian students gather in Gaza City to protest the killing of 3 U.S. Muslims in North Carolina on 2/11. In the West Bank, Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis after the IDF demolished and evacuated it for the 5th time on 2/10. Another group of Palestinian activists tears down an iron gate at the entrance of a village nr. Bethlehem that was installed by the IDF in 2001. The IDF conducts house searches and arrest raids in Nur Shams r.c.; patrols nr. Qalqilya and Hebron. IDF troops disperse Palestinian activists holding a sit-in protest at a checkpoint nr. Ramallah, detaining dozens. Israeli forces level land outside a village nr. Qalqilya, clearing the area for settlement expansion. Israel’s CEC votes 27–6 to disqualify MK Zoabi (Balad) from the upcoming election on 3/17, responding to a petition alleging that Zoabi supports armed conflict against Israel. The petition was delivered to the CEC by the Yisrael Beytenu party on 1/29 with the support of the Likud, Shas, and Jewish Home parties. Hebron, 1 village nr. Bethlehem, and Nablus and Balata r.c. at night; patrols in 1 village nr. Hebron in the morning, and in 2 villages nr. Ramallah, 1 village and ‘Ayn al-Sultan r.c. nr. U.S. Secy. of State Kerry tells reporters on a trip to Ethiopia that he intends to “pause” and “take a hard look” at the Israeli-Palestinian negotiations, given the current impasse. He says he is “convinced that, as each [side] sort of works through the reasons that things began to become more difficult in the final hours, there may be quiet ways within which to begin to work on next steps.” He also claims that genuine “progress” was made during the previous 9 mos. Israeli PM Netanyahu says he intends to seek a new Basic Law anchoring Israel’s status as “the nation-state of the Jewish people.” Livni, leader of the Hatnua party and Israeli chief negotiator, criticizes the move, but the Jewish Home party, another coalition-mbr., welcomes it. (HA, REU 5/1)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. A Palestinian man dies from heart problems brought on by inhaling tear gas fired by the IDF during clashes 3 weeks ago. After his funeral in al-Ram nr. Jerusalem, Palestinians clash with IDF forces (no serious injuries reported). In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Hebron, al-Fawar r.c. and al-‘Arub r.c. nr. Hebron in the afternoon; and 1 in village nr. Jericho and 1 village nr. Tulkam at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Jenin in the afternoon and in 2 villages nr. Hebron at night. The regular weekly nonviolent demonstrations by Palestinians, Israelis, and internationals against the Israeli occupation this week also express solidarity with Palestinian prisoners held by Israel. The demonstrations are also more widespread that usual (cf. 3/8), occurring in 5 villages nr. Ramallah (Abud, Bayt Liqia, Bil`in, Budrus, Ni’lin), 2 villages nr. srael holds parliamentary elections, dealing a significant setback to current PM Benjamin Netanyahu and the Likud-Yisrael Beiteinu joint ticket. The next Knesset will be almost evenly split between the right-wing/religious bloc and centrist/center-left blocs, with the headlines dominated by the rise of centrist party Yesh Atid (‘‘There Is a Future’’) and its leader Yair Lapid. The final tally gives 31 seats to Likud-Yisrael Beiteinu, 19 to Yesh Atid, 15 to a resurgent Labor party, 12 to Naftali Bennett’s Jewish Home, 11 to Shas, 7 to United Torah Judaism, 6 each to Meretz and Tzipi Livni’s party Hatnuah, 4 each to United Arab List and Hadash, 3 to Balad, and 2 to Kadima. Voter turnout overall is high, with the estimated turnout for Palestinian citizens of Israel at 56%, according to figures cited by Army Radio.
