In the West Bank, Israeli settlers began constructing a settler road to Givat Allam on land belonging to residents of Khirbet Yanun. Israeli settlers also assaulted Palestinians and stole sheep in Arab al-Milehat. Israeli forces also shot and killed 3 Palestinians, including 2 children, during raids in Beitunia, Tayasir, and Kafr Ein. Elsewhere, Israeli forces shot and injured 7 Palestinians during raids in Dheisheh refugee camp, al-Arroub refugee camp, Beitunia, and Deir Abu Mash’al. Israeli forces also punitively demolished the family home in Deir ‘Ammar of a Palestinian who was killed by Israeli forces on 8/3, damaging nearby homes and shooting and injuring 2. Meanwhile, Israeli forces demolished a Palestinian home in Bani Na’im, displacing 20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. Hamas its fighters had responded to a “blatant breach of the ceasefire” by Israel. 300 Palestinians who were working in Israel before 10/7 were expelled to Gaza. The Gaza Media Office did not update the casualty numbers, leaving the death toll from Israeli attacks at 15,000 as of 11/27, including 6,150 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 234 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 58 children. More than 3,174 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 4 trucks carrying fuel and 4 carrying cooking oil entered Gaza via the Rafah crossing. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. Egyptian intelligence director Abbas Kamal, Mossad director David Barnea, CIA director William Burns, and Qatari prime minister Mohammed bin Abdulrahman Al Thani met in Doha, discussing extending the ceasefire and prisoner exchanges. Egyptian sources reported that Israel and Hamas had agreed to extend the ceasefire for an additional 2 days from 11/30. Israeli defense minister Yoav Gallant spoke with U.S. secretary of defense Lloyd Austin, discussing U.S. military assistance to Israel. In what appeared to be a call for a permanent ceasefire, U.S. president Joe Biden tweeted, “Hamas unleashed a terrorist attack because they fear nothing more than Israelis and Palestinians living side by side in peace. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli settlers also threw stones at a secondary school in Madama. Israeli forces shot and killed 1 Palestinian man near Silwad, alleging that the man had opened fire at Israeli forces in the area. Israeli forces also violently dispersed Palestinian protesters in Kafr Ein, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Nablus. Israeli forces also razed land in al-Walaja. Meanwhile, Israeli forces issued a stop-work order for a residential structure in Umm Qossa in the Masafer Yatta area. 20 Palestinians were arrested during late-night raids in Beit Duqqu, al-Asakra, Tuqu’, as-Samu, and Qalqilya. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near al-Mughayyir, injuring 1 Palestinian and causing damage. Israeli settlers also physically assaulted and pepper sprayed Palestinians working their land east of Hebron. 1 Palestinian man rammed his car into an Israeli soldier at the Kochav Yaakov settlement near al-Bireh, moderately injuring the soldier. The Palestinian man was shot dead by Israeli forces in a subsequent car chase. Israeli forces also shot and killed 2 Palestinians during a raid in Kafr Ein. Elsewhere, Israeli forces shot and killed 1 Palestinian and injured 8 others during a raid in Beit Umar. Israeli forces also shot and killed 1 Palestinian during a raid in al-Mughayyir. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Beit Umar, injuring 3 with live ammunition and others with tear gas. Israeli forces also uprooted 70 olive trees and 20 citrus trees near Hizma. Separately, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, causing tear gas-related injuries. In the West Bank, Israeli forces shot and killed 1 Palestinian at the Havat Gilad settlement outpost near Nablus, claiming he had tried to ram his car into an Israeli soldier and a police officer. The PA condemned the killing, saying it occurred after a normal traffic accident, and the man’s family rejected the notion that he would have tried to commit an attack. Israeli forces also shut the main entrance to Beit Umar. Elsewhere, Israeli forces fired tear gas and sound bombs at Palestinian activists trying to enter al-Twana. 6 Palestinians were arrested during late-night raids in Burin, Balata refugee camp, and Kafr Ein. In Gaza, Israeli forces fired tear gas at Palestinians working in a quarry east of Dayr al-Balah, forcing them to leave the area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. Israeli defense minister Benny Gantz said that he does not think that there will be a 2-state solution in the foreseeable future, during an interview with Kan. Defense minister Gantz also said he would not form a coalition with the 3 Palestinian parties Hadash, Ta‘al, and Balad at the upcoming elections but said he would cooperate with the United Arab List. In the West Bank, Israeli settlers vandalized an irrigation pond in Bayt Dajan. Israeli forces shot and killed 1 Palestinian during a late-night raid in al-Fara‘a refugee camp, claiming he threw an incendiary device at the forces during the raid. Israeli forces also shot and injured 1 Palestinian riding a motorbike in Nablus. Elsewhere, Israeli forces demolished agricultural structures in ‘Anata and delivered demolition notices against a wedding hall, a ceramic shop, a factory, and 2 car repair shops in Deir Sharaf. 20 Palestinians were arrested during late-night raids in Silwad, Kafr Ein, Dura, Hebron, Nablus, Beita, al-Fara‘a refugee camp, Ya‘bad, Qalqilya, and Tulkarm. In response to U.S. requests for Israel to change its rules of engagement as a measure of accountability for the killing of Shireen Abu Akleh on 6/11, Israel’s prime minister Yair Lapid said “no one will dictate open fire regulations to us when we are fighting for our lives.” Prime Minister Lapid further said of the killing of Abu Akleh that he would “not allow them to put an IDF soldier on trial who defended himself against fire from terrorists, just to receive a round of applause from the world.” Several independent investigations have found that no gunfire was detected around the Israeli soldiers who killed Abu Akleh. In the West Bank, Israeli settlers vandalized dozens of olive trees in Burin. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. Israeli police had initially said that the 6 had planned to carry out attacks; however, no such charges were filed against them. (AJ, HA, MEMO 10/3)

PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. It was also reported that 19 members of the Hamas political bureau from Qatar, Turkey, and Gaza would meet in Egypt. (MEMO 10/3; ALM 10/12)

Israeli defense minister Benny Gantz told Foreign Policy that Israel will accept a new Iran nuclear deal between the U.S. and Iran, but that he hopes the U.S. will make a “plan B.” Foreign Minister Gantz also said about a potential peace agreement, “Abbas is still dreaming of the 1967 lines, this won’t happen. On the anniversary of the normalization deals between Israel, Bahrain, and the UAE, sponsored by the U.S., state department spokesperson Ned Price said that the U.S. is looking at advancing similar deals. Spokesperson Price also praised the normalization deal between Israel and Morocco, but did not mention the Sudan-Israel normalization deal. The U.S., during the Donald Trump administration, gave all 4 countries that normalized ties with Israel different political incentives to do so. The ambassadors of the U.S., Israel, the UAE, and Bahrain also met at an event hosted by former White House official Jared Kushner’s new non-profit organization The Abraham Accords Institute for Peace. The U.S. secretary of State Antony Blinken will host a virtual meeting on 9/17 to celebrate the normalization deals. UAE economy minister Abdulla bin Touq Al Marri also said on 9/13 that the UAE seeks to raise its trade with Israel to $1 trillion in the next 10 years. Jewish Currents reported that representatives Mark Pocan (D-WI), Alexandria Ocasio-Cortez (D-NY), and Rashida Tlaib (D-MI) were leading efforts to add an amendment to the National Defense Authorization Act blocking the delivery of Boeing-made Joint Direct Attack Munitions and Small Diameter Bombs to Israel for 1 year. Both types of munitions were used by Israel during Operation Guardian of the Wall. The amendment is unlikely to be part of the bill. (JC 9/14)

The state of New Jersey sent a letter to the company Unilever that it considers its subsidiary Ben & Jerry’s decision to stop selling its ice cream in West Bank settlements a boycott of Israel and therefore will divest from the company.
