The Israeli NGO Peace Now announces that an Israeli military cmte. has approved the construction of 829 new homes in West Bank settlements Givat Ze’ev, Nofei Prat, Shilo, Givat Salit, and Nokdim. The planned construction is condemned by Nabil Abu Rdeineh, aide to PA Pres. Abbas, as a “policy of escalation aimed at putting obstacles in front of the peace process.” (AFP, REU 11/25)

UN Secy.-Gen. Ban Ki-moon announces that an international peace conference on Syria will take place in Switzerland on 1/22/14, in an attempt to bring about direct talks between the Syrian govt. and opposition forces. The statement describes 1 of the key goals of the peace talks as “the establishment, based on mutual consent, of a transitional governing body with full executive powers, including over military and security entities.” (AP, REU 11/25) 

Pres. Obama, speaking during a visit to San Francisco, defends the deal with Iran, saying that the U.S. “cannot close the door on diplomacy.” In a clear criticism of those who have attacked the agreement, Obama says that “tough talk and bluster may be the easy thing to do politically, but it’s not the right thing to do for our security.” Meanwhile, Israeli PM Netanyahu announces that national security adviser Yossi Cohen will visit Washington to discuss the agreement with U.S. officials. In the UK, Foreign Secy. William Hague urges Israel to refrain “from taking any steps that would undermine this agreement.” (REU 11/25; AP 11/26)

The IDF conducts military exercises in the Golan Heights. Meanwhile, IDF troops on the n. Gaza border make a brief incursion to detain 2 Palestinian teenagers scavenging for scrap metal from destroyed buildings nr. the border fence n. of Bayt Hanun, holding them for 12 hrs. of interrogation before releasing them. Israel allows Gazans to export 1 truckload of carnations (30,000 flowers), marking the first exports permitted since 4/27/09. In the West Bank, the IDF raids Khirbat Tana village, located in area C northeast of Nablus and w. of Mehola settlement, early in the morning, searching several homes and confiscating 4 tractors, stating the area is a closed military zone (see Quarterly Update for details). The IDF also shuts the Shavei Shomron checkpoint on the Jenin–Nablus route for road repair work that is expected to take 9 mos.; the closure creates long delays for Palestinians traveling between Jenin and the s. West Bank. Jewish settlers fr. Revava northwest of Salfit brutally beat a 13-yr.-old Palestinian child; the IDF evacuates the child to an Israeli hospital. (NYT 12/11; OCHA, PCHR 12/16)

Overnight, the IDF sends another 15–20 tanks and armored personnel carriers (APCs) into Bayt Hanun and into the Erez industrial zone, leveling land to clear lines of sight, searching for roadside bombs and tunnels that could obstruct a large-scale military incursion into Gaza (as PA security forces pull out of their border positions at Erez, Palestinians stream into the industrial zone to scavenge fr. closed businesses there); continues to break the sound barrier over Gaza and to make air and artillery strikes on n. Gaza, killing 1 PA security officer, wounding several Palestinians, and destroying an empty building on Islamic University campus. During the day, the IDF continues the n. Gaza build-up, reoccupying the fmr. Nisanit settlement site, occupying 2 more Palestinian homes as operational bases, bulldozing a PA security force base in Bayt Hanun; fires on residential areas around Erez (wounding a Palestinian child) and on a Palestinian Energy Authority repair crew attempting to fix a transformer in the area. The IDF also allows Qarni crossing to reopen for several hrs. to import humanitarian supplies from the World Food Program (WFP) and UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East); WFP reports that there are only 2 days left of sugar and 8 days left of animal feed in Gaza and that milk and dairy products are only available in small quantities. Meanwhile, the Izzeddin al-Qassam Brigades fire a 2-engine Qassam rocket fr. Gaza into Israel, hitting an empty school nr. Ashqelon, 7.5 mi inside Israel (the longest-range rocket to date). In the West Bank, the IDF raids Jenin, ambushes and fires on a car, assassinating wanted AMB Jenin cmdr. Fida’i Qandil, wounding a passenger; raids a PA police station in Ramallah, detaining 3 Palestinians captured by the PA in connection with the murder of a Jewish settler on 6/29; arrests Hamas spokesman Farhat Asad nr. Ramallah; patrols in, fires on residential areas of al-Fara‘a r.c. nr. Jenin, wounding 2 Palestinians; conducts arrest raids, house searches in and around Ramallah, in Nablus and Qalqilya, and nr. In response to Palestinians firing 3 rockets fr. Gaza into Israel overnight (causing no damage or injuries), the IDF shells the n. Gaza no-go zone fr. land and sea, severely damaging the Bayt Lahiya electricity grid, a number of houses, 3 cars. The IDF also closes the Nablus–Tulkarm road into Tulkarm, sealing the city (other access roads were closed on 3/30); conducts arrest raids, house searches in Hebron, nr. Nablus. Armed Jewish settlers fr. Kiryat Arba uproot and take back to the settlement 60 olive tree saplings fr. nearby Palestinian land. Other Jewish settlers fr. Kiryat Arba vandalize a Palestinian home; the IDF observes but does not intervene. Also in Hebron, Jewish settlers fr. Beit Hadasah throw bottles and stones at Palestinian school children, escorted by international peace activists, injuring 1 activist; the IDF observes but does not intervene. Separately, Jewish settlers in Hebron throw bottles and stones at Palestinians to prevent them fr. using Shuhada Street. Jewish settlers fr. Mehola attack a Palestinian shepherd grazing his sheep nr. Bayt Furik outside Nablus, violently beating him, stabbing his sheep, killing 15 and wounding 5. PM Haniyeh orders all Palestinian gunmen off Gaza City streets to reduce tensions after clashes on 3/31; the PRCs say they will observe the call, but in a show of defiance, 300 armed Fatah mbrs. march through the streets, firing in the air, demanding that the PA arrest PRC mbrs. involved in the 3/31 violence. A female Palestinian suicide bomber (mother of 2 small children) detonates a device at the Erez crossing, killing 3 IDF soldiers, 1 Israeli security officer, wounding 12; Hamas’s Shaykh Yasin claims responsibility for the attack, saying it was a joint operation with the AMB, noting Hamas’s 1st use of a female bomber, vowing to escalate attacks. Israel seals Gaza, sends home 4,000 Gazan laborers working in the Erez industrial zone. The IDF raids Budrus nr. Ramallah, detaining Ayid and Na‘im Morrar, the coordinators of the nonviolent protest group Popular Comm. Against the Wall, which stages rallies against the separation wall; places a curfew on Tulkarm r.c., demolishes 3 Palestinian homes there; raids a nursery in Hebron, confiscating files, demolishing furniture. Palestinians fire 2 Qassam rockets at Erez industrial zone, a mortar at a Jewish settlement in Gaza, causing no damage or injuries in either incident. In Nablus, IDF soldiers halt a Palestinian electric company employee driving a company truck who is returning fr. making authorized repairs during a curfew, kill him with 1 shot to the head; the IDF later apologizes, says it will investigate. The IDF fatally shoots an armed Hamas mbr. attempting to sneak into Israel fr. Gaza. An AMB gunman infiltrates Mehola settlement, fatally shooting 1 Jewish settler, seriously wounding a 2d before being shot dead. A 4th Palestinian dies of injuries received on 8/7. The IDF use water cannons, horses to break up a nonviolent demonstration by 500 Israeli, Palestinian peace activists nr. a Bethlehem-Jerusalem checkpoint, injuring 2; for no apparent reason opens fire with live ammunition, rubber bullets, percussion grenades on Palestinians waiting to cross Surda checkpoint in Ramallah, seriously injuring 2; bulldozes at least 4 dunams of agricultural land nr. As Israeli-Palestinian clashes continue, leaving at least 4 Palestinians dead, including a Palestinian suicide bomber who injures 3 IDF soldiers, 6 Jewish settlers in an attack on a roadside cafe nr. Mehola settlement. The IDF directs tank, heavy machine gun fire at residential areas in Hebron, Gaza, al-Ram. Israel again restricts Palestinians' access to Jerusalem for Friday prayers.
