In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Balata refugee camp on 2/8. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Elsewhere, Israeli forces raided Nablus to take measurements for punitive demolition of 2 homes belonging to families of 2 Palestinians accused of killing an Israeli soldier in October 2022. 1 Palestinian was injured by live ammunition and 20 others by tear gas while protesting the incursion. 11 Palestinians were arrested during late-night raids in Bil’in, Hizma, al-Ram, al-Khader, Jaba’, and Deir Sharaf. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided Shu’fat refugee camp, causing tear-gas related injuries. Israeli forces issued a demolition notice for 1 Palestinian home in Kafr ‘Aqab. 2 Palestinians were arrested during a late-night raid in Isawiya. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

Israel prevented Ana Miranda, a Spanish member of the European parliament, from entering the West Bank and deported her to Spain after she arrived at Ben Gurion Airport. (WAFA 2/21; MEMO 2/22)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. In the West Bank, 1 Palestinian man died of wounds sustained from Israeli forces during a raid in Kafr Dan on 1/2. Israeli forces shot and killed 2 Palestinians who allegedly opened fire at Israeli soldiers at the Tarsala settlement outpost near Jaba’. Israeli forces also violently dispersed Palestinian protesters in Zwaidin in the Masafer Yatta area, causing tear-gas related injuries. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. In Tel Aviv, around 80,000 people demonstrated against the Israeli government’s plans to weaken the judiciary by allowing the Knesset to override Supreme Court decisions on legislation. EU high representative for foreign affairs Josep Borrell circulated a document rejecting calls from members of the European Parliament to label Israel an apartheid state and saying that the EU will not suspend the EU-Israel Association Council due to the new Israeli government’s policies. In the West Bank, Israeli settlers assaulted Palestinian farmers in Khirbat Aqwewis in the Masafer Yatta area and let their livestock graze on land planted with barley and olive trees. Israeli settlers also attacked Palestinians in Tell, injuring 4 with pepper spray and 1 by physical assault. Elsewhere, Israeli settlers assaulted 1 Palestinian shepherd in ‘Ain al-Hilweh. Israeli forces shot 1 Palestinian man near a military post in Huwwara; the unarmed man who was collecting bottles died of his wounds on 7/30. Israeli forces also assaulted 2 Palestinians at Solomon’s Pools near Bethlehem. Israeli forces demolished commercial structures near the Jalamah checkpoint, 1 coffee shop in Ya‘bad, and 2 agricultural structures and a dirt road in Qusin. Israeli forces also punitively demolished the homes of 2 Palestinian prisoners in Qarawat Bani Hassan, displacing 18; 4 Palestinians were injured with baton rounds while protesting the demolition. Elsewhere, Israeli forces delivered stop-work orders for 6 Palestinian homes under construction in al-Dirat. 6 Palestinians were arrested during late-night raids in Beit Duqqu and Biddu. In Gaza, Israeli forces opened fire at Palestinians working their land east of al-Qarara and al-Bureij; no injuries were reported. Members of slain Palestinian American journalist Shireen Abu Akleh’s family met with U.S. secretary of state Antony Blinken at the White House. The family said that they demanded a U.S.-led investigation into the Israeli killing of Abu Akleh and that they want to speak to U.S. president Joe Biden about the lack of accountably for the killing. In the West Bank, Israeli settlers stole 1 residential tent and vandalized a fence in Khirbet Martaba. Israeli also settlers assaulted 2 Palestinian minors in Qusra, leading to the hospitalization of 1 of them. Israeli forces subsequently violently dispersed Palestinians in Qusra protesting the settler attack, injuring 22 with baton rounds and tear gas. Israeli forces also shot and injured 7 Palestinians with baton rounds during a raid in Jifna; others suffered tear-gas related injuries. 8 Palestinians were arrested during late-night raids in Silwad, Ras Karkar, Beit Fajjar, and al-‘Ain refugee camp. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Israeli forces assaulted and detained 4 Palestinians in the Old City. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. The 6 Palestinians who escaped Gilboa prison on 9/6/2021 were sentenced to 5 years in prison for their escape and each fined $1,487. 5 other Palestinian prisoners were sentenced to 4 years for assisting in their escape. (AJ, AP, HA, MEMO, WAFA 5/22)

Hamas imposed a 16.5% tax on 24 products from the West Bank, including bottled water and soft drinks. PA economy minister Khaled al-Osaily called the new taxes “illegal and not permissible within the same nation.” (ALM 6/1)

Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. Chairperson of the EU parliament’s relations with Palestine Manu Pineda was forced to cancel a trip to the occupied Palestinian territories with a group of other EU parliamentarians after Israel refused to allow him entry to Israel and his delegation access to Gaza. President of the EU parliament Roberta Metsola said on Twitter that she regretted the decision but that she would continue her visit to Israel. In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. The IDF patrols nr. Hebron and Jenin; raids 3 homes in Tulkarm overnight belonging to friends and family of the Palestinian man who stabbed 13 Jewish Israelis in Tel Aviv on 1/21, arresting 2. In East Jerusalem, Israeli forces conduct arrest raids in al-Tur. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. Meanwhile, reps. of the PA and Russia meet and sign 2 bilateral agreements, which will establish joint comms. to supervise economic cooperation between them. (MNA 1/22, 1/23)

In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. A State Dept. spokesperson cites “long-standing practice and principle” when explaining why the pres. would not meet with another head of state 2 weeks ahead of his or her national election. Sixty-three of the 751 mbrs. of the EU parliament send a letter to foreign affairs chief Mogherini asking her to suspend the EU-Israel Association Agreement, which has governed the trade relationship since 2000.
