In the Gaza Strip, IDF opens fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts night patrols in 1 village each nr. Qalqilya and Tulkarm. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (3 wounded by live ammunition) and Kafr Qaddum (2 struck by tear gas canisters). (PCHR 8/29)

The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. A Lebanese security source claims that the site is also used by Islamist militants. The air raid causes no casualties or serious damage. Lebanese pres. Michel Suleiman condemns the Israeli strike and orders his diplomats to file a complaint about the attack with the UNSC. Israeli DM Moshe Ya’alon says that the Israeli govt. holds their Lebanese counterparts responsible for the rocket fire emanating from its territory. Outside of 2 Sunni mosques, twin bombs kill at least 42 people in Tripoli; no one claims responsibility for the attack. (AFP, AP, DS, HA, JP, REU, WP 8/23)

UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Barack Obama plays down the possibility of a rapid military intervention by the U.S. in Syria, saying how important a legal mandate from the UN and international coalition of support would be. Protests take place across Egypt by Muslim Brotherhood supporters and other opponents of the coup, though rallies were small and scattered. One person is killed by security forces in the Nile Delta town of Tanta, with official Health Ministry reports saying 54 people are wounded in Cairo and 2 Delta provinces. Meanwhile, speaking on CNN, U.S. pres. Barack Obama says that cutting off aid to Egypt “may not reverse what the interim govt. does.” (AP, REU 8/23)

The Israeli air force strikes a site nr. Damascus, in a new air strike on what unnamed Western intelligence sources say was a shipment of advanced, Iranianmade missiles heading to Hizballah in Lebanon. Israeli officials later stress that the airstrikes are aimed at Hizballah rather than destabilizing or undermining Pres. Bashar al-Asad’s regime. The Syrian government accuses Israel of ‘‘gross aggression’’ and says that the strike ‘‘opens a door to all options.’’ The opposition Syrian National Coalition also condemns the strike, saying that Israel is ‘‘taking advantage’’ of the conflict. A U.S. intelligence official says that Washington was not given any forewarning of the air raid. Iran’s Foreign Min. states that countries in the region should oppose the ‘‘assault,’’ while the Iran’s army ground forces commander Ahmad Reza Pourdastan says Tehran is ready to support its ally. Egypt condemns the airstrikes, as does the Lebanese pres. Michel Suleiman. The Israeli Air Force makes an airstrike in Syria. U.S. officials say that the target was weapons, rather than a building or installation. An anonymous Israeli official subsequently says that the target was a shipment of missiles intended for Hizballah, believed to include a Syrianproduced surface-to-surface guided weapon. Meanwhile, Lebanese sources report several sorties by Israeli air force planes in Lebanese airspace, breaches of sovereignty which are condemned by Pres. Michel Suleiman. (HA 5/3; AP, REU 5/4)

IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners. Demonstrations are held in 4 villages nr. Ramallah (Budrus, Bil‘in, al-Nabi Salih, Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), 2 villages nr. In the West Bank, Palestinians clash with IDF forces in Aida r.c. in Bethlehem, with demonstrators throwing Molotov cocktails at a military watchtower in the separation wall. In al-Khader nr. Bethlehem, IDF forces shoot and injure 3 Palestinians with rubber-coated metal bullets in clashes. The IDF patrols in 1 village nr. Ramallah in the morning, in al-‘Arub r.c. nr. Israel’s Military Advocate General announces that there will be no criminal investigation of Israel’s 11/18/12 airstrike on Gaza during Operation Pillar of Defense that killed 12 Palestinian civilians—including 10 members of the same family. (REU 4/14)

Lebanese pres. Michel Suleiman criticizes Israel’s continued routine violations of his country’s airspace (see 3/19) and urges the international community to end these breaches of United Nations Resolution 1701. (DS 4/14)

In the West Bank, the IDF demolishes 11 Palestinian homes (housing 50 individuals, including 30 children), 3 classrooms, 3 barnyards, and 2 tents deemed too close to the separation wall in Yatta village nr. Hebron; conducts late-night arrest raids, house searches in Tulkarm r.c. In East Jerusalem, Israeli authorities arrest 3 Palestinian teenagers taking part in a sit-in protest against Israeli Judaization efforts in the al-Bustan quarter of Silwan; demolish a Palestinian vendor’s semipermanent stand (in place for 11 yrs.) on Sultan Suleiman Street nr. While Lebanese PM Sa‘ad Hariri is in Washington meeting with U.S. Pres. Barack Obama, 11 cabinet ministers representing Hizballah and its allies (the March 8 coalition) resign in protest over Hariri’s refusal to convene an emergency cabinet session to discuss pending indictments by the UN special tribunal investigating the 2005 assassination of Hariri’s father, fmr. PM Rafiq Hariri, which are expected to be issued before the end of the month. They call on Pres. Michel Suleiman to form a new government headed by the March 8 alliance. The move plunges Lebanon into its worst political crisis since 5/2008 (when Qatar brokered an agreement to end sectarian clashes that killed 81 Lebanese). (NYT, WP, WT 1/13)

Israel’s Interior Min. says it will move forward with plans to build 1,300 new Jewish settlement housing units in East Jerusalem (978 in Har Homa/Jabal Abu Ghunaym, 320 in Ramot). At the same time, Israel issues construction tenders for 800 units in the West Bank settlement of Ariel, which Israel intends to keep under final status. Meanwhile, Israel’s Jerusalem municipal authorities issue a report stating that the municipality is currently building more than 13,500 housing units for Jews in various Arab neighborhoods in East Jerusalem. The UN, U.S., and PA denounce the plans. In the West Bank, the IDF patrols without incident in Zayta village nr. Tulkarm in the morning; patrols in Bayt Liqya late at night, firing rubbercoated steel bullets, tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries. Pres. Obama dispatches U.S. Sen. John Kerry, chairman of the Senate Foreign Relations Committee, on a 3-day regional tour of the Middle East, with stops in Syria (to warn Damascus against interfering in Lebanon), Turkey (to urge Turkey to repair its ties with Israel), Lebanon (to show support for Pres. Lebanon holds parliamentary elections, with the U.S.-allied March 14th coalition winning 71 of 128 seats to the Hizballahled opposition’s 57 seats in what is seen as a major defeat for Hizballah. In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. IDF troops on the n. Gaza border shell an alleged rocket-launching site w. of Bayt Lahiya in n. Gaza, injuring 2 Palestinian children (ages 4, 17) and damaging a house. IDF troops on the s. Under a deal brokered by the Arab League, the Hizballah-led opposition and Lebanon’s ruling coalition agree to open talks in Qatar on 5/16 to negotiate an agmt. on a cabinet and new electoral law, to be followed by election of consensus pres. candidate Gen.
