In the West Bank, Israeli settlers used pepper spray and stones to attack Palestinians in Kisan. Israeli settlers also stole 1 water tank from a Palestinian in al-Maleh. Israeli forces demolished 1 Palestinian home under construction in Aqabat Jaber refugee camp. 14 Palestinians were arrested during late-night raids in Deir Sammit, Zeita, al-Yamun, Nablus, Kafl Haris, Salfit, Aida refugee camp, and Bayt Jala. In East Jerusalem, 1 Israeli settler shot and injured 1 Palestinian man who allegedly stabbed another settler with a screwdriver in the Ramot settlement. 1 Palestinian was arrested during a late-night raid in Shu‘fat refugee camp. In Gaza, after claiming that gunfire from Gaza hit an industrial building in Israel, Israeli forces conducted air strikes on 2 structures near Beit Hanun; no injuries were reported. Israel legalized the Mitzpe Dani settlement outpost near Deir Dibwan and approved plans to expand the settlement with 114 new housing units. (WAFA 7/19)

Israeli defense minister Benny Gantz ordered Israeli police and military forces to prevent followers of the Nachala settlement organization from setting up settlement outposts in the West Bank, as the organization had publicly announced its plans to erect settlement outposts for months. In the West Bank, Israeli forces delivered demolition notices for 6 agricultural structures and 1 residential structure and delivered stop-work orders for 2 houses and a water well in Wadi Rahal. Israeli forces also raided Khirbet Humsa, seizing tools and tents used for agricultural purposes. 10 Palestinians were arrested, including 8 during late-night raids in and around Tuqu’, Hebron, Beit Umar, and Bir al-Basha, and 2 were arrested at a checkpoint near Jenin. Israel’s civil administration advanced, for the 1st time during the U.S. Biden administration, settlement units to be built in the West Bank. 2,860 housing units were approved in Har Brakha, Revava, Elon Moreh, Hermesh, Karnei Shomron, Beit El, Givat Ze’ev, Kefar Etzion, Alon Shvut, Teneh, Sansana, Vered Yericho, Ma’aleh Mikhmash, Efrat, Tal Manashe, Talmon, Shima’a, and Kedumim. The approval also included the retroactive approval of units in Elon Moreh, Alei Zahav, Peduel, and Eli, and the “legalization” of the Mitzpe Danny outpost and an outpost in Haroeh Haivri. PA prime minister Mohammed Shtayyeh met with EU officials, including the high representative for foreign affairs Josep Borrell in Brussels. Prime Minister Shtayyeh called on the EU to take concrete steps to end Israeli settlement expansion. Shtayyeh also called on the EU to recognize the State of Palestine. The Israeli Knesset voted down a bill that would recognize the 1956 Kafr Qasim massacre. Only 12 members voted for the bill while 93 voted against. The bill was sponsored by Aida Touma-Sliman, Ofer Cassif, and Ayman Odeh of the Joint Arab List. (HA 10/26; HA 10/27; HA 10/28)

U.S. deputy of state for management and resources Brian McKeon told the Senate Foreign Relations Committee that it is his understanding that the U.S. needs Israel’s permission to reopen the U.S. consulate to Palestinians in Jerusalem. (HA, JP, MEMO 10/28)

Florida’s boycott of the Ben & Jerry’s ice cream company’s parent company Unilever went into effect after a 90-day period given to the company to reverse Ben & Jerry’s decision to stop selling ice cream in West Bank settlements and to end its franchise agreement in Israel. Florida will now stop new investments in Unilever, but its $39 million already invested in the company will not be affected. (TOI 11/26; JP 11/27; MEMO 11/29)

Israel charges 5 Jewish settlers for (1) orchestrating the 12/13/11 riot at an IDF base to prevent the removal of Mitzpe Yitzhar outpost and (2) operating a hotline to collect tips on IDF and Israeli police movements in the West Bank and using the information to direct settlers to interfere with IDF operations; they could face 5 yrs. in prison if convicted; 4 of the 5 had restraining orders against them barring their entry to the West Bank. Prosecutors allege that some of the tips received (including regarding the planned evacuation of Mitzpe Yitzhar) were received fr. active- duty IDF soldiers and included classified aerial photos and maps. Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. In the West Bank, IDF troops stationed atop Hebron homes occupied on 10/11 fire rubber-coated steel bullets, tear gas at 10s of stone-throwing Palestinian youths who confront them, injuring 1 Palestinian teenager. The IDF also ambushes several Palestinian vehicles attempting to evade IDF checkpoints to transport workers to jobs in Israel, burning and destroying 3 of them; conducts late-night raids, house searches nr. Nablus, Hebron, Jericho, and Jenin, arresting 10 Palestinians. Jewish settlers fr. the unauthorized settlement outpost of Mitzpe Ami nr. Qalqilya set fire to a Palestinian olive tree field and block firemen fr. reaching the area, destroying as many as 250 trees; Israeli police arrest 13 settlers who refuse to leave the area. Jewish settlers fr. Kiryat Arba stone Palestinians harvesting olives nr. Hebron and steal harvested olives; the IDF observes but does not intervene. A mysterious explosion in Tayr Filsi village in s. Lebanon injures or kills at least 1 person. Israel cites the explosion as proof that Hizballah is stockpiling weapons in violation of UN Res. 1701 that ended the 2006 Lebanon war. (NYT 10/13)

Israel orders borders with Gaza sealed after an early warning system detects a rocket launch fr. Gaza into Israel, but later admits that the system malfunctioned and no rocket was fired; the seal is lifted. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem, and nr. Hebron (raiding 2 Palestinian colleges, detaining 27 students for questioning); demolishes 36 structures (approx. 23 dwellings and 13 animal pens) belonging to bedouin families in Mughayyir al-Dir, outside Ramallah and adjacent to Mitzpe Dani settlement outpost, displacing 97 individuals (including 51 children), on the grounds that the structures were built in a closed military zone. Jewish settler girls (ages 12–17) stone Israeli border police demolishing an “illegal structure” in Givat Harsina outpost in Hebron, injuring 2 officers; the girls are arrested. The IDF seals Rafah as the 1st step in what the government says will be a major military offensive against Palestinian militants, dubbed Operation Rainbow. In a 7-hr. operation, the IDF evacuates the 1st inhabited unauthorized settlement outpost, Mitzpe Yitzhar, a particularly militant outpost nr. Nablus, housing 2 settler families: An initial contingent of around 25 unarmed soldiers attempting to remove 2 tents, a few tin shacks, and 1 concrete block building is obstructed by around 100 Jewish settler youths.
