In the West Bank, Israeli settlers stole 3 sheep from Palestinian herders near Kisan. Israeli forces issued stop-work notices for 3 homes and 2 agricultural structures in Ni’lin and issued notices to Palestinians in Sanniriya that the Israeli military will seize 2 dunams (12.8 acres) of land for military purposes. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound twice to confiscate Palestinian flags and arrested 13 worshippers. The Israeli-run Jerusalem municipality retracted its support for the establishment of a new neighborhood in East Jerusalem built for Palestinians on privately owned Palestinian land. The new neighborhood of 2,500 homes would have been the first established since 1967 intended for Palestinian residents. According to reports Jerusalem mayor Moshe Leon retracted his support for the project due to fear of losing the upcoming local elections. (HA 4/19)

In Syria, Israeli forces fired artillery shells at southern Syria from the occupied Golan Heights and dropped leaflets warning Syrians in the area against working with Hezbollah. An Israeli drone also crashed in Syria. (HA 4/19)

The Israeli finance and transportation ministries agreed to a 5-year budget where a quarter of the $7.2 billion total will be earmarked for settlement infrastructure in the West Bank. (HA 4/20; HA 4/23)

Officials from Israel, India, the U.S., and the UAE signed a memorandum of understanding in Washington D.C. to create a business coalition in relation to the I2U2 Group initiative. (HA 4/19)

Axios reported that U.S. secretary of state Antony Blinken urged Nigerien president Mohamed Bazoum to normalize relations with Israel during a visit to the country in March. Israeli officials told Axios that Niger is ready to move forward with normalization in exchange for some kind of compensation from the U.S. (AX 4/19)

In the West Bank, Israeli forces demolished 1 Palestinian-owned home near al-Ramadin. 8 Palestinians were arrested during late-night raids in Araqah, Beit Umar, Jaba‘, and Burqin. In East Jerusalem, some 100 Israeli police officers raided the Salhiya family home in Sheikh Jarrah, throwing stun grenades and beating family members, including minors, before escorting them out and demolishing their home, displacing the family of 18; 18 Palestinians were arrested, including family members. The family members were released on 1/20 under the condition that they do not return to Sheikh Jarrah for 1 month. Israel had attempted to displace the family since 1/17, but was unable due to resistance from the family and a large presence of international diplomats and local activists. The PA called the eviction a war crime, calling on the U.S. to protect Palestinians in East Jerusalem, and the EU condemned the displacement of the family. The U.S. ambassador to the UN Linda Thomas-Greenfield said at a UN security council meeting that Israel must refrain from “demolitions, and evictions—like what we saw in Sheikh Jarrah.” At the meeting, PA foreign minister Riyad al-Maliki also called on the international community to end Israeli impunity. A representative for the Salhiya family said the family is referring the case to the ICC. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 8. In Jerusalem, Israeli police violently dispersed activists in front of Mayor Moshe Leon’s home protesting forced displacement of Palestinians in Sheikh Jarrah; 5 were arrested. Israeli police arrested 3 Jewish Israeli men for attacking 2 Palestinian Israeli men in Bat Yam on 11/14/2021. The 3 Jewish Israeli men were charged with racially motivated violence prompted by the 2 Palestinians socializing with Jewish Israeli women. (HA 1/20; HA 1/21)

Hamas officials concluded a visit to Algeria, presenting the group’s vision for national unity and reconciliation with Fatah. The delegation arrived in Algeria on 1/17. The Citizenship Law bill, created to prevent family unifications between Palestinians and Israeli citizens, was sent back to the Israeli cabinet after the Meretz party filed an objection to the legislation in the Knesset. The Citizenship Law is being pushed by Israeli interior minister Ayelet Shaked. (HA 1/20)

A delegation of Israeli officials arrived in Sudan for meetings with Sudanese officials, according to Israeli and Saudi Arabian media. (HA 1/19; MEMO 1/20)

In the West Bank, Israeli settlers vandalized some 600 almond and olive trees in Deir Sharaf. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with rubber-coated bullets. 1 Palestinian was arrested during a late-night raid in Kafr Qalil. In East Jerusalem, 3 Palestinian families demolished their own apartment building in Silwan, displacing 20 Palestinians. 2 Palestinians were arrested in Isawiya. In Gaza, Israeli forces opened fire at Palestinian bird hunters north of al-Bureij; no injuries were reported. (WAFA, WAFA 12/11; PCHR 12/16)

Municipal elections were held for representatives in 154 village councils in Area C of the West Bank. Some 400,000 Palestinians were eligible to vote in the elections. There were no elections held in Gaza, as Hamas boycotted the elections. A Hamas spokesperson said that Hamas refuses to “participate in partial elections that are tailored to Fatah, and conducted by the PA.” The Central Election Committee said the voter turnout was 65%. The 2d phase of the municipal elections is scheduled to take place on 3/26/2022, when Palestinians in towns and cities will vote. Israeli mayor of Jerusalem Moshe Leon demanded that the Israeli police in Jerusalem stop using skunk water as a protest dispersal method after it was used to disperse pro-settlement activists, marking the 1-year anniversary of the death of a settler minor who died during a car chase with Israeli forces in the West Bank. 9 UN special rapporteurs wrote to EU high commissioner for foreign policy Josep Borrell, urging him to set a short and defined time frame for receiving evidence from Israel that the 6 Palestinian rights organizations deemed terrorist by Israel on 10/22 are linked to terrorism. Israeli cabinet agrees in principle to carry out a single FRD, insists that Netanyahu specify the areas Israel will retain under a final settlement before details of FRD can be discussed, forms ministerial team (comprising PM Netanyahu, FM Levy, DM Mordechai, Trade M Natan Sharansky, and Infrastructures M Ariel Sharon) to draw up FRD plans, lists security prerequisites that the PA would have to fulfill.
