Israeli settlers also opened fire at Palestinians harvesting olives in Aqraba; no injuries were reported. Elsewhere, Israeli settlers stole around 40 sheep in Khallet Hamad. Israeli settlers also raided Qaryut, opening fire at Palestinians in the area; no injuries were reported. Meanwhile, Israeli settlers razed farmland near Qasra. Israeli forces shot and injured a Palestinian child in Husan. Israeli soldiers also assaulted a Palestinian man in Dheisheh refugee camp. Elsewhere, Israeli forces demolished a Palestinian home in Bani Na’im. Israeli forces also razed land in Artas. Meanwhile, Israeli forces notified Palestinian families in Deir Qala that Israel will seize 18 dunams (4.4 acres) of land. 28 Palestinians were arrested during late-night raids in and around Jericho, Balata refugee camp, Bayt Awa, Hebron, Tarqumiyah, Bethlehem, Abu Dis, al-Eizariya, Ramallah, Jenin, and Qalqilya. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Maghazi, and Jabalia refugee camp, killing at least 208 Palestinians and injuring 416. Israeli forces also shot and injured a surgeon inside al-Awda Hosptial, which has been under Israeli siege for 6 days, and hit the Kamal Adwan hospital with an airstrike. Rockets were fired at Israel, injuring 1. In Lebanon, Israeli forces killed a Lebanese official in Taybeh, Hezbollah said it had attacked Israeli soldiers in Shtula and Metula. In the Red Sea, a Norwegian commercial ship, The Strinda, was hit by a cruise missile launched by Yemen according to the U.S. military. More than 18,205 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,645 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including fuel, entered Gaza via the Rafah crossing. 33 injured Palestinians and 461 dual nationals were evacuated to Egypt. Palestinians in the West Bank and East Jerusalem were on strike over Israel’s bombing of Gaza. People outside of Palestinian also participated in the strike; most noteworthy was the Lebanese government’s decision to close government offices and institutions in solidarity with Gaza. The PA called on the U.S. to “oblige Israel” to stop the policy of deducting funds from the PA’s tax revenue, calling it piracy and collective punishment. (WAFA 12/11)

Comments by Israeli prime minister Benjamin Netanyahu to the Knesset foreign affairs and defense committees were leaked to the press. Netanyahu said the “difference between Hamas and the PA is only that Hamas wants to destroy us here and now, and the PA wants to do it in stages.” Netanyahu also said Gaza will be under Israeli military control and that Gulf states will rehabilitate the area. U.S. National Security Council spokesperson John Kirby said the U.S. was “asking questions” in relation to reporting from Amnesty International and the Washington Post that Israel had used U.S.-supplied white phosphorus in Lebanon. The Post said a journalist had found remnants of 3 artillery shells that indicated that they were U.S.-made white phosphorous shells. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, calling on Israel to take steps to avoid civilian harm and increase aid. EU high representative for foreign affairs Josep Borell called the destruction in Gaza “even greater than destruction suffered by the German cities during the Second World War,” noting that 60-70% of the casualties are civilians and 85% of the population have been internally displaced. Borell also said the EU will propose sanctions on violent Israeli settlers. France, Germany, and Italy also called on the EU to set up a special sanctions scheme to target Hamas. In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Meanwhile, Israeli forces demolished an apartment building under construction in Beit Jala. Israeli forces also delivered a punitive demolition notice and took measurements for a separate punitive demolition in Rumana. 7 Palestinians were arrested during late-night raids in Baytin, al-Mazra‘a ash-Sharqiya, Tell, Tammun, Nur Shams refugee camp, and Tulkarm. In East Jerusalem, 9 Palestinians were arrested, and 1 Palestinian was assaulted before being taken to a hospital for treatment during a late-night raid in Isawiya and the Old City. Israeli prime minister Naftali Bennett met with UAE president Sheikh Mohammed bin Zayed al Nahyan in Abu Dhabi. Israeli media speculated if the meeting was part of Israeli and U.S. preparations to normalize relations between Saudi Arabia and Israel. (AJ, ALM, AP, HA, NYT, REU 6/9; HA 6/10)

Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work by the separation wall near al-Yamun. Israeli forces violently dispersed Palestinian protesters near Dura and in al-Arroub refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces delivered demolition orders for 2 houses in Abu Nawwar and a stop-work order for a house in Nahalin. 3 Palestinians were arrested during late-night raids in Qalqilya and Ras al-Far‘a. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The resolution was cosponsored by representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), Cori Bush (D-MO), Chuy García (D-IL), Marie Newman (D-IL), Raúl Grijalva (D-AZ), and André Carson (D-IN). The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. Israeli defense minister Benny Gantz told Foreign Policy that Israel will accept a new Iran nuclear deal between the U.S. and Iran, but that he hopes the U.S. will make a “plan B.” Foreign Minister Gantz also said about a potential peace agreement, “Abbas is still dreaming of the 1967 lines, this won’t happen. On the anniversary of the normalization deals between Israel, Bahrain, and the UAE, sponsored by the U.S., state department spokesperson Ned Price said that the U.S. is looking at advancing similar deals. Spokesperson Price also praised the normalization deal between Israel and Morocco, but did not mention the Sudan-Israel normalization deal. The U.S., during the Donald Trump administration, gave all 4 countries that normalized ties with Israel different political incentives to do so. The ambassadors of the U.S., Israel, the UAE, and Bahrain also met at an event hosted by former White House official Jared Kushner’s new non-profit organization The Abraham Accords Institute for Peace. The U.S. secretary of State Antony Blinken will host a virtual meeting on 9/17 to celebrate the normalization deals. UAE economy minister Abdulla bin Touq Al Marri also said on 9/13 that the UAE seeks to raise its trade with Israel to $1 trillion in the next 10 years. Jewish Currents reported that representatives Mark Pocan (D-WI), Alexandria Ocasio-Cortez (D-NY), and Rashida Tlaib (D-MI) were leading efforts to add an amendment to the National Defense Authorization Act blocking the delivery of Boeing-made Joint Direct Attack Munitions and Small Diameter Bombs to Israel for 1 year. Both types of munitions were used by Israel during Operation Guardian of the Wall. The amendment is unlikely to be part of the bill. (JC 9/14)

The state of New Jersey sent a letter to the company Unilever that it considers its subsidiary Ben & Jerry’s decision to stop selling its ice cream in West Bank settlements a boycott of Israel and therefore will divest from the company.
