In the West Bank, Israeli settlers encroaching on Palestinian-owned lands in Nil‘in were forced to leave after being confronted by Palestinians. 4 Palestinians were arrested in al-Khadir, Nablus, and Hebron. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, Israeli naval forces opened fire at Palestinian fishermen on 2 separate occasions, damaging 1 boat with live ammunition; no injuries were reported. After speculation of whether the PA would cancel the upcoming Palestinian elections, citing Israel’s unwillingness to allow Palestinians in East Jerusalem to partake, Hamas said that it opposes postponing elections while calling East Jerusalem “a red line.” Hamas cited the Oslo Accords as a legal argument for why Palestinians in East Jerusalem should be allowed to partake. According to unnamed PA sources, PA president Mahmoud Abbas should already have made the decision to postpone the elections. Israel has not officially said if it will allow Palestinians in East Jerusalem to partake in Palestinian elections. Israeli deputy prime minister and defense minister Benny Gantz was appointed as justice minister 1 day after Benjamin Netanyahu, who is standing trial for bribery, fraud, and breach of trust, tried to appoint a member of his own party, Ofir Akunis, as justice minister. The Israeli supreme court voided the appointment of Akunis hours after he was given the portfolio. (ALM, HA, HA, JP 4/28)

In the West Bank, Israeli settlers set fire to 3 cars and sprayed racist graffiti in Bayt Iksa. Israeli settlers also threw stones at Palestinian vehicles traveling near ‘Urif, damaging 2. 7 Palestinians were arrested during raids in Bayt Hanina, Husan, Bethlehem, and Tubas; 1 Palestinian was hospitalized for his injuries after Israeli forces assaulted him during the raid in Bethlehem. In East Jerusalem, Israeli police said it had arrested 8 Israeli settlers for 2 attacks on Palestinians involving pepper spray. 8 Palestinians were arrested in the Old City. In Gaza, Israel said that 2 rockets were fired from Gaza toward Israel but landed within Gaza. The Gaza fishing zone was closed by Israeli authorities. Israeli prime minister Benjamin Netanyahu, who is standing trial for bribery, fraud, and breach of trust, tried to appoint Ofir Akunis, a member of his own party, as justice minister. Hours later, the Israeli supreme court canceled Akunis’s appointment. (HA 4/28)

A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. The Israeli foreign ministry said that HRW is known to be anti-Israel. B’Tselem reached the same conclusion earlier this year and many Palestinian organizations have maintained for many years that Israel is guilty of apartheid. In the Gaza Strip, IDF troops conduct a limited incursion nr. Bayt Hanun to level land close to the border fence. In the West Bank, Israeli troops shoot and kill a Palestinian in Qabatya village nr. Jenin, during clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in Bethlehem and nearby Dahaysha r.c., in al-Bireh, and 1 village each nr. Jenin and Ramallah at night. In East Jerusalem, Israeli security forces demolish a 3-story building containing shops and residential apartments, home to 8 family mbrs. Israel announces the construction of 1,500 new homes in the East Jerusalem settlement of Ramat Shlomo, following shortly after the Palestinian prisoners release. The govt. also advances plans for a national park on the slopes of Mount Scopus and the establishment of a visitor’s center in the settler-run “City of David” national park in Silwan. Israeli officials brief that both the U.S. and Palestinians knew in advance that such announcements of construction would accompany prisoner releases. Likud dep. minister Ophir Akunis also claims that there was approval for plans for 2,000 further units in settlements outside the blocs. UN Secy.-Gen. Ban Ki-moon calls the news “an obstacle to peace,” while U.S. State Dept. spokesperson Jen Psaki responds by saying that the administration views “continued settlement activity” do not serve to “create a positive environment for the negotiations.” PA Pres. Abbas spokesperson Nabil Abu Rudayna says that the move “destroys the peace process.” (AFP, JP, YA 10/30)

Unnamed Western and Arab diplomats are reported as saying that it is unlikely the “Geneva 2” conference about the future of Syria will take place in 11/2013, as previously mooted. One of the main complications is the question of representation of the opposition, with opinions divided about whether the SNC should be the umbrella under which the opposition enters the negotiations.
