In the West Bank, Israeli settlers armed with clubs attacked 1 Palestinian shepherd in al-Farisiya, breaking his hand. Israeli settlers also attacked Palestinians and Israeli activists at a settlement outpost near the Otniel settlement. Elsewhere, Israeli settlers opened fire and threw stones at a Palestinian home in Bethlehem. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Arroub refugee camp, shooting him in the back with live ammunition. Israeli settlers also assaulted 1 Palestinian man in al-Khader, causing fractures to both his legs. In East Jerusalem, Israel forced 1 Palestinian to demolish his own restaurant in Silwan. 3 people were killed and at least 10 injured during clashes in Ain al-Hilweh refugee camp in Lebanon. PA president Mahmoud Abbas spoke to caretaker Lebanese prime minister Najib Mikati, discussing the situation. A ceasefire was reported early in the day but did not hold. (AJ, AP, HA, MEE, WAFA 9/9)

U.S. president Joe Biden, Indian prime minister Narendra Modi, and EU commission president Ursula von der Leyen unveiled a new infrastructure project at the G20 summit in India. The new project, Partnership for Global Infrastructure Investment, will see Europe and India connected via rail and shipping corridors that goes through the UAE, Saudi Arabia, Jordan, and Israel. U.S. national security advisor Jake Sullivan said the inclusion of Israel was significant but not a “precursor” to an Israeli-Saudi normalization deal. (AX, HA 9/9)

The parent company of Facebook, Meta, deleted Al Jazeera presenter Tamer Almisshal’s Facebook profile 24 hours after his program Tip of the Iceberg aired an episode about Meta’s censorship of Palestinian content. (AJ 9/10)

In the West Bank, Israeli settlers attacked Palestinians in al-Mufaqra. Israeli forces detained journalist Basel Adra, who was covering the attack, for several hours and confiscated his phone. Israeli settlers also assaulted 1 Palestinian man at the Otniel settlement before he was arrested by Israeli forces. Elsewhere, Israeli settlers attacked a Palestinian home in Sebastia, before Israeli forces arrested 2 Palestinians defending the home. Israeli forces violently dispersed Palestinians protesting a raid in ‘Askar refugee camp, causing tear-gas related injuries. The Palestinian Water Authority said that the Israeli water company Mekorot had reduced the daily supply of water to Hebron and Bethlehem provinces to 6,000 cups. (WAFA 7/15; QDS 7/17)

In Lebanon, a group of Lebanese people, reported to be MP Kasem Hashem and journalists, entered an area claimed by Israel on border of Lebanon and the Israeli-occupied Golan Heights before being shot at by Israeli forces; no injuries were reported. (HA, WAFA 7/15)

Congressional Progressive Caucus leader Pramila Jayapal (D-CA) called Israel “a racist state” during a speech in Chicago. In Otniel settlement nr. Hebron, a Palestinian stabs and kills an Israeli settler, then flees the scene. The IDF then sets up mobile checkpoints and roadblocks in the area; conducts house searches and raids in a nearby village. IDF troops conduct further late-night raids and house searches in Hebron and 3 villages nearby, as well as 1 village each nr. Ramallah, Salfit, and Tulkarm, arresting 20 Palestinians and confiscating 2 vehicles; patrols in 2 villages each nr. Jericho and Ramallah, 1 nr. Tulkarm, and 5 villages and al-Fawar r.c. nr. Hebron. Israeli forces demolish a livestock structure nr. Qalqilya late at night; when the Palestinian owner protests, they shoot and injure him and his brother, then arrest his other brother. They also demolish a garage and damage a quarry in villages nr. Ramallah, displacing 2 Palestinians who were living in the former. Off Gaza’s s. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. The IDF patrols in 3 villages n. of Ramallah in the morning. IDF soldiers and border police escort 100 Jewish settlers on a walking tour of the archeological sites in and around Bayt Umar village nr. Bethlehem, firing tear gas and stun grenades at Palestinians who come near. Another team of IDF soldiers and border police escort a separate group of Jewish settlers on a similar tour of archeological and religious sites in al-Karmil village nr. Hebron. Jewish settlers install 6 mobile homes in Otniel settlement and 2 in Avigal settlement in the same area s. of Hebron. Jewish settlers fr. Rotem settlement in the n. Jordan Valley severely beat a Palestinian shepherd nearby; he is found later by an IDF patrol that has the Red Crescent transport him to a hospital in Jenin. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin. IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 7 Palestinians (including a child) and 1 international activist are injured in Nabi Salih, and 2 Palestinian journalists are detained for 4 hrs. A week ahead of her deadline to form a government, Kadima party head and acting Israeli FM Tzipi Livni, with powersharing deals with the Labor and Meretz parties already drafted, unexpectedly informs Israeli pres. Shimon Peres that she cannot form a coalition. She blames other Israeli parties for making unreasonable political and economic demands, stating that she was unwilling to compromise her priciples to form a government (see Quarterly Update). Overnight, the IDF, Israeli police, and border police evacuate Jewish settlers fr. the unauthorized settlement outpost of Federman Farm in Hebron, sparking violent clashes with the settlers in which 1 policeman is seriously injured, 2 settler girls attempt to burn police vehicles, and settlers rampage through Palestinian areas, slashing the tires of 22 cars and vandalizing a Muslim cemetery. In interviews with the press afterward, Jewish settlers call for retributive attacks on the Israeli security forces. During the day, Jewish settlers fr. Harsina settlement in Hebron attack, vandalize, attempt to occupy a Palestinian home and land adjacent to the settlement; Jewish settlers vandalize Palestinian cars in Hizma village nr. Jerusalem; and 10 masked settlers attack IDF soldiers guarding Palestinians harvesting olives nr. Otniel settlement nr. Hebron, injuring 1 soldier. At the weekly Israeli cabinet meeting, Olmert warns that the government “will show no tolerance toward such expressions and actions,” while Shin Bet security chief Yuval Diskin states that he is “very concerned” that right-wing settler groups might try to assassinate pro-peace politicians. Jerusalem; orders the closure of a Palestinian barbershop in Hebron, stating it is too close to Beit Romano settlement; conducts arrest raids, house searches nr. Jenin. Jewish settlers fr. Kiryat Arba beat a 12-yr.-old Palestinian boy. Jewish settlers fr. Otniel uproot another 100 Palestinian olive trees nr. the settlement as part of the expansion begun on 7/14. In a bid to help Abbas, Israel removes 178 AMB mbrs. fr. its wanted list (75% of AMB mbrs. wanted, including AMB Jenin leader Zakariya Zubaydi) after they sign pledges to cease all actions against Israel and hand over their weapons to the PA. In Gaza, Palestinians fire 2 RPGs at an IDF unit patrolling the border fence nr. al-Bureij, missing the target, causing no damage or injuries; fire 4 mortars at IDF troops e. of Bayt Hanun, causing no damage or injuries. Around 50 Palestinian merchants hold a sit-in at the Erez crossing to protest Israel’s continued closure. In the West Bank, Israeli intelligence summons, arrests 2 Palestinians in Hebron. Jewish settlers fr. Otniel continue work to set up a new outpost on land seized on 7/14. PA employees recently cut from the PA salary rolls by Abbas begin an open-ended sitin strike in Gaza City’s Unknown Soldier’s Park. On the intra-Palestinian front, the ESF raids the Gaza City homes of at least a dozen Army of Islam mbrs., arresting 12, all connected to the powerful Daghmash clan. Palestinians fire 4 mortars, 1 RPG at IDF troops stationed at the Rafah airport, causing no injuries. In the West Bank, the IDF conducts patrols in Nablus. Jewish settlers in Hebron attack a Palestinian family, vandalize several homes; the IDF observes but does not intervene. Jewish settlers fr. Otniel nr. Hebron, escorted by IDF troops, occupy 30 d. of Palestinian land in nearby Yatta, set up tents and light towers, uproot 10s of Palestinian olive and almond trees to make way for a new unauthorized settlement outpost; the IDF also erects an observation tower on the land. The Palestinian rights group al-Haq reports that Abbas’s security forces in the West Bank have detained up to 400 Hamas mbrs. since Hamas took control of Gaza on 6/15. Palestinians complain that 100s of people were unable to attend Friday prayers at Hebron’s Ibrahimi Mosque because of prolonged IDF checks at the newly installed electronic gates surrounding the site (see 3/13, 3/24). Yitzhar settlement nr. Nablus rampage through the nearby village of Asira, breaking windows, throwing stones, beating a 50-yr.-old Palestinian woman; when IDF troops come to Yitzhar later in the day to investigate, some 150 settlers throw stones, clash with troops; later in the evening settlers attack Palestinian homes again, causing damage but no injuries; Yitzhar officials say the attackers were “a number of boys” who had gotten drunk for Purim. A PFLP suicide bomber fr. Askar r.c. nr. Nablus detonates a device in a Tel Aviv open-air market, killing 3 Israelis, wounding 32. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. In the evening, IDF undercover units raid Nablus, assassinate Nablus AMB leader Majdi Mari (whom it attempted to assassinate on 9/15/04), AMB mbrs. Jihad Abu Salah and Fadi al-Sarwan, injure a 4th AMB mbr., 4 bystanders. IDF undercover units assassinate senior AMB mbr. Ibrahim Issa in Qalqilya. The IDF continues operations in Jenin town and r.c., firing on stone-throwing youths, searching homes. Late in the evening, IDF troops in Jenin r.c. shoot, critically wound a Palestinian teenager for no apparent reason, bar his transportation to a hospital, and take him into custody, where he dies. The IDF also directs heavy machine gun fire at residential areas of Khan Yunis, fatally shooting a 7-yr.-old Palestinian girl walking to school; fires on residential areas of Dayr al-Balah, Rafah; fire on stone-throwing youths in Nablus; demolishes 6 Palestinian homes, bulldozes 15 d. nr. Rafah, leaving 131 people homeless; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c., Dahaysha r.c., al-Khadir. Palestinians fire mortars at Morag, wounding 5 Jewish settlers. Hebron, fatally shooting 2 Jewish settlers, 2 IDF soldiers, wounding 9 (mostly soldiers), before being shot dead by the IDF; the IDF imposes a curfew on Hebron, surrounding area; angry Jewish settlers rampage through Palestinian areas of Hebron, attacking cars, houses. The IDF arrests an Israeli Jewish truck driver at Qarni checkpoint, attempting to smuggle weapons, ammunition into Gaza; fires on residential areas of Khan Yunis, setting fire to a farm, killing several sheep, chickens; conducts arrest raids in Askar r.c., Tubas. An IDF gunboat opens fire on Palestinian fishing vessels off the Gaza coast, severely damaging 3 boats.
