Israeli forces also raid Nur Shams refugee camp, uprooting streets, causing damage to infrastructure, including roads, water, electricity, sewage, and internet, affecting more than 84,600 people, and demolishing a home. Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Nuseirat refugee camp, Dayr al-Balah, and Gaza City, killing at least 67 people. 2 children die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 27. In Lebanon, Israeli forces attack 2 sites in the Beqaa Valley near Baalbek, killing one person and injuring others, and buildings in Ayta ash Shab and Naqoura. More than 31,112 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,760 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 419 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. In the West Bank, Israeli settlers began constructing a settler road to Givat Allam on land belonging to residents of Khirbet Yanun. Israeli settlers also assaulted Palestinians and stole sheep in Arab al-Milehat. Israeli forces also shot and killed 3 Palestinians, including 2 children, during raids in Beitunia, Tayasir, and Kafr Ein. Elsewhere, Israeli forces shot and injured 7 Palestinians during raids in Dheisheh refugee camp, al-Arroub refugee camp, Beitunia, and Deir Abu Mash’al. Israeli forces also punitively demolished the family home in Deir ‘Ammar of a Palestinian who was killed by Israeli forces on 8/3, damaging nearby homes and shooting and injuring 2. Meanwhile, Israeli forces demolished a Palestinian home in Bani Na’im, displacing 20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. Hamas its fighters had responded to a “blatant breach of the ceasefire” by Israel. 300 Palestinians who were working in Israel before 10/7 were expelled to Gaza. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli settlers stole 3 residential tents in al-‘Awja and a tractor in Shaab al-Butum. Israeli settlers also uprooted around 100 olive, almond, and grape trees and destroyed 15 beehives in al-Khader. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Haris, causing damage. Israeli residents at Meirav village near Jalbun prevented Palestinians from harvesting olives, during 1 of the 2 times a year they are allowed to harvest on the Israeli side of the separation wall on their privately-owned land; Israeli forces refused to remove the protesters leaving the Palestinians without access. Israeli forces shot and killed a Palestinian man during a raid in Yatma. Israeli forces also shot and injured 2 people during a raid in Dahariya. Elsewhere, Israeli forces violently dispersed Palestinians awaiting the prisoner exchange at Ofer Prison, injuring 2, including a child, with live ammunition and a journalist with a baton round; others suffered tear-gas related injuries. In East Jerusalem, Israeli forces raided Palestinian homes in Sur Baher, Silwan, Isawiya, and al-Tur, warning families not to celebrate the release of their relatives in the prisoner exchange. 39 Palestinian prisoners, all boys, were released during the third prisoner exchange. 17 Hamas-held captives were released to Israel via the Rafah crossing, including 14 Israelis and 3 Thai nationals. 1 of the released captives holds U.S. citizenship, while another holds Russian citizenship. Israel said 1 of the released captives, an 84-year-old woman, was hospitalized in serious condition. She was later said to be improving. A relative of 3 children released from captivity said they were treated “more or less okay.” Hamas said it was seeking to extend the temporary ceasefire and called on U.S. president Joe Biden to end the Israeli war on Gaza. German president Frank-Walter Steinmeier met with Israeli president Isaac Herzog in Jerusalem, saying “[w]e stand in solidarity with Israel. It is not only with Israel as a victim of terror. Our solidarity is also with the Israel that defends itself, that fights against an existential threat.” Steinmeier later said that Germany will donate $7.5 million to rebuild an art gallery destroyed on 10/7 in Kibbutz Be’eri. Israeli war cabinet member Benny Gantz of the National Unity party said that if the government votes to distribute coalition funds instead of adding to the war effort his party will vote against the budget and consider its next steps. (HA 11/26)

Jordanian foreign minister Ayman Safadi said that he hopes an upcoming meeting of officials from Mediterranean countries scheduled for next week will convince European nations that a permanent ceasefire is needed, not only pauses. (AJ, HA 11/26)

U.S. senator Chuck Schumer (D-NY) said U.S. lawmakers would vote on a $14 billion military aid package to Israel next week. Senators Bernie Sanders (D-VT), Peter Welch (D-VT), and Chris Murphy (D-CT) had all suggested that U.S. military aid to Israel could be conditional on Israel following international law. National Security Advisor Jake Sullivan also said the Biden administration was considering conditioning the U.S. aid. Sullivan later said it was not something the White House would do. The Biden administration had reportedly asked the U.S. Senate on 10/20 to lift nearly all restrictions on Israeli access to U.S. weapons. (AJ 11/26)

Human Rights Watch said that the explosion that killed and injured upwards of 500 Palestinians at al-Ahli Hospital resulted from “a rocket-propelled munition, such as those commonly used by Palestinian armed groups” but added further investigation was needed to determine the perpetrator. Other investigations have pointed to Israel as the likely perpetrator. Human Rights Watch also said it could not corroborate the death toll, saying it appeared “out of proportion with the damage visible at the site.” (HA 11/26)

In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces in Tulkarm on 10/13. Israeli settlers vandalized 3 water wells, uprooted 70 olive tree saplings, and removed barbed wire in Susiya. Israeli forces shot and killed 2 Palestinians during raids in Aqabat Jaber refugee camp and Jenin. Israeli forces also violently dispersed Palestinians in Aqabat Jaber refugee camp and Fawwar refugee camp, injuring 4 with live ammunition. At least 70 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Ramallah, Nil’in, Qarawat Bani Hassan, Bethlehem, and Jericho. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. 7 members of the civil defense team were killed in Israeli airstrikes on the Palestinian civil defense headquarters in at-Tuffah, bringing the number of humanitarian staff killed since 10/7 to 31. The Palestinian Journalists Syndicate said 11 Palestinian journalists have been killed in Israeli airstrikes since 10/7. UNRWA said in a tweet that people claiming to be from the Gaza Ministry of Health seized fuel and medical equipment from its compound in Gaza City, before later deleting the tweet. An UNRWA statement later said that there had been no looting of UNRWA warehouses. (HA, HA 10/16; HA 10/17)

Palestinian prisoner Kayed al-Fafsous suspended his 75-day hunger strike after his family urged him to end it, fearing that Israel will let him die as part of its campaign against Palestinians related to the war with Hamas. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. Pakistani foreign minister Jalil Abbas Jilani called Israel’s attacks on Gaza genocide. Canadian prime minister Justin Trudeau called for the opening of a humanitarian corridor in Gaza to allow delivery of food, fuel, and water. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. Furthermore, Sunak said the UK would increase its aid to Palestinians by $12.12 million. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. In the West Bank, the prominent critic of the PA, Nizar Banat, died at a hospital after being arrested by PA forces in his home in Dura; the family of Banat said he was brutally beaten by 20 PA officers. Banat was a candidate for the Liberation and Dignity party before the PA canceled the elections scheduled for 5/22. The PA said it would open an investigation into how Banat died. Protests against the PA broke out in several places in the West Bank and PA forces violently dispersed the protesters using tear gas and batons. The New York Times released a visual investigation of the killing of 44 Palestinians in Gaza by the Israeli military on 5/16. The investigation showed how the Israeli military used U.S.-manufactured munitions to strike civilian targets in the Rimal area of Gaza City. The investigation also said that Israel’s claim that it had sought to bomb an underground military facility in the heavily populated area was unsubstantiated and that Israel made no effort to warn the Palestinians living in the area that it would attack the alleged underground military facility. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud.
