Israel allows 2,597 Palestinians to transit through the Rafah crossing (870 going into Egypt, 1,727 returning to Gaza). In the West Bank, the IDF patrols in Sa‘ir village nr. Hebron in the evening; conducts late-night house searches in Dura nr. Hebron, making no arrests. The Knesset passes (61–45) an Israel Land Administration Law allowing for the privatization of 93% of land inside Israel controlled by the Israeli government, including “state land” and land claimed by Palestinian refugees and held by Israel’s Custodian of Absentee Property. The IDF conducts arrest raids in villages around Hebron; patrols in Qabatya, temporarily occupying a Palestinian home as an observation post; begins construction of a new segment of the separation wall in East Jerusalem nr. Vice PM Peres loses the Labor party primaries to Histadrut labor union leader Amir Peretz, who ran on the promise to end Labor’s participation in a coalition government with Likud (to protest Likud’s cuts to economic spending and increased privatization) and to push for early elections if he won. U.S. special envoy Ross meets with Arafat in Ramallah. Before the mtg. Arafat receives a written message fr. Barak that says Israel will adjust its map for the 3d stage of the 2d FRD but will not give the PA control of any of the villages it wants in the greater Jerusalem area. Israel cuts its budget for security for Jewish settlers in the West Bank and Gaza fr. $34.5 m. to $6.2 m., in keeping with overall reductions in the defense budget. (NYT 2/23)

Arafat chairs the 1st mtg. of the PA Higher Council for Development (HCD). Participants begin work on consolidating PA departments for improved financial accounting, form a group to explore ways of attracting foreign investment, agree to draft a working paper on a privatization strategy by 4/25. Ma'ariv publishes excerpts of what it claims are secret government documents about the permanent arrangement with the PA. According to the excerpts, which have similarities to the Abbas-Beilin proposal (see Doc. C3 in JPS 101), the Likud-led government would "agree to the existence of an independent Palestinian entity," with long-term restrictions on sovereignty. The documents reportedly also list in descending order of preference various options for each final status issue. Israeli Mayor of Jerusalem Olmert gives immediate permission for a right-wing American Jewish developer, Irving Moskowitz, to break ground for a new 70-unit Jewish settlement in the Palestinian neighborhood of Ras al-Amud. Netanyahu says the move is legal, but the timing is wrong; he will block the plan. PA calls move deeply provocative. Backed by Israel's Histadrut labor federation, 60,000 workers at state-owned companies observe 1-day strike in solidarity with Bezeq telephone company employees, who are protesting government privatization programs. (NYT 7/25, 7/26)
