In Qalansawe, 1 Palestinian man was shot and killed marking the 100^th Palestinian citizen of Israel to be killed in a homicide in Israel since the beginning of the year. In the West Bank, Israeli settlers raided Khirbet Mughayyir al-‘Abid, assaulting 4 Palestinians. Israeli settlers also vandalized 258 olive tree saplings in Kafr al-Dik. Israeli forces shot and killed 2 Palestinians during a raid in Nur Shams refugee camp. Eyewitnesses said both were shot dead by Israeli forces while try to escape through a window. Israeli forces also shot and injured 1 Palestinian minor with a baton round during a raid in Kafr Qaddum. In East Jerusalem, Israeli forces arrested 2 minors in the Old City, assaulting 1 of them. Near Sandala, 1 Israeli man shot and killed 1 Palestinian citizen of Israel as the Palestinian was walking toward his car with his back facing the Israeli man after the 2 had an argument on the road. The PA, Hamas, and United Arab List leader Mansour Abbas condemned the killing. In Tel Aviv, tens of thousands of Israelis protested against the Israeli government for the eighteenth week in a row. Palestinian citizens of Israel protested the Israeli government’s failure to address the growing murder rate in the Palestinian community in Umm al-Fahm and Qalansawe. In the West Bank, Israeli settlers from the Homesh settlement outpost threw stones at Palestinian vehicles near Burqa. Israeli forces prevented Palestinian farmers from working their lands near Beit Umar. Israeli forces also violently dispersed Palestinians trying to enter Israel for work near Dahariya with tear gas and stun grenades, causing burns to 1 Palestinian. 5 Palestinians were arrested during late-night raids, including 4 near al-Bireh and 1 during a house raid in Mazra’a al-Qibliya. In East Jerusalem, Israeli police violently dispersed Palestinians at the Damascus Gate plaza, injuring 19 with batons and baton rounds; 10 were arrested. Israel also summoned the deputy director of the Islamic Waqf department Najeh Bkeikat, issuing him a ban from entering the Haram al-Sharif compound for 6 months. 1 Palestinian citizen of Israel said he was detained in Qalansawe by Israeli undercover forces who beat him before leaving him in a forest after discovering they had mistaken his identity for another person. The Israeli forces also damaged the man’s car during the incident. (HA 4/5)

1 Palestinian prisoner, arrested on 24 December 2020, was sentenced to life in prison and issued a fine of $936,600. The man’s family home was punitively demolished by Israeli forces on 10 February 2021. (WAFA 4/3)

In Lebanon, 1 member of the PA National Security Forces was shot and killed in the Ain al-Hilweh refugee camp. It was unclear who the perpetrator was. (JP 4/4)

Israeli prime minister Naftali Bennett spoke with Jordan’s king Abdullah II in a phone call. King Abdullah urged Prime Minister Bennett to avoid steps that could escalate violence during the month of Ramadan and to allow Muslim worshippers free access to the Haram al-Sharif compound. In the West Bank, Israeli settlers with military escort raided al-Lubban ash-Sharqiya, leading to clashes between Israeli soldiers and Palestinians; 1 Palestinian was injured by a tear gas canister to his shoulder. Israeli forces raided a secondary school in Tuqu‘, physically assaulting 2 staff members and causing tear-gas related injuries among students and staff. 4 Palestinians were arrested during raids in Kharas, Tubas, Dheisheh refugee camp, and Anabta. In East Jerusalem, Israeli settlers opened fire in Sheikh Jarrah; no injuries were reported. 1 Palestinian minor was arrested in Sheikh Jarrah. Israeli forces demolished 1 Palestinian-owned home in Jabel Mukaber, leading to clashes with Palestinian protesters. Israeli forces also demolished 1 Palestinian-owned home in Silwan. In Gaza, 1 Israeli worker doing maintenance work on the Gaza fence was shot and lightly injured by militants in Gaza. An Israeli court denied the Israeli government’s request to demolish 41 Palestinian homes in the Israeli town Qalansawe. The Palestinian Israeli homeowners complained that Israel is using the installation of power lines as an excuse to demolish their homes when they can dig the power lines underground, as is done elsewhere. PA president Mahmoud Abbas extended the Covid-19 related state of emergency by 30 days. The state of emergency has been in effect since March 2020 when the 1st case of the Covid-19 virus was detected in Palestine. (WAFA 12/29)

In the West Bank, Israeli forces shot and injured 2 Palestinians during a late-night raid in Qalandia refugee camp; both were taken to a hospital for treatment. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel. In the West Bank, 1 Palestinian minor, shot by Israeli forces on 5/12, succumbed to his wounds. Israeli settlers shot and injured 1 Palestinian while raiding Bani Na‘im. Israeli settlers with military escort also raided Silat al-Harithiyya, leading to confrontations; no injuries were reported. Elsewhere, Israeli settlers also blocked a main road to al-Bireh and threw stones at Palestinian vehicles, causing damage. Israeli settlers also threw stones at Palestinian vehicles near Bayt Jala and al-Walaja. Israeli forces shot and killed 1 Palestinian using live ammunition during a Nakba Day protest in Zeita, near Tulkarm. Israeli forces also violently dispersed Palestinian protesters in Aida refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Tura, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Huwwara, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 1 with live ammunition and 1 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Umar, leading to tear-gas related injuries. 7 Palestinians were arrested, including 2 during house raids in al-Khadir and Dura, and 5 during protests near Jenin. In East Jerusalem, Israeli settlers with military escort raided Bayt Hanina and Shu‘fat refugee camp, leading to confrontations; 2 Palestinians were injured by the Israeli forces in Bayt Hanina. Israeli settlers later raided Shu‘fat refugee camp again, injuring 2 Palestinians with live ammunition. Israeli forces shot and killed 1 Palestinian, saying he had intentionally rammed 7 officers, who were lightly injured, in Shaykh Jarrah; 1 journalist was physically assaulted at the scene and others had stun grenades thrown at them. 25 Palestinians were arrested. In Gaza, 50 Palestinians were killed, including 19 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 153 to 203, including 60 children and 2 pregnant women. The casualties included: 43, including 19 children, and dozens wounded in air strikes hitting residential buildings in Gaza City; 1, and 2 wounded in a drone strike in Jabaliya; 1, and 11 injured in air strikes on a residential buildings in Nuseirat; 3 in air strikes on Bayt Hanun; 2 in a drone strike on a house in Rafah. Israel also attacked and demolished the homes of Hamas leader in Gaza Yahya Sinwar and his brother in Khan Yunis; no injuries were reported in the air strikes. In Israel, rockets from Gaza hit 1 house in Ashdod and damaged 5 vehicles in Ashkelon; no injuries were reported. Israel’s defense minister Benny Gantz extended the state of emergency in Lydda for 48 hours. Israel arrested 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, saying he had made incendiary remarks about Israel’s attacks on al-Aqsa Mosque. 28 people were wounded in a subsequent protest in Kafr Kana where he was arrested, including many by Israeli live ammunition. 8 Palestinian-Israelis were arrested in Taiba and Qalansawe. 2 Jordanian citizens were arrested in Gilboa after having crossed from Jordan into Israel. Egypt opened the Rafah crossing 1 day earlier than planned to allow the passage of students and medical patients. 95 Palestinians were reported to have been evacuated to Egypt for treatment of injuries before the border officially reopened. (HA, REU 5/16)

Israeli defense minister Benny Gantz met with U.S. deputy assistant secretary for Israel and Palestinian affairs Hady Amr. U.S. president Joe Biden said in an Eid holiday speech that his “administration is going to continue to engage Palestinians and Israelis and other regional partners to work toward sustained calm.” Later, secretary of state Antony Blinken said that “the violence must end immediately.” Earlier in the day, Israeli prime minister Benjamin Netanyahu had reiterated that his government has no plans for a ceasefire, saying the attacks on Gaza “will take time.” (AJ, HA 5/16; HA 5/17)

Jordanian king Abdullah II said that Jordan has been involved in intense diplomacy with its allies in Europe and the U.S. to put pressure on Israel to stop its attacks on Gaza. (HA, REU 5/16)

28 U.S. Democratic senators, led by Jon Ossoff (D-GA), called for an immediate ceasefire “[t]o prevent any further loss of civilian life and to prevent further escalation of conflict in Israel and the Palestinian territories.” (HA, NYT 5/17)

At a UN security council (UNSC) meeting on Israel-Palestine, UN secretary-general António Guterres said that the situation was “utterly appalling,” calling for an immediate ceasefire. He said the UN is actively involved in facilitating a ceasefire. This was the 3d time in a week that the UNSC met about the situation and the 3d time the U.S. stalled any joint statement. The Organisation of Islamic Cooperation called for an immediate halt of Israeli attacks on Gaza and “systematic crimes” against Palestinians. Saudi Arabia also condemned Israel’s “fragrant violations” of Palestinian rights. Israeli forces shot and killed 1 Palestinian man during a protest in Bayt Dajan; the man, who is an imam at a local mosque, was shot in the head. Israeli forces also violently dispersed Palestinian protesters in ‘Ayn al-Bayda, causing injuries from physical assault with rifle butts. 2 Palestinians were arrested, including 1 during a house raid in Tura and 1 at a checkpoint near Jenin. In East Jerusalem, Israeli forces violently dispersed an anti-eviction protest in Shaykh Jarrah, causing injuries. Off the coast of Gaza, Israel naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of al-Maghazi; no injuries were reported. Israeli settlers razed 6 dunams (1.5 acres) of Palestinian-owned land in Turmus ‘Ayya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen on 2 separate occasions; no injuries were reported. Israeli forces also made incursions to level land east of al-Bureij. 1 Palestinian was arrested while applying for a travel permit at the Erez crossing. The Israel Electric Corporation (IEC) said it would cut electricity in some areas of the West Bank, arguing that the PA owes the company $484 million. The chairman of the Palestinian Energy Authority said that the debt is less than half of what the IEC claims. PA officials called the decision collective punishment and called on the international community to protest the decision. (HA 9/22)

The Joint Arab List, which won 13 seats in the Knesset at the Israeli elections on 9/17, recommended Blue and White leader Benny Gantz as the next Israeli prime minister, giving Gantz’s coalition 2 more votes than Likud’s 55. Blue and White still needs 4 more votes to be able to form a governing coalition. Joint Arab List leader Ayman Odeh explained in an op-ed in The New York Times that the Joint Arab List is not endorsing Gantz’s policy proposals, but is rather voting to unseat Israeli prime minister Benjamin Netanyahu. Off Gaza’s coast, Israeli naval forces open fire on a Palestinian fishing boat attempting to ferry 7 wounded Palestinians out of Gaza for medical attention. The Israeli forces tow the boat to the port at Ashdod and arrest all 9 people aboard. In the West Bank, IDF troops arrest 18 Palestinians during late-night raids near Nablus, Ramallah, Hebron, Bethlehem, and Tubas; and patrol near Hebron and Tulkarm. They also deliver stop-work orders to 3 Palestinian homes under construction near Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. UN special coordinator Nickolay Mladenov responds to the Israeli decision to temporarily shut down the Kerem Shalom border crossing: “I urge the [Israeli] authorities to reverse this decision,” he says, also calling on Hamas and the other armed groups in Gaza to “do their part” by “maintaining calm, stopping incendiary kites, and preventing other provocations.” (JP, MNA 7/10)

In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)
