In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. In Lebanon, Israel attacked several targets and Hezbollah said it had attacked an Israeli naval base. In the Red Sea, France said a French warship had shot down 2 drones near Yemen. More than 17,700 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,300 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The World Food Programme reported that 91% of Palestinians in Gaza were experiencing hunger, with 36% experiencing severe hunger. Haaretz reported that the autopsy reports for at least 2 of the 6 Palestinian prisoners that have died in Israeli detention since 10/7 showed that their bodies were bruised and had broken bones, suggesting that violence may have killed them. (HA 12/9)

Videos by Israeli soldiers of Palestinians in the underwear surrendering to Israeli forces in Jabalia refugee camps circulated in the media. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Videos of Israeli soldiers vandalizing Palestinian property and raising Israeli flags in Gaza also circulated. (HA, UNOCHA 12/9; AJ, HA, UNOCHA 12/10; HA 12/11)

Responding to videos of hundreds of Palestinians detained by Israeli forces in Gaza stripped to their underwear, advisor to Israeli prime minister Benjamin Netanyahu, Mark Regev, said the Middle East is warmer than Europe so “to be asked to take off your shirt, it might not be pleasant, but it is not the end of the world.” Israel later claimed that 10-15% of the Palestinians in the videos were Hamas operatives or identified with the Hamas. Israeli national security advisor Tzachi Hanegbi claimed that Israel has killed 7,000 members of Palestinian militant groups during its attacks on Gaza. A UN official said Israel was testing the screening process for the delivery of aid to Gaza through the Karim Abu Salem (Kerem Shalom) crossing. (HA, REU 12/9)

The PA issued corrections to an interview given by Prime Minister Mohammed Shtayyeh to Bloomberg News on 12/7, saying Shtayyeh had not said that the PA and the U.S. were discussing “a plan to manage Gaza.” (WAFA 12/9)

In the West Bank, Israeli settlers raided Burqa but were chased away by Palestinian residents; no injuries were reported. Israeli settlers also uprooted some 200 olive tree saplings in Khallet Hassan and stole 4 sheep in Kafr Malik. Israeli forces shot and killed 1 Palestinian man and injured 6 others with live ammunition during a raid in Qalandia refugee camp. Israeli forces also shot and killed 1 Palestinian minor and injured 3 others with live ammunition and a concussion bomb during a raid in Balata refugee camp. Elsewhere, Israeli forces delivered demolition notices for 7 Palestinian-owned homes west of Jericho and razed lands in Beit Safafa. 21 Palestinians were arrested during late-night raids in Qalandia refugee camp, Balata refugee camp, Jenin, Salfit, Ramallah, Hebron, and Bethlehem. In the Naqab, Israeli undercover forces shot and killed 1 Palestinian man during an arrest raid in Rahat; an autopsy later contradicted the Israeli forces’ explanation that the man was pointing a gun at them when he was killed, as it revealed that he was shot twice in the back. Israeli authorities also demolished 2 Palestinian-owned homes in Umm al-Fahm. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. Lastly, Nides rejected the idea that the Palestinians can be bought off by economic incentives as they do not see this as a trade-off for political negotiations. (JP 3/16; MEMO, WAFA 3/17)

More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. The Google employee said the company was attempting to force her out of her job by giving her 17 days to agree to relocate to São Paulo. (LAT 3/15; JP, MEMO, TOI, WAFA 3/17)

In the West Bank, Israeli forces demolish a Palestinian carwash north of Hebron. An IDF driver runs over a Palestinian as he attempts to cross a road near Hebron, causing major injuries. It’s unclear if the crash was an accident or a ramming attack. IDF troops patrol in and around Nablus, Hebron, and Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injury. Israel’s High Court of Justice rules to allow Ateret Cohanim, a settler organization, to continue its legal campaign that would evict 700 Palestinians from their homes in Silwan. The ruling upholds a 2002 decision, but it defers a decision on most of the case’s central issues to a lower court. (HA, TOI 11/22; EI 11/27; PCHR 11/29)

In the West Bank, Israeli settlers attack Palestinian farmers harvesting olives near Nablus, causing no serious injuries. IDF troops arrest 1 Palestinian student after questioning a group in Zayta village near Tulkarm and another during a late-night raid near Ramallah. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, unidentified parties open fire on an IDF patrol, causing no injuries or damage. IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

For a 2d day in a row, the IDF maintains its “general closure” of the West Bank and Gaza surrounding Israel’s Independence Day. Egyptian authorities open the Rafah border crossing for passage in both directions for the 2d of 2 planned days. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishermen working nr. Bayt Lahiya, causing no injuries. In the West Bank, Israeli border police arrest 6 Palestinian youths throwing stones and setting fires nr. the separation wall outside Jerusalem. IDF troops patrol in 2 villages nr. Hebron and 1 nr. Nablus. In East Jerusalem, Israeli police disperse right-wing Jewish activists marching toward Haram al-Sharif in commemoration of Israeli Independence Day; 5 activists are arrested. They also arrest 10 rightwing Jewish activists after they assault Palestinians nr. Haram al-Sharif; there are no serious injuries. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr.  On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

In the West Bank, thousands of Palestinians gather in several villages and cities for Land Day; IDF troops violently disperse protests in villages nr. Nablus and Ramallah, causing a number of Palestinians to suffer tear gas inhalation. The IDF conducts house searches and raids in 2 villages nr. Hebron, 1 nr. Jenin, and Tulkarm, arresting 4 Palestinians; patrols in 5 villages nr. Ramallah, 1 nr. Jericho, and al-‘Arub r.c. and 1 village nr. Hebron. Israeli forces deliver demolition notices to 7 Palestinian-owned agricultural structures and water wells in a village nr. Nablus and to 7 residential structures in a village nr. Hebron. In East Jerusalem, Israeli forces violently disperse Palestinians marching through the Old City to commemorate Land Day, injuring 1 and arresting 2. They also arrest 3 Palestinians at Haram al-Sharif, 3 in the Old City, and 1 during a house search in Silwan. Meanwhile, Palestinian citizens of Israel gather in Jerusalem, Dayr Hanna in the Galilee, and Rahat in the Negev to commemorate Land Day, but the Arab High Follow-Up Comm. does not call for a general strike as it did in 2014. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. The project will be funded by international donors, primarily Arab League mbrs., and will grant families between NIS 1,000 and 1,500 per mo. ($250 to $378). (MNA, WAFA 3/30)

A bipartisan group of 4 U.S. senators sends a letter to Pres. Obama stating their opposition to the admin.’s reported reassessment of its policies regarding Israel and the possible end of U.S. support of Israel in international institutions, such as the UN. (TOI 3/31)

In the Gaza Strip, civil employees continue their strike for a 2d day, protesting the fact that they haven’t been paid a full salary since 6/2. Separately, almost 200 Palestinians gather nr. the French Cultural Center in Gaza City to protest the recent publication of cartoons featuring the Prophet Muhammad by Parisbased satirical magazine Charlie Hebdo. Gaza’s police arrest 7 of the protesters. Late at night after the protests, unknown assailants set off a homemade bomb under the car of an administrative official with Hamas’s military police, which was parked outside his home in Shaykh Radwan. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Additionally, Israeli naval forces capture a boat sailing from the Sinai to Gaza with materials for building rockets and detain the 3 Palestinians aboard, according to the IDF. (The incident will not be reported until 2/11, due to an IDF gag order.) In the West Bank, IDF troops expel 2 Palestinian women from their home in c. Hebron, then seal the property. In nearby villages, Israeli forces close 2 Palestinian-owned stores; destroy a well and an animal barn. They also deliver a stopwork order to a site nr. Jenin where Palestinians are building a new park. The IDF conducts house searches and arrest raids nr. Hebron, Ramallah, Qalqilya, Jenin, and at Nur Shams r.c. nr. Tulkarm. In East Jerusalem neighborhoods, Israeli forces demolish 2 homes and a residential building. As a result, 1 Palestinian woman is injured with a rubber-coated metal bullet during clashes with IDF troops in Issawiyya. Nearby, Israeli forces arrest 9 Palestinians, including 1 pregnant Palestinian journalist and 4 other women at Haram al-Sharif. Across Israel, 100s of Palestinians gather to protest the killing of 2 Palestinian bedouins in Rahat on 1/14 and 1/18. After a funeral for the man killed on 1/18, clashes break out between residents of Rahat and Israeli police, but police refrain from using crowddispersal measures on orders from a district cmdr. In the West Bank, IDF troops shoot and kill a Palestinian at a junction between Bethlehem and Hebron, later alleging that the man was attempting to steal a car. The IDF raids the home of 2 PA security officers nr. Nablus, and Palestinian officials call it a provocative step. On a late-night arrest raid in Jenin r.c., Israeli soldiers shoot and injure a Palestinian man with rubber-coated metal bullets and arrest 4 others, sparking clashes with stone-throwing residents and arresting 1 more. Hours after unknown assailants shoot at an Israeli military vehicle nr. Abud village n. of Ramallah, Israeli forces conduct house-to-house raids in the village, fire stun grenades and flares, and shut down a road leading to a nearby monastery. The IDF also conducts house searches and arrest raids nr. Salfit and Hebron; demolishes 1 Palestinian home and 2 animal shelters in a village nr. Ramallah; arrests a Palestinian outside the Gush Etzion settlement nr. Bethlehem. Separately, an Israeli settler runs over with his car 2 sheep belonging to a Palestinian nr. Nablus. In the Gaza Strip, Israeli authorities reopen the Erez border crossing, having closed it on 1/8. IDF troops e. of Rafah open fire on agricultural land nr. the border fence, causing damage. Dozens of employees of the Hamas-run govt. protest outside the PA unity govt.’s headquarters in Gaza City, calling for their full salaries to be paid for the 1st time since 6/2.
