In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces earlier this week during the 60-hour raid on Jenin. Israeli settlers threw stones at Palestinian homes and set fire to agricultural structures in Arab al-Malihat. Israeli forces killed 5 Palestinians during a raid in Nur Shams refugee camp, including at least 2 in a drone strike. Israeli forces also opened fire at a vehicle in Dura, injuring the driver and his infant. Elsewhere, Israeli forces assaulted a Palestinian in Huwwara. An Israeli soldier was stabbed and injured near the Rantis checkpoint; a Palestinian was later arrested. In Gaza, communications were partially restored in southern Gaza after a telecommunications blackout since 12/14. Israeli forces bombed Jabalia refugee camp, Khan Yunis, Gaza City, Dayr al-Balah, Nuseirat refugee camp, and Rafah, killing hundreds, including at least 90 in 1 airstrike on Jabalia refugee camp, 5 at a UN shelter in Khan Yunis, and 1 in the maternity ward of the Nasser Hospital in Khan Yunis. Israeli forces also shot and killed 31 people inside al-Shifa Hospital in Gaza City. An Israeli soldier was killed in combat. In Lebanon, Israeli forces attacked a site Israel said belonged to Hezbollah and Hezbollah attacked military sites in Israel. In Syria, Israeli airstrikes killed 2 people near Damascus. More than 19,453 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 had been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 290 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 72 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 129 Israeli soldiers have been killed and 704 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. Israel said 79 trucks carrying aid entered Gaza through the Karem Abu Salem (Kerem Shalom) crossing. 102 trucks entered via the Rafah crossing. Israeli military chief of staff Herzl Halevi said Israel had abducted more than 1,000 Palestinians in Gaza, bringing them to Israel. (REU 12/17)

Axios reported that the U.S. has proposed to the PA that it re-activate members of its security forces in Gaza to prepare to take over local security and policing. There were 18,000 PA security force members in Gaza before Hamas took control in 2007 and they have been continued to be paid by the PA since then. (AX 12/17)

France said Israel had killed a Palestinian man employed at the French Institute in an airstrike on Rafah on 12/13 and called for an “immediate truce.” French foreign minister Catherine Colonna condemned Israeli settler attacks and said “actions will be taken” while visiting al-Mazra’a al-Gharbiya near Ramallah. PA prime Minister Mohammed Shtayyeh met with Colonna in Ramallah. The UK and Germany called for a “sustainable” ceasefire, saying too many civilians have been killed in Gaza. In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. Rockets were fired at Israel; no new fatalities were reported. In Lebanon, anti-tank missiles fired at Israel wounded an Israeli soldier and Israel attacked Hezbollah-linked sites. Hezbollah said 19 of its members have been killed by Israel since 10/7, including 6 today. In Cyprus, a small homemade bomb exploded near the Israeli embassy in Nicosia with no damage or injuries reported; 4 Syrians were arrested. The Gaza Ministry of Health said as of 5 p.m. at least 4,385 Palestinians had been killed, including at least 1,524 children, and 13,561 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 84 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 26 children. More than 1,653 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. UNRWA said 17 of its staff members have been killed and 35 of its buildings damaged in Israeli airstrikes since 10/7. A PA official told Haaretz that Israel only allowed the aid that arrived in Gaza today to enter because of the release of 2 captives on 10/20 and that future aid will depend on the release of more captives. The official said that the U.S. and European countries have been trying to link aid to the release of civilian captives. (HA 10/21)

5 UN agencies released a joint statement calling the situation in Gaza “catastrophic.” (HA 10/21; WAFA 10/22)

Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. Abbas met with Spanish prime minister Pedro Sanchez, EU high representative for foreign affairs Josep Borell, European Council president Charles Michel, Italian prime minister Giorgia Meloni, Japanese foreign minister Yoko Kamikawa, and South African president Cyril Ramaphosa on the sidelines of the summit. U.S. forces shot down 2 drones flying near Ain al-Asad air base in Iraq. The U.S. introduced a draft UN Security Council resolution, saying Israel has a right to defend itself, Iran needs to stop exporting arms to “militias and terrorist groups,” and calling for unhindered aid and protection of civilians. (HA 10/21)

AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion. Investigations by UK Channel 4, Al Jazeera, and Forensic Architecture have concluded that it was likely an Israeli airstrike or artillery fire that caused the explosion. In the West Bank, Israeli forces shot and killed 1 Palestinian man at the Rantis checkpoint, claiming he had tried to take a weapon from an Israeli soldier after his car was stopped at the checkpoint. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, injuring 2 with baton rounds and others with tear gas. In South Lebanon, Israeli forces violently dispersed Lebanese protesters demonstrating against Israeli constructing of a barrier near the border between the Israeli-occupied Golan Heights and Lebanon south of Kfar Chouba. Israeli forces also violently dispersed Palestinian protesters in Hebron, causing tear-gas related injuries. 9 Palestinians were arrested during late-night raids in Jalazun refugee camp, Beitunia, Silwad, Rantis, Tulkarm, Jannatah, and Beit ‘Anan; Israeli forces violently dispersed Palestinians protesting the raid in Beit ‘Anan with live ammunition and tear gas and no injuries were reported. In Gaza, Israel said it had downed a drone belonging to Hamas, which crashed into the sea. Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. Israel never publicly released any evidence to back its claim that Hamas operated out of al-Jalaa building. (HA, MEMO 11/8)

The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders published an investigation showing that the Israeli NSO Group’s Pegasus spyware had been used to spy on 6 Palestinian human rights activists, including 1 field researcher working for Al-Haq, the executive director of Bisan Center for Research and Development—a U.S. citizen—1 Palestinian lawyer who works for Addameer and had his permanent residency in East Jerusalem revoked on 10/18, and 3 unidentified Palestinians. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. NSO Group was blacklisted by the U.S. on 11/3 for facilitating attacks on human rights activists and journalists. In the West Bank, Israeli forces shot and injured 2 Palestinians during a late-night raid in Qalandia refugee camp; both were taken to a hospital for treatment. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel. In the West Bank, Israeli forces violently dispersed Palestinian protesters near Beita, injuring 12 with rubber-coated bullets and some 50 others with tear gas. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 1 Palestinian with a rubber-coated bullet to his head. 9 Palestinians were arrested during late-night raids in and around Rantis, Beit Fajjar, Husan, and Aqabah. In Gaza, 3 Palestinians were found dead in tunnels near Rafah. Hamas said it would investigate the incident and there were reports that the deaths were caused by toxic gas pumped into the tunnel from Egypt. PA prime minister Mohammed Shtayyeh met with a delegation of U.S. senators, including Chris Murphy (D-CT), Richard Blumenthal (D-CT), Chris Van Hollen (D-MD), and Jon Ossoff (D-GA) in Ramallah. During the meeting, Prime Minister Shtayyeh called on the U.S. to reopen its consulate to Palestinians and remove the PLO from the U.S. terror list. The Knesset voted to confirm the new Israeli government headed by Naftali Bennet of Yamina (Rightwards). Yair Lapid of Yesh Atid (There Is a Future) will serve as alternate prime minister and foreign minister. After 2 years, the coalition agreement will rotate the minister posts so Prime Minister Bennett will become alternate prime minister and interior minister, while Yair Lapid will become prime minister. Ra’am (United Arab List), headed by Mansour Abbas, received roles as deputy ministers, deputy Knesset speaker, chairman of the Arab affairs committee, and will chair Knesset’s interior committee, in return for the party’s support of the government. Abbas also pushed through demands, such as a freeze of the Kaminitz law and large budgets for ending gun violence and infrastructure in Palestinian Israeli communities. During his address to Knesset, Prime Minister Bennett said that he, like his predecessor, opposes the Iran nuclear deal and that he would address the housing needs of Palestinian citizens of Israel. U.S. president Joe Biden spoke to Prime Minister Bennett 2 hours after the government was sworn in. In his last speech as prime minister, Benjamin Netanyahu said that he had ignored demands from the U.S. government to freeze settlement construction in East Jerusalem and that he rejected U.S. plans to reopen the U.S. consulate in East Jerusalem. Netanyahu also told Bennett that he would not partake in a formal inauguration ceremony on 6/14. Hamas-affiliated media report that the high-level delegation to Egypt led by Hamas’s new 2d-in-command Sinwar has returned to Gaza without reaching any major agreement on the Rafah border crossing or other issues. “All the shared issues have been studied in a serious and deep way with our Egyptian brothers,” a Hamas source says. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu.
