The IDF strikes another 80 targets, including Gaza’s football stadium and smuggling tunnels on the Rafah border. Gaza’s Ministry of Health says that the Palestinian death toll surpasses 100, including over 30 women and children. The IDF puts the death toll at 95, and says 1/3 were civilians. Rescue workers continue to search for 2 missing persons in the rubble of the destroyed al-Dalou family home (see 11/18). Palestinian armed groups fire 42 rockets into Israel, bringing the total to 1,128 rockets since Israel’s operation began on 11/14; over 300 rockets have been intercepted by Iron Dome, and fewer than 40 have landed in populated areas. Israeli PM Benjamin Netanyahu rebuffs a French-Qatari cease-fire initiative on the grounds that it could interfere with Egyptian mediation efforts (see 11/18). UN secy.-gen. Ban Ki-moon arrives in Cairo to discuss the cease-fire talks. Hamas chief Mishal meets with Egyptian intelligence officials in Cairo, with the Egyptian side indicating that a cease-fire is close. Turkish PM Erdogan denounces Israel for conducting ‘‘terrorist attacks’’ in Gaza. A coalition of almost 40 international aid agencies issue an urgent call for a cease-fire; Amnesty International calls additionally for an arms embargo on Israel and Hamas. (Guardian, HA, WSJ 11/19)

In the West Bank, the IDF kills 2 Palestinians in separate incidents, as Palestinians continue to protest the attack on Gaza: 1 Palestinian from alNabi Salih dies of wounds he sustained on 11/17 when the IDF opened live fire on demonstrators, and the 2d Palestinian is shot dead by IDF troops in Hebron, who claimed they felt that their lives were in danger. At night, the IDF also conducts house searches and arrest raids in 1 village nr. Qalqilya, Bethlehem, Tubas and 1 nearby village, 1 village nr. Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Hebron. A Jewish settler injures a Palestinian man in a deliberate hit-and-run nr. Ofra settlement, after a Palestinian demonstration against Israel’s Operation Pillar of Defense. Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, causing no reported damage or injuries. IDF snipers fire into Gaza near the beach w. of Bayt Lahiya, causing some residents of the al-Sudaniyya neighborhood to evacuate for safety. Unidentified Palestinians fire at least 1 rocket fr. Gaza into Israel, causing damage but no injuries. A Jewish settler kills a Palestinian teenager in a deliberate hit-and-run nr. Ramallah. In the 1st such incident since 6/13/08 (before the cease-fire began), IDF troops on the s. Gaza border fire across the border on residential areas of al-Shuka, seriously wounding 1 Palestinian. The IDF also makes an afternoon raid into Hebron, surrounding a PA security force unit on patrol, arresting 2 PA security officers; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in, wounding 2 Palestinians and an Israeli journalist; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (10s suffer tear gas inhalation); conducts late-night arrest raids, house searches nr. On the 1st day of the cease-fire in Gaza, no Israeli-Palestinian violence is reported inside the Strip. Israeli naval vessels, however, fire on Palestinian fishing boats off the coast of Rafah, forcing them to return to shore. Hamas removes armed mbrs. fr. posts along the border with Israel. In the West Bank, the IDF demolishes a Palestinian home in Qalqilya; raids several Palestinian homes in Hebron, detains and photographs 30 residents for no apparent reason; conducts latenight arrest raids, house searches nr. Nablus and in Jenin town and r.c., Qabatya. Jewish settlers fr. Yitzhar nr. Nablus block a road, stone Palestinian cars driving in the area, burn 800 d. of Palestinian olive groves, stone local Palestinians who attempt to reach the area to put out the fires; the IDF observes but only intervenes to detain Palestinians who arrive to extinguish the fire. Jewish settlers fr. Tapuach settlement nr. Salfit burn 48 d. of nearby Palestinian crops. A Jewish settler seriously injures a 70-yr.-old Palestinian man in a deliberate hit-and-run along the Qalqilya-Nablus road outside Qalqilya; the IDF evacuates him to an Israeli hospital. In Gaza City, unidentified gunmen fire on the offices of a Hamas-affiliated newspaper, causing damage but no injuries. In al-Bureij r.c., Hamas-affiliated police raid, fire in the air to disperse a wedding party, claiming attendees were playing pro-Fatah songs; no injuries are reported. Israel says it has completed removal of 50 West Bank roadblocks, as pledged to Secy. Rice on 3/30 during her visit; the PA says it has seen no changes and asks the State Dept. to verify (see Quarterly Update). Meanwhile, in Gaza, the IDF sends troops into al-Qarara, where they clash with Islamic Jihad gunmen, wounding 4 Islamic Jihad mbrs., 2 civilians, reportedly using several Palestinians as human shields, bulldozing 58 d. of crop land and olive trees. In the West Bank, the IDF fires on residential areas, demolishes a monument to Yasir Arafat in Kafr Qaddum nr. Qalqilya; patrols in Hebron (shooting, wounding 1 Palestinian who allegedly tries to seize a gun fr. a solider); conducts late-night arrest raids, house searches nr. Jenin. A Jewish settler driving nr. Nablus injures a Palestinian in a deliberate hit and run. Jewish settlers nr. Nablus break into a Palestinian nursery, steal irrigation pipes, vandalize a car. Egyptian border and riot police in armored vehicles make a brief attempt to herd Palestinians back across the Rafah border into Gaza, firing into the air and using batons, water cannon, tear gas, dogs. They are overwhelmed by the estimated 120,000 Palestinians (many of whom throw stones, injuring 38 policemen), eventually retreating, allowing the crossings to continue. Hamas mbrs. use bulldozers to make at least 1 new opening in the Rafah border fence. Meanwhile, the IDF makes an air strike on a car in Rafah, assassinating Hamas’s local cmdr. Muhammad Harb (reportedly in charge of breaching the Rafah border) and Hamas mbr. Sami al-Hamada, seriously wounding a 3d Hamas mbr. In the West Bank, the IDF conducts arrest raids, house searches in Bayt Umar, clashing with armed Palestinians, killing 1 Palestinian gunman; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 7; arresting 4, including an American). Murshud, dies. In the West Bank, the IDF conducts arrest raids, house searches in Nablus, nr. Bethlehem. A Jewish settler kills a Palestinian in a deliberate hit-and-run nr. Bil‘in. Jewish settlers fr. Kiryat Arba vandalize a Palestinian car. Some 500 Islamic Jihad, PRC mbrs. rally at the Rafah crossing to protest its continued closure; PRC mbrs. detonate 2 bombs nr. the border wall, causing no damage or injuries. Hamas-affiliated police fire warning shots at a busload of Islamic Jihad mbrs. who fail to stop at a checkpoint outside al-Bureij r.c., wounding 2 Islamic Jihad mbrs. Hamas-affiliated police raid an area of Rafah to arrest wanted Fatah mbrs., sparking clashes that leave 3 Fatah mbrs., 1 policeman injured. IDF troops on the n. Gaza border nr. Bayt Hanun fire a surface-to-surface missile at 4 Hamas mbrs. nearly 1.5 mi. inside the border, wounding 1. Gaza hospitals announce that they have suspended surgeries because Israel is blocking the import of anesthesia drugs. In the West Bank, the IDF deliberately fires on, disables an electricity network in Sa‘ir nr. Hebron; conducts arrest raids, house searches in and around Nablus. A Jewish settler fr. Ariel kills a 40-yr.-old Palestinian man in a deliberate hit-and-run nr. Kafr Qasim. Jewish settlers fr. Beitar nr. Bethlehem attack a Palestinian passing nr. the settlement. In Rafah, an Islamic Jihad mbr.shoots, wounds a Hamas mbr. outside his home. Later in Rafah, Hamas, Islamic Jihad mbrs. exchange heavy fire (including RPGs), leaving 1 Islamic Jihad mbr. dead and 12 Palestinians injured; the leaderships of Hamas, Islamic Jihad, and the PRCs intervene to end the fighting. Overnight in Gaza, the IDF sends troops into Dayr al-Balah and al-Maghazi r.c., conducting arrest raids and house searches, bulldozing at least 55 d. of olive and citrus groves, firing on residential areas, killing 1 Palestinian, wounding 3, withdrawing by evening. During the day, the IDF bulldozes 150 d. of citrus and olive groves, 2 greenhouses, 270 beehives e. of Bayt Hanun. In Bureij r.c., 2 Hamas mbrs. are injured when explosives they are handling detonate prematurely. In the West Bank, the IDF sends undercover units into Jenin in a vehicle with Palestinian license plates to ambush and assassinate AMB mbr. Muhammad Abu Sorour, also shooting, wounding, and arresting AMB mbr. Hilal al-Sa‘di, who is traveling with him; conducts arrest raids, house searches in al-Bireh, nr. Bethlehem and Nablus; demolishes the single shantylike structure comprising the Netzer unauthorized settlement outpost nr. Bethlehem (which has been removed by the IDF and rebuilt by settlers several times since its 1st incarnation in 2005). In ‘Azun nr. Qalqilya, the IDF deliberately fires on the main electricity transformer, cutting power to the village; bulldozes 7 d. of Palestinian crops; issues military orders confiscating 390 d. of Palestinian land for construction of the separation wall. A Jewish settler fr. Kiryat Arba injures a 2-yr.-old Palestinian girl in a deliberate hit-and-run. In the wake of the 9/19 Beirut bombing, Lebanese PM Siniora postpones until 10/23 the start of the Lebanese presidential elections process, previously set for 9/25. By law, Lebanese pres. Emile Lahoud must step down on 11/24. (NYT 9/23; WP 9/24)

Gaza nr. the Nahal Oz crossing triggers a roadside bomb, causing damage but no injuries. Palestinians fire 2 RPGs at an IDF patrol inside Israel e. of al-Qarara; the IDF then sends undercover units, a tank into al-Qarara to search for the assailants, exchanging fire with Hamas mbrs.; no injuries are reported. IDF soldiers, Palestinian gunmen exchange fire across the border nr. the Erez crossing, causing no damage or injuries. In Gaza, the IDF makes an air strike on a suspected rocket-launching site nr. Bayt Hanun, causing no injuries. The UNRWA appeals to Israel to allow 5 truckloads of paper into Gaza so that textbooks may be printed for students, who resume classes on 9/1, arguing that the paper constitutes humanitarian aid; Israel refuses, saying the paper might be used to print books “with Hamas ideology . . . or for other propagandist endeavors.” UNRWA also argues that Israel should resume imports of construction materials to Gaza for homes, schools, other infrastructure projects, the deterioration of which constitutes a public health concern. In the West Bank, the IDF conducts house searches in Nablus and neighboring Askar r.c. A Jewish settler in Hebron injures a Palestinian woman in a deliberate hit-and-run incident. The Palestinian Union of Medical Professions in Gaza announces a work slowdown, with mbrs. working only btwn. 8:00 A.M. and 11:00 A.M., to protest the Hamas acting government’s replacement of senior health officials at several clinics and hospitals (see Quarterly Update in JPS 145). In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Abu Dis nr. Jerusalem, ‘Ayn Bayt al-Ma’a (moving from house to house by breaking through walls, as it did during Operation Defensive Shield in 2002; firing on stone-throwing Palestinians who confront them, wounding 1), Jalazun r.c. nr. Ramallah. Expecting the IDF to forcibly evict 2 Jewish settler families squatting in vacant Palestinian stores in Hebron’s wholesale market (in 4/07, the Israeli High Court ordered them to vacate the site by 7/27), 100s of Jewish settlers begin arriving at the site to block the eviction, harassing local Palestinians; among the incidents: a Jewish settler fr. Beit Hadasah injures a Palestinian man in a deliberate hit and run; Jewish settlers fr. Kiryat Arba attack, vandalize Palestinian homes, cars; Jewish settlers set fire to the Hebron Rehabilitation Comm. offices (previously declared a closed military zone by the IDF). The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. As daily clashes continue at Nahr al-Barid r.c., FI kills 3 Lebanese soldiers—2 by a mortar, 1 by a booby-trapped device. The estimated death toll to date is 120 soldiers, 81 FI members, 41 civilians. (WT 7/25)

Overnight, the Israeli navy rounds up 14 Palestinian fishing boats, detains 56 fishermen, releases 50 later in the day. A Hamas sniper fires across the Gaza border into Israel, wounding an Israeli electrical worker in the 1st armed attack by Hamas since the Gaza cease-fire went into effect 11/26/06. Hamas mbrs. also fire 2 mortars at the IDF post at Qarni crossing, causing no damage or injuries. Hamas spokesman Ghazi Hamad reiterates Hamas’s call for mutual calm; Israel says that it will continue to abide by the truce but that its patience is wearing thin. In Shati’ r.c., an Islamic Jihad mbr. is killed, 9 Palestinians are injured when explosives he is handling detonate prematurely. Egyptian security forces announce that they have captured a Hamas mbr. in the n. Sinai, who allegedly intended to sneak into Israel to stage a suicide bombing. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, firing on stone-throwing Palestinians, wounding 4. Jewish settlers fr. Kiryat Arba bar Palestinian worshipers fr. entering al-Ras Mosque in Hebron; the IDF observes but does not intervene. Separately, 50 Jewish settlers fr. Kiryat Arba, under IDF protection, occupy a 4-story Palestinian residential building in Hebron, claiming to have legally purchased it; the owner denies this; officers fr. the Temporary International Presence in Hebron (TIPH) ask the settlers to see the purchase documents, but they refuse. A Jewish settler fr. Hebron seriously injures a Palestinian man in a deliberate hit and run. In Gaza City, 200 family mbrs. of Palestinians detained by Israel hold a sit-in to demand greater PA and international efforts to secure a prisoner release. The IDF injures a 13-yr.-old Palestinian boy in a hit-and-run incident nr. Tubas; conducts arrest raids, house searches in Abu Dis, nr. Hebron. Jewish settlers fr. several settlements nr. Bethlehem close off a main road southeast of Bethlehem to Palestinian traffic to protest the IDF’s ban on their using the road. In Jabaliya r.c, Hamas gunmen surround the home of local Fatah leader Mansur Shalail, attempting to detain him in connection with the killing of 2 Hamas supporters; after several hrs.10s of Hamas mbrs. storm the house exchange fire with Shalail and a supporter, leaving 2 Hamas mbrs. dead and withdrawing without detaining or harming Shalail. Meanwhile, Fatah mbrs. storm the al-Hidaya mosque in Gaza City, open fire on worshipers, killing 5 Palestinians, and taking 10 Hamas mbrs. hostage, threaten to kill them if Shalail is harmed; the 10 are not released after Shalail is left unharmed. The incident sparks heavily clashes (including mortar and RPG fire) btwn. Hamas, Fatah mbrs. in Gaza City, including a Hamas attacks on the PSF headquarters, gun battles outside the residences of Abbas, Zahhar, PA internal security head Rashid Abu Shibak of Fatah. Clashes are also reported in and around Jabaliya, in Khan Yunis. In total, 14 Palestinians are killed (including a 2-yr.-old boy killed during an exchange of gunfire btwn. Hamas, Fatah mbrs. in Khan Yunis), 45 wounded in intra-Palestinian fighting during the day. Fatah, Hamas say that national unity talks will be suspended until fighting ceases, each blaming the other for staring the violence. Israel says it will not expand the Gaza cease-fire to the West Bank, noting that Palestinians have fired 15 rockets fr. Gaza into Israel since the unilateral truce went into effect on 11/26. IDF troops on the Gaza border e. of Gaza City fire on Palestinian farmers who stray too close to the border fence, causing no injuries. In the West Bank, the IDF fires on stone-throwing youths in ‘Askar r.c. nr. Nablus, killing a 15-yr.-old Palestinian; patrols in Hebron’s al-Rajabi neighborhood, firing percussion grenades, severely beating a 16-yr.-old Palestinian boy who throws stones at troops; conducts arrest raids, house searches nr.
