Israeli forces also shoot and injure a Palestinian child at the Qalandia checkpoint. Elsewhere, Israeli forces arrest 3 Palestinians during late-night raids in Beita and Awarta. 7 Israeli soldiers are injured in an attack outside of the Homesh settlement outpost. In East Jerusalem, Israeli forces assault Palestinians at the Haram al-Sharif compound. Israeli forces also close much of the Old City to restrict movement during the annual settler marathon. More than 30,878 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,402 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 417 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. UN high commissioner for human rights Volker Turk says 2023 set a record for the most new Israeli settlement units since the UN began monitoring them in 2017. 24,300 new housing units were advanced between 11/1/2022 and 10/31/2023. Among the reported torture methods employed against the Palestinians are beatings, use of nail guns on knees, sexual abuse of men and women, use of electrified metal sticks in prisoners’ rectums, waterboarding, and threats to harm family members. U.S. secretary of state Antony Blinken discusses ceasefire negotiations with Egyptian foreign minister Sameh Shoukry and Saudi foreign minister Faisal bin Farhan Al Saud in separate calls. In the West Bank, Israeli settlers attacked and injured 2 Palestinians in Deir Istiya. Israeli settlers also stole several cows after Israeli forces arrested the owners of the cows in ‘Ain al-Hilweh. Elsewhere, Israeli settlers vandalized 60 olive trees and water pipes in Jalud. Israeli settlers also opened fire at Palestinian farmers near Qaryut. Israeli forces shot and injured 2 Palestinians, including a child, during raids in Aqabah and Silat al-Harithiya. Israeli forces also raided around 200 homes in Burqa, physically assaulting a woman and causing damage at several houses. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Jabalia refugee camp, killing dozens of people. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Israeli interior minister Moshe Arbel said he will revoke the East Jerusalem residency permit of Majed Juaba, claiming he is a known Hamas operative. (HA, HA 12/25)

Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israeli prime minister Benjamin Netanyahu wrote an op-ed in the Wall Street Journal, saying there are 3 “prerequisites for peace between Israel and its Palestinian neighbors in Gaza,” the destruction of Hamas, demilitarization of Gaza, including a “temporary security perimeter” around Gaza, and “deradicalization” of Gaza. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Israel’s Channel 12 reported that Prime Minister Netanyahu had ordered Defense Minister Yoav Gallant and Mossad Director David Barnea not to meet each other unless Netanyahu is present, saying the ban was related to talks on the release of captives. (AJ, HA 12/25)

U.S. national security advisor Jake Sullivan met with Israeli prime minister Benjamin Netanyahu and members of the Israeli war cabinet. U.S. and Israeli officials told Axios that Sullivan said to Netanyahu that the current intensity of Israel’s attacks on Gaza needs to dissipate within weeks. Netanyahu told Sullivan that Israel will continue its war “until absolute victory.” Sullivan also reiterated that a “revamped and revitalized” PA should govern both the West Bank and Gaza. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites. Israeli police informed Palestinian residents of a Wadi Qaddum apartment building in East Jerusalem that Israeli authorities will not demolish the building this week. 2 earthquakes with magnitudes of more than 7.5 and epicenters in southern Turkey killed more than 50,000 people in Turkey and Syria. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

Speaking alongside U.S. secretary of state Antony Blinken in Washington D.C., Jordanian foreign minister Ayman Safadi called on Israel to end “unilateral measures that are undermining the viability of the 2-state solution,” citing settlements, confiscation of land, and encroachment on the Haram al-Sharif compound. In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. The Wall Street Journal reported that former senior White House advisor Jared Kushner’s private equity fund Affinity Partners will reinvest some of the $2 billion raised from Saudi Arabia’s sovereign wealth fund in Israeli tech companies. The New York Times had earlier reported that senior members of the Saudi wealth fund had advised against investing in Kushner’s equity fund over concerns that the manager of the fund was found to be inexperienced, but that these concerns were dismissed by Saudi crown prince Mohammad bin Salman. Israeli settlers also attacked Palestinian farmers near Kisan, threatening Palestinians picking gundelia plants in Khirbat Makhul and forcing them to leave. Israeli forces violently dispersed the funeral procession for 1 Palestinian killed by Israeli forces on 3/1 in al-Arroub refugee camp, causing tear-gas related injuries. The PA closed the Christian organization Beit Al Liqa in Bethlehem for a week while it probed an event at the organization where prominent Israeli settler and former MK Yehuda Glick was present. Beit Al Liqa claimed that it was not aware of who Yehuda Glick was when he participated in the event and that he did not introduce himself to the organizers. (MEMO 3/3)

German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. Chancellor Scholz was also scheduled to meet with PA and Jordanian representatives in the West Bank and Jordan, but cut his visit to the region short. (AP, HA, HA, REU 3/2)

The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The World Zionist Organization said on 2/27 that it wants to erect 1,000 portable structures for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. In the West Bank, Israeli settlers vandalized 5 agricultural structures in Kafr ad-Dik. Israeli forces punitively demolished the family home in Silat al-Harithiya of 1 Palestinian accused of killing an Israeli settler on 12/16/2021 near the Homesh settlement outpost by detonating explosives placed in the house; Israeli forces violently dispersed Palestinians protesting the demolition, killing 1 minor with live ammunition and injuring 17. Israeli forces also demolished 1 agricultural structure and uprooted olive trees in Beit Umar and demolished 1 agricultural structure in Halhul. In East Jerusalem, Israeli police violently dispersed Palestinians with stun grenades, skunk water and rubber-coated bullets who were protesting the reopening of a makeshift outdoor office in Sheikh Jarrah by Itamar Ben-Gvir of the Religious Zionism party; 31 Palestinians were injured, including 6 by rubber-coated bullets and 1 by a stun grenade, and 12 were arrested including Palestinians and settlers. Ben-Gvir and other Israeli settlers declared that they are the “landlords” of Sheikh Jarrah and danced in front of the home of the Salem family who are threatened by eviction in the neighborhood while throwing various objects at the family. Israeli forces also closed off Sheikh Jarrah to Palestinians and pro-Palestinian activists. Israeli forces also removed MK Ahmed Tibi from the home of the Salem family while he was visiting their home in solidarity. Hamas and the PA condemned Ben-Gvir for his provocative acts. The Ofer military court convicted the director of the Union of Palestinian Women’s Committees, Khitam Saafin, of being a member of the PFLP in a plea deal, but dropped all other charges, including the accusation that she had helped funnel donor money to the PFLP through the organization. The later charge was part of the “evidence” leveled by Israel against 6 Palestinian rights organization that were placed on Israel’s list of terror organizations in October 2021. On the 2d day of the 31st session of the PLO Central Council, Rawhi Fattouh was elected speaker of the National Council, replacing Salim Zanoun, who retired. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel. In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The police officers allegedly further threatened him with rape. The minor was never charged with any crime or given a reason for his arrest or abuse by the Israeli forces. Another complaint was filed by the prominent activist Abu Hummus family in Isawiya that has been harassed by Israeli police because of their activism, including arbitrary arrests and late-night raids. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

Israeli forces shot and injured 1 Palestinian man near the separation barrier west of Jenin; the man was treated at a hospital in Israel for his injuries. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
