In East Jerusalem, Israeli forces shoot and kill a 12-year-old boy in Shu’fat refugee camp, seizing his body to withhold it from his family in order to dictate the size and location of the funeral as conditions for the return of the body. A video of the incident shows that the boy and his friends are playing with fireworks when he is killed by a sniper. Israeli national security minister Itamar Ben-Gvir praises the soldier who shot the child, saying he deserves an award. In Gaza, Israeli forces bomb Jabalia refugee camp, Dayr al-Balah, Gaza City, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, Rafah, and Khan Yunis, killing at least 72 people. Israeli forces also shoot and kill at least 9 people and injure 20 others waiting for aid at the Kuwait Roundabout in Gaza City. Haaretz reports that, based on testimonies from Israeli officials who have visited a medical facility for Palestinian captives from Gaza held at the Sde Teiman military base, the wounded Palestinians are shackled to their hospital beds and blindfolded 24 hours a day. There are no nurses at the facility and the Israeli soldiers refuse to feed the prisoners, so they are forced to drink liquid formula. (HA 3/12)

The body of 6-year-old Palestinian Hind Rajab is found dead in Gaza City after she is killed by Israeli forces along with several members of her family on 1/30. Rajab’s call for help was widely circulated on social media. 2 medics trying to rescue Rajab were also killed after Israeli forces blew up their ambulance. Israel’s military claims that Hamas had a tunnel network and a communications center underneath the UNRWA headquarters in Gaza City. UNRWA commissioner-general Philippe Lazzarini says UNRWA staff fled the headquarters on 10/12/2023 and have not been back since but says the agency conducted an inspection of the premises in September 2023 and did not find anything suspicious. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. In a video, Katz says the “withdrawal [of the Israeli settlements in Gaza in 2005] created the Nazi monster.” In response to the killing of 21 Israeli soldiers on 1/22, National Security Minister Itamar Ben-Gvir says Israel “must continue to subdue, crush, and mow down the Nazi enemy in Gaza with all our might.” (AJ 1/23; AJ, HA, HA 1/24)

At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. In Gaza, Paltel reported a complete communications blackout in all of Gaza. The UN Office of the High Commissioner for Human Rights released a statement saying it had received reports that Israeli forces had executed 11 unarmed Palestinians in front of their families in the Rimal neighborhood of Gaza City between 8 p.m. and 11 p.m. on 12/19. The Israeli forces also reportedly forced women and children into a room and threw a grenade at them, causing injuries. The Human Rights Office called for an immediate and independent investigation. Malaysian prime minister Anwar Ibrahim said Malaysia has banned all Israeli-flagged cargo ships from docking in its ports, citing the “Israeli massacre and brutality against Palestinians.” (AJ 12/20)

Hamas political leader Ismail Haniyeh arrived in Cairo for talks with Egyptian officials. Hamas official Ghazi Hamad told Al Jazeera that the party had tried to contact Fatah to begin talks about the situation in Gaza now and the future of a unified Palestinian political system, but that PA president Mahmoud Abbas had rejected talks. The Wall Street Journal reported that Hamas’ political bureau was in talks with other Palestinian factions about the situation in Gaza after the Israeli attack. Political bureau member Husam Badran told the Journal that the talks also included former Palestinian prime minister Salam Fayyad and former Fatah member Mohammed Dahlan. The Journal also reported that Hamas turned down a proposal to exchange a weeklong ceasefire for 40 captives held in Gaza. In the West Bank, Israeli forces shot and killed 2 Palestinians during a late-night raid in Jenin refugee camp. 1 of the Palestinians was killed by an Israeli sniper while providing first aid to the other person who was shot. 3 Palestinians were injured by live ammunition and 1 Israeli soldier was reportedly injured by an explosive device. 15 Palestinians were arrested during late-night raids in Yatta, Beit Umar, Tuqu’, Jenin refugee camp, and Tubas. In East Jerusalem, 1 Palestinian family demolished their own home in the Old City. 7 Palestinians were arrested during raids in Ras al-Amud and Shu‘fat refugee camp. Israel released Maher Younis, the second-longest serving Palestinian prisoner, from the Eshel prison. Younis was convicted in 1983 for killing an Israeli soldier in the Golan Heights in 1980 and is a cousin of Karim Younis who was released two weeks ago. Israel’s national security minister Itamar Ben-Gvir had ordered Israeli police to disperse the celebration of his release if Palestinian flags were waived. U.S. national security advisor Jake Sullivan met PA president Mahmoud Abbas in Ramallah. President Abbas urged National Security Advisor Sullivan to intervene against Israeli unilateral actions that hinder the prospects for peace and stability. Earlier in the day, Sullivan met with Israeli prime minister Benjamin Netanyahu, Foreign Minister Eli Cohen, and Defense Minister Yoav Gallant during the second day of his 2-day trip to Israel. Prime Minister Netanyahu said he and Sullivan discussed efforts to make a normalization deal with Saudi Arabia. In an interview with Bloomberg TV, Saudi foreign minister Prince Faisal bin Farhan Al Saud said that Saudi Arabia will not normalize relations with Israel without an agreement to create a Palestinian state. In the West Bank, Israeli settlers set fire to Palestinian olive trees and threw stones at Palestinian property near Burin. Israeli settlers with military escort also prevented Palestinians from reaching their olive trees to harvest near Yatta. Israeli forces fired tear gas at Palestinians harvesting olives near Zabbuba. Israeli forces also delivered demolition orders for 3 structures under construction in al-Meniya. In East Jerusalem, 1 Palestinian family demolished parts of their own home in Silwan. In Syria, Syrian state media said an Israeli sniper, shooting from the Israeli-occupied Golan Heights, had assassinated a former Syrian lawmaker, Madhat Saleh, in Ein el-Tinneh. Israeli media had reported that Saleh was an agent operating for Iran. Saleh, who was from the Israeli-occupied Golan Heights, was imprisoned by Israel for 12 years until he was released in 1997. The New York Times reported that Israel used a 1-ton “killer robot” placed in the bed of a Zamyad pickup truck to assassinate Iranian scientist Mohsen Fakhrizadeh on 11/27/2020 in Absard, Iran. According to the reporting, the “killer robot” had been smuggled into Iran over in several stages and was controlled by an Israeli sniper using a computer program to control a modified FN MAG machine gun. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). Israel’s Knesset passes into law a new bill deducting from the tax revenues Israel collects on behalf of the PA an amount equal to that which the PA pays in stipends to Palestinians imprisoned or injured in connection with serious crimes committed against Israelis and the families of Palestinians killed while committing such crimes. Specifically, the Israeli DM will submit an annual report documenting the PA’s stipends over the previous calendar year. The sum total will be divided by 12 and deducted from the monthly transfers over the subsequent year. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. In an attack on a police headquarters in Egypt’s Nile Delta, a bomb kills 15 people and wounds more than 100. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. In the West Bank, the IDF raids and searches Palestinian villages around Itamar settlement, particularly in Awarta village, in search for the killers of 5 settlers found murdered on 3/11, detaining at least 20 young men for questioning. At least 27 attacks on Palestinians and their property by armed Jewish settlers retaliating for the Itamar murders are reported in Nablus (10), Hebron (9), Qalqilya (6), and Ramallah (2). Incidents involved: rampaging through Palestinian areas (6 cases, including an attempt to kidnap 2 children); vandalizing homes, businesses, and community buildings (11, including an attempt to set fire to a mosque); stoning and vandalizing cars (10); and cutting down olive trees (1). Meanwhile, a statement released to the press claims responsibility in the name of the al-Aqsa Martyrs Brigade of Imad Mughniyah; AMB officials deny any connection to the purported offshoot group. Netanyahu makes a televised address calling on settlers not to take matters into their own hands and to allow the IDF to search for the assailants, also calling on the PA to halt the incitement that encourages such attacks. After Yemen’s opposition rejected (3/10) as insufficient a proposal by Pres. Saleh to discuss constitutional reform and again demanded he immediately step down, Saleh deploys troops to crush growing antigovernment protests, authorizing them to use water cannons, tear gas, live ammunition, and sniper fire. Over the next few days, injuries quickly rise into the 100s but demonstrations only grow, now involving 10,000s of protesters. Netanyahu and his security cabinet approve construction of a new “student town” within the construction boundaries of Migdalim settlement e. of Nablus that will house 30 Jewish settlers affiliated with Ariel College in Ariel settlement; they also approve construction of 23 school buildings in 8 West Bank settlements to accommodate 600 Jewish settler children; public-use structures such as schools were excluded fr. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family.
