Israeli defense minister Yoav Gallant signed an order to release a settler from administrative detention, saying he had confessed to his crimes. The settler was part of the settler attacks on Palestinians in the last week of June. (HA 8/25)

The UN Office for the Coordination of Humanitarian Affairs released a survey of the West Bank, finding Israel placed 645 obstacles to the movement of Palestinians. The UN counted 49 permanently staffed checkpoints, 139 intermittently staffed checkpoints, 304 roadblocks, 73 earth walls, road barriers, and trenches, and 80 obstacles of various types in H2 in Hebron, in addition to the restrictions posed by the separation wall. The Wall Street Journal reported that the Chinese state-owned company China National Nuclear Corp had offered to build a nuclear plant in Saudi Arabia. It has been widely reported that a condition for Saudi normalization with Israel depends on U.S. help with establishing a nuclear program in Saudi Arabia. 4 U.S. officials also told Axios that the U.S. has informed Israel that it would have to make significant concessions to Palestine if they are to strike a normalization deal with Saudi Arabia. The Dutch Supreme Court found that a Palestinian man, Ismail Ziada, cannot sue former Israeli military officials Benny Gantz and Amir Eshel over their involvement in the 2014 airstrike that killed 6 members of his family. In the West Bank, Israeli forces raided Balata refugee camp, injuring 7 with live ammunition and 85 with tear gas and demolished 1 home and the local headquarters of Fatah using explosives. Israeli forces demolished part of a Palestinian-owned home in Maon in the Masafer Yatta area. Elsewhere, Israeli forces issued stop-work orders for 3 houses and a water well near Yatta and a road in Khallet al-Mayah. 10 Palestinians were arrested during late-night raids in Jenin, Nur Shams refugee camp, Balaa, Beit Fajjar, and Surda. Palestinians in Burqa petitioned the Israeli High Court of Justice through the human rights group Yesh Din to have the court cancel the transfer of the land the Homesh outpost sits on to the Samaria Regional Council, saying the legalization of the outpost will prevent Palestinian landowners from accessing their land. In the West Bank, 1 Israeli settler stabbed and killed 1 Palestinian man in Iskaka after the Palestinian man, along with others, confronted Israeli settlers erecting a settlement outpost near the Ariel settlement. According to eyewitnesses, there were Israeli soldiers at the scene when the man was stabbed, and they were said to have prevented Palestinians from providing the victim aid. Israeli forces arrested 1 Israeli settler on 6/22, suspected of having carried out the stabbing. Israeli settlers also threw stones at Palestinian herders in Kisan. Israeli forces shot and injured 2 Palestinians during a raid in Qabatiya. During Interior Minister Shaked’s trip, she expressed support for Morocco’s sovereignty claims to Western Sahara and worked on negotiations to allow Moroccan construction workers and nurses to work in Israel to bolster the 2 countries’ normalization deal. In the West Bank, Israeli forces raided Zeita, leading to the evacuation of students from an elementary school. 6 Palestinian prisoners, including the former al-Aqsa Martyr Brigade leader Zakaria Zubeidi, escaped Gilboa prison in Northern Israel near the West Bank, using a tunnel dug over a period of at least 10 months. All other prisoners in the Gilboa Prison were relocated to other prisons as Israeli authorities investigated the flaws in the prison structure that facilitated the escape. The Israeli prison service also restricted yard exercise time from 4 hours to 1 hour a day as a collective punishment. In the West Bank, Israeli settlers attacked a Palestinian family in Iraq Burin, firing rubber-coated bullets and stones at the family and injuring the mother and 2 children; the settlers also stole olive saplings. Israeli settlers also assaulted 1 Palestinian in Luban al-Sharqiyya, causing their hospitalization. 1 Palestinian child was injured after a stun grenade left behind by Israeli forces exploded in his hands in ‘Aqabat Jabir refugee camp. Israeli forces delivered stop-work notices for 3 houses in al-Khadir. 20 Palestinians were arrested, including 19 during late-night raids in and around Balata, al-Ram, Hebron, al-Fawar refugee camp, Qabatiya, Surda, Jenin, ‘Azun, Aida refugee camp, and Dayr Nidham; 1 was arrested at a military checkpoint near al-Fawar refugee camp. In East Jerusalem, 2 Palestinian families demolished their own homes in Shu‘fat and Sur Bahir and 1 other family demolished their own animal shed in Silwan, all in order to avoid exorbitant Israeli demolition fees. In Gaza, Israeli forces made incursions and leveled farmland east of Jabaliya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Jabaliya; no injuries were reported. An Israeli court in West Jerusalem upheld the eviction of 4 Palestinian families from their homes in Shaykh Jarrar. The court said the Palestinians had until 5/2 to leave their homes so Israeli settlers can move in. (WAFA 2/16)

Israel stopped a shipment of 2,000 vaccine doses sent from the PA in the West Bank to Gaza. The PA health minister Mai al-Kaila called the Israeli move arbitrary and contravening international law. Knesset foreign affairs and defense committee chairman Zvi Hauser said, “I don’t see Yahya Sinwar giving his vaccine to a merciful nurse. I assume they will go first to Hamas leaders, those who are responsible for the kidnapping of Israelis.” Another MK Avi Dichter argued that Israel should not be willing to help out Palestinians in Gaza because “Gaza has been detached and isolated from Israel . . . the considerations are totally different [than the West Bank].” PA prime minister Mohammed Shtayyeh said that the PA is awaiting more vaccine shipments before it starts vaccinating the general public. Undercover Israeli forces shoot and kill a Palestinian after apprehending him on a road outside Surda village near Ramallah late at night. The man was wanted in connection to the drive-by shooting attack that led to the injury of 7 Israeli settlers on 12/9. After the killing, IDF troops raid the alleged attacker’s home in nearby Kobar village, detaining his extended family, arresting his father and brother, sparking clashes with residents of the area; 3 Palestinians are injured. Separately, they arrest 4 other Palestinians accused of conspiring to perpetrate the 12/9 attack and confiscate the vehicle they allegedly used during raids in and around Ramallah. Elsewhere in the West Bank, IDF troops shoot and kill a Palestinian amid a firefight sparked by an arrest raid in ‘Askar refugee camp near Nablus. The Palestinian was reportedly wanted in connection with the killing of 2 Israeli settlers on 10/7. An Israeli newborn succumbs to complications stemming from the drive-by shooting attack outside the Ofra settlement on 12/9. Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. The driver, who is later identified as the owner of the demolished home, is lightly injured and his car is damaged. Israeli soldiers then assault and arrest him. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. The 4-day 34th World Zionist Congress opens in Jerusalem. The 750-seat congress convenes every 4-5 years to negotiate the policy of the World Zionist Organization, which makes up half the decision-making power of the Jewish Agency. The Jewish Agency controls a $350 m. annual budget, which is used for immigration and absorption, as well as worldwide religious, political, education programs. (HA, JTA 6/18)

Spokesman for PM Rabin confirms that Environment Min. Yossi Sarid notified Rabin before meeting with PLO official Nabil Shaath in Cairo in late July. Rabin approved, but did not endorse, meeting, spokesman says. Rabin states he "will not prevent a minister from meeting someone from the PLO, even though I don't think it's positive."
