Britain, Denmark, France, Spain, and Sweden summon the Israeli ambassadors to their countries to protest Israel’s settlement construction plans. An anonymous senior European diplomat tells the Israeli newspaper Ha’Aretz that Britain and France see E1 development as a ‘‘red line’’ and feel Israel is acting ungratefully after the support it received during Operation Pillar of Defense. Former U.S. amb. to Israel Dan Kurtzer tells Ha’Aretz that the Obama admin. is angry over an Israeli official’s suggestion in a recent briefing that Israel generated the E1 plan in anticipation that Obama would refuse to reaffirm Bush’s 2004 letter to Sharon (which Israel views as U.S. approval of Israeli settlement expansion in areas it intends to keep under final status; see the Quarterly Update in JPS 132), when he entered office in 1/2009, as indeed occurred. Meanwhile, a source in the Israeli PM’s Office says there will be no retraction of the E1 construction plan. (HA, NYT, YA 12/3)

The dep. mayor of Jerusalem reveals that the municipality is expected to give final approval to a new settlement in occupied East Jerusalem called Givat Hamatos, the 1st of its kind since Har Homa in 1997. Located between Talpiot and Bayt Safafa, the new settlement will be on the agenda of the planning comm. on 12/19. In addition, Jewish settlers occupy a 5-story building in the Har Homa/Jabal Mukabir neighborhood of occupied East Jerusalem that had previously been sold to a settler organization. (HA, JP 12/3)

Twelve Fatah mbrs. return to the Gaza Strip after fleeing in the 2007 conflict with Hamas. Returning Fatah mbr. Mahmoud Musleh says that around 450 Fatah mbrs. who fled to countries across the region, as well as to the West Bank, will return once procedures are complete. (MNA 12/3)

PM Ismail Haniyeh appeals to Arab states to help pay for reconstruction of the Gaza Strip following damage inflicted during Operation Pillar of Defense, estimated at $250–545 m. (REU 12/3)

In the Gaza Strip, the IDF shoots a Palestinian child nr. al-Bureij r.c. close to the border fence, causing minor injuries. In the West Bank, the IDF kills a Palestinian civilian when a military jeep hits a car traveling on the Nablus– Ramallah road. The IDF patrols in 1 village nr. Ramallah in the morning, and in Jericho and 1 nearby village, 3 villages nr. Ramallah, and 2 villages nr. UN secy.-gen. Ban Ki-moon accuses the Syrian government of serious violations of the 1974 agreement separating Israeli and Syrian forces in the Golan Heights. In a UNSC report, Ban expresses concern about recent incidents across the cease-fire line, and recommends a 6-mo. extension of the UN peacekeeping force in the Golan Heights. (AP 12/3)

Israel’s Jerusalem planning comm. approves construction of 92 housing units in Talpiot settlement and 32 apartments in Pisgat Ze’ev settlement. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts patrols in 3 villages nr. Qalqilya, 2 nr. Salfit, 1 nr. Jenin, and 1 nr. Israeli DM Ehud Barak resigns as head of the Labor party, taking 4 rightleaning party mbrs. with him to form a “new centrist independence faction” within Netanyahu’s governing coalition. The 8 remaining Labor MKs immediately withdraw fr. the coalition, leaving Netanyahu with a smaller but more stable coalition, controlling 66 of 120 Knesset seats. The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. Hebron. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. Palestinians fire 2 rockets into Israel, causing no injuries. The IDF responds with air strikes on 5 smuggling tunnels on the Rafah border, wounding 3 Palestinians (2 of them young children). In the West Bank, the IDF conducts late-night house searches nr. Jenin, but makes no arrests. A Palestinian teenager is killed and 2 are wounded when they accidentally trigger IDF UXO at a site nr. Tubas used by the IDF for live fire exercises. Israel begins construction of 65 new housing units on 3.5 d. of Palestinian land in the Arab al-Sawahara neighborhood of East Jerusalem, expanding Talpiot settlement. Israeli naval vessels fire on Palestinian fishing boats off the Gaza coast, forcing them to return to shore. In the West Bank, the IDF makes a daytime raid into Dura nr. Hebron, firing on residential areas, sparking clashes with Palestinians, wounding 3; conducts late-night arrest raids, house searches in al-‘Arub r.c. nr. Hebron, in and around Nablus; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (injuring 1); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 1). In Hebron, Jewish settlers fr. Kiryat Arba clash with Israeli police demolishing an unauthorized settlement outpost, removing the outpost’s single dwelling, injuring 3 policemen; the settlers also attack local Palestinians and media, injuring 3 Palestinian cameramen for AP and Reuters; in the evening, settlers reoccupy the site. Inside Israel, 2 Israelis stab and wound 2 Palestinian workers in a bakery in Talpiot nr. Jerusalem; Jewish extremists harass Israeli Palestinians in Tiberias, burn 2 Palestinian-owned vehicles. The U.S. strongly condemns Israel's recent incursions into Palestinian towns, calls for Israel's immediate withdrawal. The EU, Russia, UN, and U.S. send a delegation of senior envoys to meet with Arafat to urge him to "address Israel's security concerns," to make "absolutely certain" that the PA arrests those responsible for the Ze'evi assassination. Meanwhile, the IDF has entered or surrounded and cut off every major Palestinian population center in the West Bank. Fighting is especially heavy in Bethlehem. In East Jerusalem, a Palestinian opens fire on Jewish settlers in Talpiot settlement, wounding 4 before being shot dead by the IDF. In an apparent assassination, wanted Izzeddine al-Qassam mbr. Ayman Abu Halawih is killed, his 3 passengers are injured when his car explodes in Nablus. A 3d Palestinian is fatally shot by IDF troops nr. Tulkarm. A 4th Palestinian dies of injuries received on 10/21. A Palestinian woman in labor is denied passage through an IDF checkpoint to a Bethlehem hospital; she gives birth at the crossing, the baby dies. A Palestinian, detained since 10/18, dies in PA General Intelligence custody; the PA claims he committed suicide. The IDF bulldozes land in Rafah, demolishing 4 Palestinian homes, at least 9 stores. Islamic Jihad detonates a car bomb in a parking garage in Talpiot settlement in East Jerusalem, causing damage but no injuries. The IDF direct shells, heavy machine gun fire at residential areas of Jinin, Rafah; tightens the closure on Jinin, Khan Yunis, Ramallah, Tulkarm; bars teachers, students fr. entering a school in Hawara; raids a 2d school in Nablus. Jewish settlers severely beat 2 Palestinian children en route to school in Nablus; bulldoze 350 dunams of Palestinian land nr. Mihula; raid Kafr Laqif village nr. Qalqilya, attack several Palestinians, set fire to an olive grove. The IDF bars a pregnant Palestinian woman in labor fr. crossing a checkpoint to reach a hospital, forcing her to give birth at the crossing. Inside Israel, Israeli Arabs observe a general strike, stage protests to mark the 1st anniversary of the 10/00 riots, which left 18 Israeli Arabs dead (13 killed by Israeli police; 5 by Israeli civilians). Israeli police keep a distance fr. demonstrators; no violence is reported. (MM 10/1)

2 bombs, the 4th and 5th since Sharon's 2/6 election, explode outside the Jewish settlements of Talpiot, French Hill in East Jerusalem, killing an apparent Palestinian suicide bomber, injuring 35 Israelis. Islamic Jihad takes responsibility for both attacks. Right-wing opposition MKs, Jewish settlers accuse Sharon of not taking Israeli security seriously and demand retaliation, with Likud Education M Limor Livnat saying Arafat should be targeted. After dark, the settlers set fire to 5 Palestinian-owned stores, 7 cars, Waqf offices in the PA-controlled section of Hebron. Jewish settlers place caravans on confiscated Palestinian land on Mount Jarzim in Nablus.
