In the West Bank, Israeli settlers uprooted 50 olive trees in Kafr ad-Dik. Israeli settlers also attacked Palestinian herders in Kisan and let their dogs attack Palestinian-owned sheep. Israeli forces delivered a demolition order against 1 EU-funded school in Ras al-Tin, affecting some 50 students from 1st to 6th grade, 2 water tanks, an agricultural structure, and a residential caravan in Atuf, and a stop-work order for a cemetery in Idhna. 15 Palestinians were arrested during late-night raids in al-Twana, Beit Umar, Bethlehem, Beit Fajjar, al-Lubban al-Sharqiya, Beita, Jaba‘, and Qabatiya. In East Jerusalem, Israeli forces violently removed a local activist in Sheikh Jarrah who had set up an outdoor “office” in protest over MK Itamar Ben-Gvir’s provocative field office in the neighborhood. 1 Palestinian family received a notice to demolish their own home in Jabel Mukaber. 1 Palestinian was arrested during a raid in Isawiya. 17 Israeli settlers were arrested for suspicion of assault and racially motivated vandalism for a raid against Palestinians and property in Huwwara on 1/24. 3 Palestinians were injured and several shops were damaged. (HA 2/16)

PA president Mahmoud Abbas met with İbrahim Kalın, senior advisor to Turkish president Recep Tayyip Erdoğan, and Turkish deputy foreign minister Sedat Önal in Ramallah before the 2 Turkish representatives were scheduled to meet Israeli president Isaac Herzog. (ALM, HA 2/17)

Axios reported that the U.S. Biden administration, through ambassador Tom Nides, has urged Israel to deescalate the situation in Sheikh Jarrah to avoid a larger scale conflict. (AX 2/16)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-CA) spoke at the Knesset, calling the establishment of Israel “the greatest political achievement of the 20th century.” Accompanying Speaker Pelosi to Israel were house representatives Adam Schiff (D-CA), Ted Deutch (D-FL), Barbara Lee (D-CA), Bill Keating (D-MA), Eric Swalwell (D-CA), Ro Khanna (D-CA), and Andy Kim (D-NJ). Pelosi also met with President Herzog, addressing the Iran Nuclear Deal. The American representatives also met with members of Palestinian civil society and were given a tour of East Jerusalem by settlement expert Daniel Seidemann. In the West Bank, Israeli settlers leveled Palestinian agricultural land near Deir ‘Ammar before Israeli forces removed them from the area. Israeli forces sealed off Sabastia for the 2d day in a row and closed Palestinian stores. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bani Na‘im, Bayt Awa, Ya‘bad, and Beit Sira. In East Jerusalem, some 600 Israeli settlers toured the Haram al-Sharif compound. 6 Palestinians were arrested in Silwan, al-Tur, Isawiya, and at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land north of Beit Lahiya and east of Dayr al-Balah. Israeli forces also opened fire at Palestinian agricultural lands east of Khan Yunis and Beit Hanun; no injuries were reported. The PA commission of detainees’ affairs said in a statement that 1 39-year-old Palestinian who died of leukemia 7 months after being released from an Israeli prison perished because of medical neglect while he was incarcerated by Israel. (AJ, WAFA, WAFA 9/23)

The PLO rejected an agreement made between the U.S. and UNRWA to keep the U.S. providing funds to the agency, saying that the agreement is an attempt to abolish the Right of Return for Palestinian refugees. (WAFA 9/23)

It was reported that Sudan had seized a number of companies and bank accounts belonging to Palestinians. According to the reporting, the assets belong to Hamas as a means to generate revenue for the organization. Later, on 9/24, Hamas said that it did not have links to the companies and individuals targeted by Sudan. 1 day later, on 9/25, the PA urged Sudan to hand over the assets to the PA. A Hamas official said the seizing of the funds by Sudan was a way for the new government to win the support of the U.S by slandering Hamas. The U.S. house of representatives passed a bill 420-9-2, providing Israel with another $1 billion of military aid to allegedly restock Israel’s Iron Dome missile defense system after Israel’s attack on Gaza in May. The $1 billion was removed from a stopgap government-funding bill on 9/21, prompting Democratic majority leader Steny Hoyer (D-MD) to present the funding as a stand-alone bill. The 9 representatives to vote against the bill were Rashida Tlaib (D-MI), André Carson (D-IN), Marie Newman (D-IL), Ayanna Pressley (D-MA), Jesús “Chuy” García (D-IL), Ilhan Omar (D-MN), Raúl Grijalva (D-AZ), Cori Bush (D-MO), And Thomas Massie (R-KY). Representatives Alexandria Ocasio-Cortez (D-NY) and Hank Johnson (D-GA) voted present. Representative Tlaib gave a speech before the vote calling Israel an apartheid state, drawing ire from several pro-Israel Democrats, including Ted Deutch (D-FL) who said that calling Israel an apartheid state was anti-Semitic. Later, Israel’s envoy to the UN Gilad Erdan said that the 9 representatives who voted against the bill were “either ignorant or antisemitic.” It is estimated that the deployment of the Iron Dome during May cost Israel a maximum of $120 million. Also in the house of representatives, representative Andy Levin (D-MI), supported by more than 24 Democrats, introduced the Two-State Solution Act, aimed at preserving the feasibility of a 2-state solution. Among its provisions, the bill aims at distinguishing between Israel and occupied Palestinian territory, defined as the West Bank, East Jerusalem, and Gaza. The authors of the bill want the U.S. to label products from occupied Palestine as such and not as Israeli products. It also aims at pushing the U.S. administration to reopen the PLO mission in D.C. and U.S. consulate to Palestinians in Jerusalem. Texas’s state comptroller Glenn Hegar said that Ben & Jerry’s had been added to the state’s list of companies that boycott Israel and that Texas will start to divest from the company. Texas is the 4th state to divest from Ben & Jerry’s over its decision to stop selling ice cream in West Bank settlements and to move its franchise regional office from Israel. (NWK 9/23; JP 9/24)

Denmark and the PA signed an agreement for Denmark to provide $72 million in grants over the next 5 years to help development in, among other areas, local government, agriculture, and civil society. (WAFA 9/23; MEMO 9/24)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. PA president Mahmoud Abbas and other senior PA officials met with 11 U.S. congresspeople in Ramallah, including the chairman of the House Foreign Affairs Committee Gregory Meeks (D-NY), Ted Deutch (D-FL), David Cicilline (D-RI), Abigail Spanberger (D-VA), Sara Jacobs (D-CA), Kathy Manning (D-NC), Brad Schneider (D-IL), Andy Barr (R-KY), Nicole Malliotakis (R-NY), and French Hill (R-AR). Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli forces handed stop-work orders for 13 Palestinian houses in Qabalan. Israeli forces also seized 2 caravans in Susiya and 1 tractor in Bardala. 4 Palestinians were arrested at checkpoints near Nablus and Hebron. In East Jerusalem, Israeli settlers attacked 1 Palestinian man and 1 Israeli man trying to help him, causing injuries. Israeli forces arrested 2 Palestinian minors suspected of slapping 1 ultra-orthodox Jewish man and filming the incident on the Jerusalem light rail. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 9 Palestinians were arrested, including 7 minors during late-night raids in the Old City and al-Tur, and 2 were arrested in the Old City during the 8th day of clashes between Israeli forces and Palestinians at the Damascus Gate plaza. PA health minister Mai al-Kaila said the PA had ordered 4.5 million doses of the Pfizer and Sputnik V COVID-19 vaccines. It is not clear when the doses will arrive. The total cost for the 4.5 million doses was $27 million. (HA, WAFA 4/20)

The Israeli supreme court dismissed a petition from 9 Palestinian-Israeli families to have the court order the local municipality to open an Arab school in Upper Nazareth. The Association for Civil Rights in Israel called the decision “saddening” and said the city has neglected its Palestinian-Israeli students, who constitute 1/3d of the total student body. (HA 4/20)

At a normalization celebration event at the UAE embassy in Washington D.C., the ambassadors of Israel and the UAE to the U.S., along with diplomats from Morocco and Bahrain, planted an olive tree. White House National Security Council official Barbara Leaf and House representative Ted Deutch (D-FL) were also at the event. (HA, JTA 4/21)

Israel sent COVID-19 medical aid to Jordan upon Jordanian request, including ventilators, test kits, and face masks. The move was seen as an Israeli effort to ease tension between the 2 countries, which have been high in recent months. The request was made in March, when Jordan’s COVID-19 cases were peaking.
