In the West Bank, Israeli forces shot and injured 2 Palestinians during a late-night raid in Qalandia refugee camp; both were taken to a hospital for treatment. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. The 4,000 registrations was part of an agreement made between PA president Mahmoud Abbas and Israeli minister of defense Benny Gantz. (AP, HA, MEMO, WAFA 10/19; ALM, REU 10/20)

Swedish foreign minister Ann Linde met with PA president Mahmoud Abbas and prime minister Mohammed Shtayyeh in Ramallah. After Foreign Minister Linde’s meetings, she criticized the alleged corruption in the PA on Swedish public radio. (Sveriges Radio 10/19; JP, TOI 10/21)

The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. A video of the incident showed Odeh pushing Ben-Gvir. (HA 10/19; AP 10/21; WAFA 10/22)

U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel. UN Middle East envoy Tor Wennesland also briefed the council on Israeli settlement plans in E1, calling them “very worrying.” (JP 10/19; HA 10/20)

In the West Bank, Israeli settlers blocked a road between Jerusalem and Hebron. Israeli settlers also vandalized 10 olive trees, 2 water tanks, and an irrigation system in Wadi Qana. Israeli forces violently dispersed Palestinian protesters in Bayt Dajan; 1 Palestinian sustained fractures from a fall after being chased by the forces. Israeli forces also raided Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest of a minor. Elsewhere, Israeli forces handed demolition orders for 4 commercial structures in Dayr Qadis. Israeli forces also blocked several roads in the Masafer Yatta area and sealed entrances to Beita. 23 Palestinians were arrested, including 19 during late-night raids in Ni‘lin and Bayt Umar, 2 were arrested and their car seized in Hebron, and 2 were arrested on a street in Jenin. The Israeli supreme court upheld a decision by the Israeli military to punitively demolish the home of an alleged attacker in Turmus ‘Ayya, despite the alleged attacker not having lived in the house for years as he became a resident of the U.S. before he allegedly shot 3 Israeli settlers on 5/2; the demolition will displace his wife and children, who all have U.S. citizenship. The Israeli civil administration approved 31 zoning plans for settlement expansion in Maale Adumim, Alfei Manashe, Elkana, Havat Sde Bar, and Yitzhar, including housing units, a commercial center, and a park. Chairperson of the Joint List Ayman Odeh criticized the new Israeli government, saying that “the left is surrendering to the right . . . the right continues to sabotage the chances of peace and to deepen the occupation, repression, and dispossession of millions of Palestinians.” (AP, HA 6/23)

A poll conducted by the Associated Press-NORC Center for Public Affairs Research found that 51% of American democrats think that the U.S. is not supportive enough of Palestinians. Of all the participants in the poll, 32% thought that the U.S. is not supportive enough of Palestinians, while 37% thought the U.S. support was as it should be. (AP, HA 6/23)

Haaretz reported that the Israeli police have not opened an investigation into the killing of a Palestinian shot by an Israeli settler on 5/14 in al-Rihiya. (HA 6/23)

In Amman, Israeli and Palestinian negotiators meet with Quartet reps. (including special envoy Blair) and then with Jordanian FM Nasser Judeh. Judeh says that the Palestinian team, as requested, turned over its position papers on security and borders and that the Israeli team formally received them. The sides have agreed to hold talks “on a continual basis” in Jordan to explore reviving formal negotiations and to observe a media blackout, with only Judeh issuing public statements after the sessions. Israel does not submit its own comprehensive position papers, but pledges “that through this continuing dialogue there will be an Israeli counterproposal or an Israeli response.” (WJW 1/3; NYT, WP 1/4; WT 1/5)

IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials inside the demolished Erez industrial zone, forcing them to flee. IDF troops make a brief incursion into s. Gaza to level land and clear lines of sight along the border fence e. of Abasan and Khuza, firing toward nearby residential areas to keep Palestinians indoors (causing no reported injuries). Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning patrols in Jenin and (synchronized) in 3 villages nr. Ramallah; conducts evening patrols in Tulkarm and 1 village nr. Jenin; conducts latenight arrest raids, house searches nr. Qalqilya. OCHA reports that since 12/21, the IDF has demolished 25 water-related structures (wells, cisterns, water pools, and water storage tanks) used for domestic and agricultural purposes; 21 were in Hebron governorate, 4 in Salfit governorate. OCHA also reports that in the past 2 wks., the IDF has demolished the remaining structures on the Palestinian side of the Qarni crossing, which Israel closed on 3/2/11 when the Kerem Shalom crossing became fully operational. The Israeli High Court accepts an agmt. reached between the state and settlers under which the state agrees to suspend plans to demolish immediately 9 structures in the Ramat Gilad unauthorized settlement outpost, giving the settlers until 3/2012 to remove the structures themselves. The settlers claim that the state has agreed in exchange to expand the zoning boundaries for nearby Karnei Shomron settlement to include Ramat Gilad (retroactively legalizing the outpost), but the official documents submitted to the court do not say this. Israeli pres. Shimon Peres arrives in Washington for a 3-day visit. He meets today with Secy. of State Clinton; no details are released. (WJW 4/7)

Israel’s Jerusalem planning comm. gives preliminary approval for 942 new settlement housing units in Gilo and the Israeli DMin. announces that it has finished new zoning plans for several West Bank Jewish settlements, retroactively legalizing construction already underway. The State Dept. expresses “deep concern,” stating that the “Israeli settlements [are] illegitimate” and “Israel’s actions run counter to efforts to resume direct negotiations.” Israel charges Gazan engineer Abu Sisi (see 3/10) with developing rockets for Hamas and establishing a “military academy” in Gaza to train Hamas commanders. Hamas and Abu Sisi deny the charges. In Jenin r.c., unidentified assailants fatally shoot Israeli actor Juliano Mer-Khamis (half Jewish and half Palestinian) who runs a theater troop for Palestinian children in the camp (see Quarterly Update for details). Meanwhile, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho in the morning and in 4 villages nr. Jenin and Qalqilya in the afternoon; conducts late-night arrest raids, house searches in Awarta (possibly in connection with the 3/11 Itamar murders). Jewish settlers fr. Taffuh settlement attempt to fence off a nearby plot of Palestinian land; the PA district liaison intervenes with the IDF, which removes the settlers but leaves the fencing marking off the land in place. Israel’s Jerusalem municipal authorities approve zoning of land in East Jerusalem to accommodate construction of 130 new housing units in Gilo settlement. IDF troops on the n. Gaza border fire warning shots at Palestinians and international activists staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone inside the Gaza border; no injuries are reported. In the West Bank, the IDF releases Palestinians arrested on 11/24 for organizing weekly demonstrations outside Karme Tzur, forcing them to sign pledges that they will stay away fr. the settlement; conducts morning patrols in 2 villages nr. Israel’s Jerusalem Planning Commission grants preliminary approval for the rezoning and demolition of 22 Palestinian homes in Silwan neighborhood to create an archaeological park, a 1,000-unit Jewish residential area, and tourist zone; the rezoning measure would also retroactively approve Jewish settlers’ Beit Yonatan construction, reaffirmed as illegal by Israel’s Jerusalem District Court on 5/25 (see above). The State Dept. denounces the move as undermining proximity talks. Meanwhile, the IDF begins large-scale bulldozing of land between Pisgat Ze’ev and Neve Ya’acov settlements just n. of Jerusalem for construction of 600 new settlement housing units that will link the 2 settlements, which it intends to keep under final status. The IDF also makes a major late-night incursion into Dayr Samit village nr. Hebron, surrounding and detonating stun grenades around a Palestinian home, blowing off the door, and firing at the windows and roof before raiding the home, beating the residents, and arresting 2 men. Troops then raid and search several surrounding homes, in total arresting 25 mbrs. of the extended al-Adam/al-Hroub clan. The IDF also conducts late-night raids and searches nr. As PA-Israeli subcomms. continue talks in Taba, Jerusalem, Tel Aviv, Arafat meets with Pres. Mubarak in Cairo, denounces Israeli proposal for Hebron as "racist." The plan, similar to that proposed 10/7, calls for redefinition of H1 (Palestinian) and H2 (Israeli) zones, allowing Israel to retain civil control of the city, incl. zoning and planning control, which could be used to increase settlements in and around Hebron. In an unprecedented incident, Shin Bet says that it ordered IDF troops to appear without weapons when PM Netanyahu visited an army base last wk. because of rising distrust of Netanyahu within the military.
