Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the Gaza Strip, IDF troops open fire from the border fence on 2 separate occasions, once on open land nr. Khan Yunis, and once on stone-collectors nr. Bayt Hanun, causing no injuries. In the West Bank, IDF troops wound 1 Palestinian with a tear gas canister during a raid of Aida r.c. in Bethlehem. In Hawara village nr. Nablus, IDF troops wound 1 Palestinian with live ammunition after, they say, he throws a Molotov cocktail at their vehicle. The IDF conducts house searches and arrest raids in 1 village nr. Hebron, and in Tulkarm r.c. and Nur Shams r.c. nr. Tulkarm at night; patrols in Salfit, Jenin and 1 village nr. Israeli PM Netanyahu tells his weekly cabinet meeting that his govt. is ready to continue with the peace negotiations but not “at any price,” and also says that “unilateral steps” by the Palestinians “will be answered with unilateral steps on our side.” PA spokesperson Rudayna says that “it was Israel who took unilateral steps to thwart the peace process,” referring to the canceled prisoner release and settlement construction. Later, U.S. Special Envoy Indyk meets both the Israeli and Palestinian negotiators, discussions which State Dept. spokesperson Psaki describes as “serious and constructive.” Meanwhile, Israeli ministers trade accusations about the breakdown in talks, with Tzipi Livni (Hatnua) claiming that Naftali Bennett and Uri Ariel, both of Jewish Home, have worked to “torpedo” talks, while Bennett tells the media that the main problem has been Abbas’s refusal to recognize Israel as a Jewish state.
