In the West Bank, IDF troops shoot and wound 1 Palestinian in Aida r.c. in Bethlehem during a raid. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 3 villages nr. Jenin, in Hebron and 1 nearby village, and 1 village nr. Salfit at night; patrols in Tulkarm and 2 villages nr. Qalqilya in the morning, and in 2 villages nr. Ramallah, 1 village each nr. Hebron and Jericho, and in Tulkarm at night. Jewish settlers return to a building in Hebron from which they had been evicted more than 5 years ago, following a Supreme Court ruling and approval from Israeli DM Moshe Ya’alon. Israeli and Palestinian negotiators meet again in Jerusalem, this time without the presence of U.S. Special Envoy Indyk. The discussions end without signs of progress, with Israeli chief negotiator Livni demanding the Palestinians withdraw applications to international treaties, and the Palestinians refusing to do so. Israel’s DM Ya’alon approves the retroactive legalization of Netiv Ha’avot settler outpost in Gush Etzion, built without authorization in 2001. In doing so, Ya’alon declares 984 dunams around the outpost to be “state land.”(HA, REU 4/13)
