Arab World: Egyptian FM 'Ismat 'Abd al-Majid announces that the PLO and Jordan have agreed in principle to the formation of a confederation after the PLO has come to terms with Israel and the United States [WP 10/28].

Occupied Palestine/Israel: In Nusayrat camp soldiershoot, kill 16-year-old Palestinian. In Khan Yunis 6 Palestinians are injured by gunfire. Gaza hospitals report 73 people treated for beatings, exposure to tear gas, and rubber bullet wounds. In Nablus 8 Palestinians are shot. Near Hebron 3 Palestinians are injured [FJ 10/30].
