In the West Bank, 1 Israeli settler rammed 1 Palestinian man in Qalqas, hospitalizing him. Israeli forces shot and injured 1 Palestinian with live ammunition during a late-night raid in Jenin. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. 2 Palestinians were arrested during late-night raids in Bayt Rima and Jenin. In East Jerusalem, 1 Palestinian man rammed a car into a group of people at a bus stop near the Ramot settlement, killing 3, including 2 minors, and wounding 4 others before being killed by a settler. The man had been released from a psychiatric ward on 2/9 after suffering a psychotic episode. 10 of the man’s relatives were arrested in Isawiya in the hours after the incident and Israeli prime minister Benjamin Netanyahu ordered the man’s apartment sealed. Israeli forces violently dispersed Palestinians protesting Israeli plans to demolish an apartment building in Silwan, causing tear-gas related injuries. 1 48-year-old Palestinian man died while serving a 12-year sentence in Israeli prison. The Palestinian Prisoner’s Society said that the man died due to medical negligence. (AJ, PCHR, WAFA, WAFA 2/10; WAFA 2/11)

After the incident in East Jerusalem (see above), Israel’s national security minister Itamar Ben-Gvir ordered the Israeli police to prepare for “Operation Defensive Shield 2,” referring to an Israeli operation during the Second Intifada. (HA, HA 2/10)

Israel’s defense minister Yoav Gallant issued an order to financially penalize 87 Palestinian prisoners for having received funds from the PA. Starting on 2/16 Israeli forces raided the homes of the current and former Palestinian prisoners in East Jerusalem, seizing cash, jewelry, and other belongings while freezing their bank accounts.
