In the West Bank, Israeli forces continue raids in Jenin and Jenin refugee camp for the 21st day in a row, demolishing homes and infrastructure and besieging the Jenin Governmental Hospital. Israeli forces also continue raids in Tulkarm, Tulkarm refugee camp, and Nur Shams refugee camp for the 15th day in a row, destroying infrastructure and homes and forcing hundreds of residents in Nur Shams refugee camp to flee. Elsewhere, Israeli forces continue raids in al-Far’a refugee camp for the ninth day in a row, shooting and injuring a Palestinian woman. Israeli forces also shoot and injure a Palestinian man near the separation wall in Zeita. Meanwhile, Israeli forces assault and injure a Palestinian woman and her children during a raid in Turmus ‘Ayya. Israeli forces also demolish 5 homes in Khallet Athaba in the Masafer Yatta area, displacing 40 people, demolish a home and 2 agricultural structures in Mughayyir al-Ubeid in the Masafer Yatta area, and issue a demolition order for a home under construction in al-Malha. Separately, Israeli forces steal cash from Palestinians at a flying checkpoint north of Salfit. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. More than 48,208 Palestinians have been killed by Israeli forces in Gaza, including at least 17,881 children and 12,287 women, and around 111,655 have been injured since 10/7/2023. In addition, 14,222 Palestinians who have been missing are presumed dead. 907 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 182 children. More than 6,500 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 408 Israeli soldiers have been killed and 2,485 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. 92% of all housing units in Gaza have been destroyed or severely damaged since 10/7/2023. Haaretz reports that the Israeli Central Command has expanded its open-fire policy in the West Bank to allow Israeli soldiers to kill anyone “messing with the ground” and open fire at any vehicle coming toward a checkpoint from a combat zone. Israeli military sources tell the newspaper that the new policy has resulted in a higher number of Palestinian civilian deaths. A Palestinian pregnant woman who was shot and killed on 2/9 was reportedly fatally shot 3 times because she “looked suspiciously at the ground.” (HA, WAFA 2/10; AP 2/12)
Peace Now releases its annual report on Israeli settlement activities for 2024, saying that last “year marks the most significant reduction in Palestinian presence and rights in the West Bank, with an unprecedented weakening of law enforcement against settlers regarding construction violations and violence against Palestinians.” 59 new settlement outposts were established, compared to the yearly average of 7 between 1996 and 2023, including 8 in Area B. Settlers and soldiers established 71 miles of new settler roads. The Higher Planning Council advanced 9,884 new settlement housing units. The Israeli government declared 24,258 dunams of land as Israeli state land. The Israeli cabinet established 5 new settlements and began the legalization process for 5 additional outposts. 70 outposts were recognized as eligible for funding and infrastructure. In addition, Israeli settlers attacked Palestinians at least 1,420 times, resulting in 356 injuries, 3 fatalities, and the displacement of around 1,762 people. Israeli forces demolished 1,517 structures in the West Bank, displacing 3,561 Palestinians. In East Jerusalem, Israeli authorities demolished 215 homes. (PCN 2/10)
Hamas announces that it will suspend the release of captives until further notice, citing Israeli violations of the ceasefire agreement, including delaying the return of displaced people to the north, killing Palestinians, obstructing the entry of shelter facilities and rubble lifting machinery, and delaying the entry of medicines and equipment to restore hospitals. Hamas says its announcement is a warning to Israel to strictly adhere to the agreement and says it made the announcement with ample time for Israel to implement its obligations before the next exchange. Israel has also not started engaging in negotiations for the second phase of the ceasefire despite talks being scheduled to begin a week ago. The UN also says not enough tents are entering Gaza. The Israeli army says it will “significantly reinforce” areas around Gaza. The PA issues a decree to restructure payments to families of Palestinian prisoners and Palestinians killed by Israeli forces, complying with a U.S. demand to end the program it misleadingly calls “pay for slay.” The PA says it has revoked the legal articles relating to the payment program and that families will be eligible for regular welfare programs based on their needs rather than on the length of the prisoner’s sentence. It is estimated that 35,000-40,000 Palestinian families will be affected by the decision. Hamas calls the decision “unpatriotic” and calls on the PA to reverse it. Islamic Jihad says the decision “represents a clear abandonment of the issue of prisoners” and that the PA has given in to pressure from Israel and the U.S. Israel says the PA is trying to deceive the international community with the decision and that payments will just flow through different channels. Israeli prime minister Benjamin Netanyahu tells the Knesset that he is determined to implement President Trump’s plan for Gaza. Trump tells Fox News in an interview that Palestinians would have no right of return under his plan for Gaza, which includes displacing all Palestinians from Gaza to undetermined places. Egyptian foreign minister Badr Abdelatty meets with U.S. secretary of state Marco Rubio in Washington D.C., discussing Egyptian-U.S. relations, advancing regional stability, and addressing regional challenges, according to an Egyptian Foreign Ministry statement.
