Netanyahu proposes that the 3 stages of FRD outlined in Oslo II should be combined into 1, carried out after 5 mos. "on the condition that there be concrete Palestinian activity against terrorism" and that the PA agree to immediate negotiations on final status. (NYT, WT 11/28; WP 12/1; CSM 12/8)
