Yahya Ayyash Units again claims responsibility, criticizes the Qassam Brigades for the 2/29 leaflet, offers its own 3-mo. cease-fire. PM Peres calls for total war on Hamas; reimposes full closure on West Bank, Gaza, incl. banning the entry into Israel of medical, humanitarian, VIP cases. Saying "not only Israelis will suffer from now on," he vows to seal or destroy the houses of the bombers' families, revives plan for national separation last suggested 10/19/94.
