At 6 a.m., Israel lifts restrictions imposed 3/5 confining Palestinians to their towns. Orders barring movement of residents in al-Fawwar camp, Burqa nr. Nablus--the homes of the recent suicide bombers--are kept in place, as is the closure preventing Palestinians fr. entering Israel. Palestinian workers are allowed to return to their jobs in the Erez industrial zone. Transportation of goods is permitted through Qarni crossing point fr. Gaza into Israel. When Qarni crossing is not opened by noon, Israel files an official protest with the PA. Israeli Maj. Gen. Oren Shahor criticizes the PA, saying such "neglectful conduct harms the Palestinian residents, although Israel is trying to help them given the current security restrictions."
