16 IDF soldiers wounded when military bus triggers mine near Kfar Mishki in southern Bekaa; at least 10 IDF soldiers reportedly killed or wounded in Sidon attacks.

Israel/ Occupied Territories: Chief of Staff Levy issues new, more explicit and restrictive IDF guidelines for dealing with West Bank and Gaza Palestinians; 15 Israeli women from Parents Against Silence group join vigil outside Prime Minister's house calling for IDF withdrawal from Lebanon; Nazareth police chief bans meeting between Ibna al-Balad, other nationalist organizations and Israeli Communist Party; Sharon releases Lebanon security plan, says Haddad's role must be streng- thened, Lebanese Army must displace Druze and PLO forces in Chouf, UN troops in South should be redeployed as buffer between IDF and Syrians, Shultz plan should be scrapped and replaced by realistic diplomacy, Syria will not leave Bekaa Valley because it would lose $500m a year in taxes levied on hashish trade; January-April trade deficit in Israel up 35% over same period last year.

Arab Governments: Syrian Foreign Minister says Syria rejects the withdrawal agreement in form and substance, calls it a grave danger to Syria's security; Syrian envoys meet with former Lebanese President Suleiman Franjieh, and former Prime Minister Rashid Karami reportedly to establish national front in opposition to withdrawal agreement.

US and Other Countries: US Defense Secretary Weinberger says there is no reason why US-Israel memorandum of agreement cannot be revived, expects Reagan Administration will provide all technological information Israel requests for its development of the Lavi fighter; Secretary of State Shultz says Syrian position on troop withdrawal agreement is not a rejection; largest British film and TV union general council modifies its position on members working in Israel, will allow members to work there but will provide union backing to those who decide to boycott.

Military Action:

Syria reportedly receiving up to 1,000 Soviet military personnel to help operate new SA-5 missiles.

Casualties:

Preliminary Lebanese government study records 9,888 Beirut housing units damaged or destroyed, total losses estimated at $700 million; UNRWA reports 15 bodies found near Ain el-Hilweh in past two weeks; WAFA reports that the bodies were found in a mass grave and that the victims had recently been held at Ansar camp; Lebanese police say at least 8 Palestinian men have been abducted from their homes and murdered in Sidon, and a further four kidnapped and wounded PFLP General Command invites relatives of two IDF prisoners it holds to visit them; Prime Minister Wazzan asks Habib for US/Israeli intervention on behalf of Palestinians subjected to intimidation by Lebanese militiamen; 21 children injured during war are to be flown to US for treatment this month.

Palestinians/ Lebanese: PLO Executive Committee continues meetings in Algiers to draft resolutions for PNC meeting; relations between Israel and Phalangists deteriorating.

US and Other Countries: US officials reportedly consider replacement of Sharon by Ambassador to US Moshe Arens will have positive effect on negotiations for IDF withdrawal from Lebanon.

Military Action:

Phalange and Druze militia exchange artillery and rocket fire during night and morning in Shweifat, Baabda, Aley and Bhamdoun; lDF sets up checkpoints on Beirut-Damascus highway to divert traffic from areas of fighting.

Israel/ Occupied Territories: Chief of Staff Eitan tells Knesset Foreign Affairs and Defense Committee that 117 IDF were killed in western Lebanon, 8 in Beirut, that Begin denied Eitan's request during war for 2 more hours to cross Beirut-Damascus highway and destroy Syrian T-72 tank group, that critics such as Yossi Sarid and Shulamit Aloni harmed the war effort by talking about number of Palestinian homeless and refugees; Shamir and Kimche meet for 2'h4 hours with Habib and Draper; Sharon arrives in Zaire; 1DF spokeswoman confirms 10 Israeli Druze soldiers were jailed for defying orders in South Lebanon; Knesset votes 46-44 not to censure Kiryat Arba Council for destroying 4 of Hebron municipality's electricity pylons; Elias Freij and Rashad Shawa say they are willing to be members of a Palestinian-Jordanian delegation in peace talks with Israel.

Palestinians/ Lebanese: After 3 days of meetings in Damascus, PLO Executive Committee does not give Arafat support for alliance with Jordan; Lebanese Government insists end to state of war must be linked to complete Israeli withdrawal; Foreign Minister Elie Salem says another month or 2 of intensive discussion necessary to clear differences with Israel, he is confident Syrian and Palestinian forces will leave when Israelis leave, Lebanon is prepared to guarantee it will never again be base of operations against Israel, calls for multinational force and UNIFIL to double in size; Prime Minister Wazzan asks Justice Minister Roger Shikhani to investigate missing persons and to speed up interrogation of hundreds of detainees.

US and Other Countries: State Department says that Carter and Ford rightly focus on settlements as obstacle, but they are not the major obstacle to peace, and refuse to call settlements illegal; Weinberger and French Defense Minister Charles Hernu hold talks in Washington, Hernu says France will increase its contingent in Lebanon and take on more responsibility after the withdrawal of Syrian, Israeli and Palestinian forces, providing US and Italy do the same.

UN: Security Council votes to extend mandate of 5,800 UNIFIL troops for another 6 months; Israeli Ambassador Yehuda Blum says UNIFL has outlived its usefulness; US delegate says UNIFIL is a positive element in the negotiations.

Military Action:

Artillery duels between Druze and Phalange militia near Baabda.
