The IDF also shells residential areas of Khan Yunis; bulldozes a sewerage network, telephone cables in Tulkarm; conducts arrest raids in Qalqilya, Tulkarm. The PSF says it has arrested 3 DFLP mbrs., 2 Hamas mbrs., a PFLP mbr. for planning attacks on Israeli targets. The PA also says it has tried 5 PSF officers for involvement in attacks on Israelis, sentenced them to 18 mos.; has fired 2 other PSF officers, sentenced 1 of them to a yr. in prison for "anti-Israeli activities." Jewish settlers confiscate Palestinian farmland, uproot an olive grove to expand Yitzhar settlement nr. Nablus. The IDF declares the Kefar Etzion settlement checkpoint a closed military zone until 1/9 so as to prevent a delegation of 300 foreign nationals from traveling to Hebron on a solidarity visit to meet with Palestinians there. (EU parliament press release 12/30)

The PA says it has arrested 15 PSF officers on suspicion of having taken part in attacks on Israelis. In Gaza, the PSF attempts to arrest Hamas spokesman `Abd al-`Aziz Rantisi, but 100s of Hamas mbrs. and supporters surround Rantisi's home, engage in a gun battle with PSF officers. The PSF also closes a shop in Gaza that allegedly made homemade mortars. A senior Hamas official says that the group has taken a decision to halt suicide operations in Israel but does not intend to announce it publicly. Nr. Due to severe weather, violence tapers off noticeably, though an Islamic Jihad suicide bomber lightly injures 5 Israelis outside a hotel in Jerusalem. The IDF demolishes 2 Palestinian homes, a water network in Rafah, nr. Morag settlement; directs shells, heavy machine gun fire a residential areas of Jinin, Nablus, Rafah; confiscates Palestinian land in Dayr al-Balah; reinforces positions around Nablus, Qalqilya. In the afternoon, Israel, which had already curtailed operations due to the weather, announces it is halting strikes on PA targets for 12 hrs. to give Arafat a chance to demonstrate he is cracking down on opposition groups; names 36 Palestinians it wants arrested immediately, vowing to resume strikes on the morning of 12/6 unless the PA shows progress. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. A Hamas suicide bomber detonates a powerful device on a bus in Haifa, killing 14 Israelis, 1 Filipino, and injuring more than 40. Arafat condemns the attack, outlaws "any movement, organization, or gathering" that does not abide by his cease-fire order, orders confiscation of illegal weapons, reiterates plans for a crackdown, saying that around 90 Palestinians have already been arrested. Israel dismisses the arrests as "a stunt," seals PA areas, bans all Palestinian vehicular traffic, shells residential areas of Jinin. In one of several similar incidents in the Bethlehem area, 20 PSF officers attempting to arrest journalist Issa Zawahara, who has ties to Islamic Jihad, are chased off by an angry crowd of Palestinians. The U.S. strongly condemns Israel's recent incursions into Palestinian towns, calls for Israel's immediate withdrawal. Meanwhile, the IDF has entered or surrounded and cut off every major Palestinian population center in the West Bank. Fighting is especially heavy in Bethlehem. In East Jerusalem, a Palestinian opens fire on Jewish settlers in Talpiot settlement, wounding 4 before being shot dead by the IDF. In an apparent assassination, wanted Izzeddine al-Qassam mbr. Ayman Abu Halawih is killed, his 3 passengers are injured when his car explodes in Nablus. A 3d Palestinian is fatally shot by IDF troops nr. Tulkarm. A 4th Palestinian dies of injuries received on 10/21. A Palestinian woman in labor is denied passage through an IDF checkpoint to a Bethlehem hospital; she gives birth at the crossing, the baby dies. A Palestinian, detained since 10/18, dies in PA General Intelligence custody; the PA claims he committed suicide. The IDF bulldozes land in Rafah, demolishing 4 Palestinian homes, at least 9 stores. In Gaza, a Hamas mbr. is killed when a bomb in his house explodes in what may be an Israeli assassination. The IDF eases 1 roadblock on the Ramallah-Jerusalem road but tightens others around Badu, Bayt Hanina, Khan Yunis, al-Qarara, Tulkarm; sets up a new roadblock at the entrance to Qafin village; flies warplanes over Tulkarm. Israeli police issue evacuation orders to Palestinian families living on 18 dunams of land in the East Jerusalem neighborhood of Shaykh Jarrah, where Jewish settlers want to establish a new enclave. Jewish settlers severely beat 2 Palestinian children en route to school in Nablus; bulldoze 350 dunams of Palestinian land nr. Mihula; raid Kafr Laqif village nr. Arafat, en route to Damascus for talks with Syrian pres. Bashar al-Asad, receives word that the visit has been postponed. Shortly thereafter, Peres announces that he will meet with Arafat on 9/26. Although Israeli-Palestinian violence increases today, Sharon does not cancel the mtg. Acceding to Israeli demands to curb incitement, Arafat closes a photo and art exhibit on the uprising in Nablus that features a mock-up of the Jerusalem pizzeria bombed on 8/9. Palestinians fire 2 mortars in Gaza, 1 landing inside the Strip, the other inside Israel, neither causing damage. The IDF forcibly moves 16 bedouin fr. Israel-Palestinian clashes in the Bayt Jala-Gilo area continue to escalate, spread to neighboring Aida refugee camp, leaving 13 Palestinians wounded. European Union (EU) foreign policy dir. Javier Solana shuttles btwn. Arafat and Peres, discussing the idea of a limited cease-fire that would incorporate an IDF withdrawal fr. the area. (Arafat, Peres speak directly by phone; Powell phones Sharon, Arafat.) This afternoon, the PSF sets up new roadblocks around Bayt Jala to deter Palestinian gunmen fr. entering. Israeli-Palestinian clashes continue, leaving 4 Palestinians dead. The IDF declare a curfew, reinforces its positions in Bayt Jala, saying forces will remain in the town indefinitely--marking Israel's 1st reoccupation of West Bank area A. State Dept. spokesman Richard Boucher warns Israel that it is inflaming the conflict, urges Syria to keep a rein on Hizballah. Among the buildings taken over by the IDF are 5 Palestinian homes and the Evangelical Lutheran Church of America's orphanage, where troops turn the upper floors into a firing base for heavy machine guns. In Gaza, IDF helicopters fire rockets at a car driven by most-wanted Izzeddine al-Qassam Brigades leader Muhammad Dayif, his aide Adnan Ghul; both escape unhurt but an accompanying vehicle is hit, killing Ghul's son and a bodyguard. Nr. Rafah, the IDF opens fire on Palestinians inspecting a building just bulldozed by Israeli soldiers; 1 PSF officer is killed. In response to Palestinian gunfire directed at Psagot settlement, which causes no injuries, the IDF enters PA-controlled Ramallah and bulldozes a PSF office. After Palestinians fire a mortar at a Jewish settlement in Gaza, damaging 1 home, the IDF fires 2 missiles at a PSF post, destroying it and wounding 7 PSF officers.
