The IDF reoccupies Bethlehem following Christmas celebrations, reimposes a 24-hr. curfew on residents; assassinates local AMB head Jamal Yahya in Tulkarm; assassinates Hamas mbr. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. Talal al-Baz; sends undercover units into a hospital in Ramallah, fatally shooting wanted Palestinian Samir al-Shamali, who was working there as a guard, in what may be an assassination, sparking demonstrations, clashes with local residents that leave 1 Palestinian stone thrower dead; fatally shoots 2 Palestinians “approaching” Netzarim settlement; fires on demonstrators protesting the curfew in Nablus, killing 1 Palestinian, wounding 20; raids a village n. of Ramallah, firing stun grenades, causing an elderly Palestinian to suffer a fatal heart attack; imposes a curfew on Beitunia, sends 30 tanks into the town; conducts house-to-house searches, arrest raids in Qalqilya; fires on residential areas of Khan Yunis. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing damage but no injuries. This evening, Israeli DM Shaul Mofaz orders the IDF to step up pressure on militant groups in the territories. Before dawn, IDF helicopters fire 5 missiles at a school in Khan Yunis, extensively damaging it; fatally shoots a Palestinian drummer going alley-to-alley in Askar r.c. nr. Nablus despite the curfew to declare the start of the day’s Ramadan fast (Ramadan began on 11/6), bars an ambulance fr. reaching him, allowing him to bleed to death. During the day, the IDF fatally shoots 1 Palestinian driving in Bethlehem; holds a Palestinian woman in labor at a Bethlehem checkpoint for 2 hrs., causing her baby to die; conducts arrest raids in Balata r.c., Nablus; raids an emergency clinic in Hebron, vandalizing patient files. A PFLP suicide bomber detonates a car bomb nr. an IDF post in Gaza, killing himself but causing no other injuries. Palestinians fire 5 mortars at Gush Katif settlement, causing no damage or injuries. Israel’s Interior M Eli Yishai announces his decision to strip Israeli Arab Qays Obeid, now residing in Lebanon, of his Israeli citizenship for allegedly spying for Hizballah, marking the 2d time Yishai has stripped an Israeli Arab of his citizenship. (HA 11/27)

The IDF redeploys fr. 2 Palestinian neighborhoods in Hebron; shells residential areas of Khan Yunis; confiscates 2,600 dunams of Palestinian land in Izbat Salman and Izbat Jilad for construction of the security fence; bulldozes 200 olive trees in Qalqilya for the security fence, 31 dunams of land in Dayr al-Balah, 7 dunams in al-Mughraga in s. Gaza (also destroying 3 cars, partially demolishing 2 Palestinian homes); raid the al-Sultan Cultural Center in Hebron, arresting 1 employee, photocopying the center’s files; bars Palestinian fire trucks fr. fighting a blaze nr. Askar r.c. The IDF clashes with some 1,000 Jewish settlers who refuse to evacuate Havat Gilad, leaving 8 soldiers injured; troops clear the area, dismantle trailers, but 100s of settlers return after dark to reoccupy the site. In Gaza, Palestinians reportedly fire 2 antitank grenades at an IDF convoy nr. Netzarim, several mortars at Gush Katif, causing no damage or injuries. After Friday prayers 30 Palestinians inside the al-Aqsa Mosque compound pelt officers outside the complex with stones in protest of Bush's decision to sign legislation requiring U.S. recognition of united Jerusalem as Israel's capital. Some 50 Israeli police storm the Haram al-Sharif/Temple Mount, fire tear gas and stun grenades at Palestinian worshipers leaving al-Aqsa Mosque. The IDF fatally shoots 1 Palestinian at a checkpoint in Barata nr. Hebron; fires on residential areas of Jenin, wounding at least 3, including a 15-yr.-old Palestinian hit inside his home, barred evacuation to a hospital, bleeds to death (the IDF admits that soldiers violated open-fire regulations); fires on a Palestinian taxi breaking curfew in Nablus, seriously injuring the driver, a 12-yr.-old Palestinian bystander; conducts arrest raids in Dura, Hebron; bulldozes a PSF post, more than 23 dunams of Palestinian land nr. Khan Yunis. An IDF soldier is shot, wounded in Nablus. Palestinians fire 4 mortars at Gush Katif settlement block in Gaza, an antitank missile at an IDF outpost, causing no damage. In Nablus, 9 schools hold classes in violation of the ongoing curfew; the IDF blocks 3 other schools fr. opening. In Yatta, a nail bomb explodes in the courtyard of an elementary school while classes are in session, lightly injuring 8 Palestinian children; a 2d bomb is found, defused by the IDF; the IDF believes Jewish settlers staged the attack. In Tulkarm, a 14-yr.-old Palestinian is killed in a mysterious explosion; the IDF claims he was making a bomb. The IDF demolishes 9 Palestinian foundries in Khan Yunis allegedly used to manufacture mortars; demolishes 1 Palestinian home in Rafah; conducts arrest raids in Khan Yunis, Nablus; fires on a group of Palestinian children in Askar r.c., wounding 3 teenagers. The Quartet (the European Union [EU], Russia, UN, U.S.), reps. of Israel and the PA meet in New York on the sidelines of the UN General Assembly opening session. The EU presents the Quartet with a draft “road map” for creation of a Palestinian state with provisional borders in 2003 and full Palestinian statehood by 6/05, the plausible target date mentioned by Bush in his 6/24/02 speech. In Khan Yunis, a Palestinian on trial for collaborating with Israel is killed by Palestinian militants when the trial is disrupted by an IDF air strike nearby, leaving him unguarded. The IDF F-16s hit the home of senior Izzeddine al-Qassam Brigades mbr. Ahmad Yusif `Abd al-Wahhab, who escapes; at least 5 Palestinian bystanders are wounded. The IDF fatally shoots a Palestinian farmer working in his field nr. Dugit settlement; claims it was responding to mortar fire fr. the area directed at the settlement. At checkpoint nr. Balata r.c., an Israeli border policeman fatally shoots a Palestinian who allegedly tried to knife him. The IDF bulldozes Palestinian agricultural land nr. Khan Yunis. The ZOA gives Christian Broadcasting Network founder Pat Robertson the State of Israel Friendship Award for being "a major Christian leader who strongly supports Israel and its religious, historical, and legal right to the holy land." (ZOA press release 7/9, JTA 7/12) (see 7/10)

The IDF continues to surround all major Palestinian population centers in the West Bank, barring travel btwn. towns and villages except through heavily guarded checkpoints. In Gaza, 1 Palestinian is killed by IDF tank fire. The IDF demolishes at least 3 Palestinian homes in Rafah; directs shells, heavy machine gun fire at residential areas of Khan Yunis. Palestinians reportedly fire mortars at IDF targets in Gaza, causing no damage. Palestinians across Gaza take part in rallies commemorating the anniversary of the Nakba. In another escalation, Israel sends as many as 20,000 troops, 150 tanks and APCs into Amari, Ramallah. Palestinians fight back with guns, hand grenades, rocket propelled grenades (RPGs), lightly injuring 2 IDF soldiers. The IDF orders all Palestinian men age 15+n45 to surrender, but few comply. The PA which previously instructed PSF officers to comply, orders all Palestinians to ignore the order. IDF troops direct heavy machine gun fire at City Inn hotel, where foreign journalists are based to cover the fighting, hitting an ABC camera at least 7 times, including one shot through the lens; soldiers claimed there were gunmen in the hotel despite journalists' denials. The Palestinian Red Crescent Society (PRCS) suspends operations in Ramallah, citing numerous attacks on medical workers by the IDF, even in cases where PRCS movements were coordinated with the IDF in advance. The IDF bulldozes Ramallah's main water line; tanks crush cars. At least 30 Palestinians are killed during the day, including at least 2 shot by IDF snipers inside their Ramallah homes for no apparent reason, a PA naval policeman killed when the IDF shells his Dayr al-Balah post, 4 killed in Khan Yunis when the IDF shells a metal workshop thought to be a mortar factory, 1 fatally shot and allowed to bleed to death in Hebron. In Ramallah, the AMB kills 1 Palestinian collaborator. Outside Shlomi in n. Israel, 2 gunmen open fire, killing 5 Israeli civilians, 1 IDF soldier before being shot dead; the IDF believes the gunmen may be Hizballah mbrs. who infiltrated fr. Lebanon. A Jewish settler is fatally shot in the West Bank. The IDF says that since 2/28, it has confiscated 10s of light weapons, some rockets and mortars; destroyed at least 12 bomb-making workshops; detained more that 2,500 Palestinians. The UNSC passes (14-0, with Syria abstaining) Res. 1397, for the 1st time explicitly endorsing the creation "two states, Israel and Palestine," living side by side in secure and recognized borders. The IDF directs shells/heavy machine gun fire at residential areas of Khan Yunis, Qarni, Rafah, Wadi al-Silqa; occupies a Palestinian home, bulldozes land in Dayr al-Balah; conducts arrest raids in Dayr al-Balah, Dayr al-Sharaf, Hebron, Tal; fires on a Palestinian boat off Gaza, wounding 1 fisherman; places new roadblocks on the roads linking Nablus with Qalqilya, Tulkarm. Palestinians fire 3 mortars at Gush Katif settlement causing no damage. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. In New York, Ben-Eliezer says that Arafat is not a partner for peace; urges the U.S. to open talks with more "realistic" Palestinians who could form an alternative leadership. He also alleges that Israel has new intelligence information that al-Qa`ida mbrs. have been relocating to Lebanon to join forces with Hizballah; says he will encourage the U.S. to target Hizballah in its war on terror when he meets with officials in Washington on 2/6. Senior Fatah mbr. Imad Assaf is seriously injured in a mysterious explosion in Dahaysha; the PA accuses Israel of attempting to assassination him. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing no damage. In response, the IDF directs heavy machine gun fire on residential areas of Khan Yunis, Rafah (leaving 1 Palestinian clinically dead). The IDF also fires tear gas, concussion grenades to disperse a peaceful protest by Palestinians, international peace activists in Ramallah; conducts arrest raids in Osrin, firing on Palestinian homes; bulldozes Palestinian agricultural land along secondary roads in the Bethlehem, Jenin areas; imposes closures on 10 villages around Ramallah. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians." Palestinians fire mortars at an IDF checkpoint, detonate a bomb outside Kefar Darom settlement in Gaza, causing no damage. In response, the IDF shells the PA naval police headquarters in Dayr al-Balah, residential areas of Khan Yunis; sends tanks, troops into Khan Yunis for 3 hrs. to conduct extensive searches. The IDF also conducts arrest raids in Abu Dis, Azariyya. Some 2,000 Palestinians in Gaza City and 15,000 Palestinians in Nablus rally in support of Arafat. In Gaza, the IDF fatally shoots 2 Hamas mbrs. who detonated a roadside bomb nr. a bus carrying Thai laborers to a Jewish settlement, causing no damage or injuries. Nr. Nablus, a Jewish settler, angry over Palestinian youths throwing stones at his car, stops and shoots 1 of the youths at point blank range, killing him. A 4th Palestinian dies of injuries received earlier. Palestinians fire 3 mortars at Gush Katif, causing some damage but no injuries. In Azariyya, the IDF closes the PA Information Min.'s temporary offices (opened after the IDF shut the main offices on 11/21), the al-Quds Open University Student Union office. The IDF also shells residential areas of al-Bireh, Ramallah; conducts arrest raids in Azun, Khan Yunis, Ramallah; detains 10 Palestinians at a Gaza checkpoint. In an interview with Ma'ariv, Sharon says that he regrets that Israel did not kill Arafat in Beirut in 1982. The State Dept. says that the U.S. does not have "any particular comment" on Sharon's statement. (MA 1/31 in WNC 2/1; BBC, MM, NYT, WP, WT 2/1)

In Gaza, IDF undercover units capture Palestinian Riad Ayad, wanted for firing mortars at Jewish settlements. The IDF also conducts an arrest raid in Qabatiyya, detaining 4 Hamas mbrs., including most-wanted mbr. Nasir Zarkana; shells residential areas nr. Khan Yunis. The U.S. announces that in light of the relative calm on the Israeli-Palestinian front, special envoy Zinni will return to the region on 1/3 for a 4-day visit to urge the sides to begin implementing the Tenet cease-fire steps. Sharon says he still demands 7 days of complete quiet before resuming talks with the PA; claims that the recent decline in violence is due more to an Israeli crackdown than to any effort by Arafat.
