The IDF launches Operation Vanguard in response to the 10/21 Hadera bombing, sending 100s of troops (including 90 snipers), heavy vehicles into Jenin town and r.c., where the bombers lived. Troops occupy 50 buildings; conduct house-to-house searches, arrest raids; meet some resistance in the r.c., exchanging gunfire with residents, leaving 6 Fatah mbrs. seriously wounded. The IDF says the incursion is expected to last several days, troops are prepared to stay indefinitely. The IDF also shells residential areas nr. Nablus, wounding 1 Palestinian; demolishes 1 Palestinian home in Jenin; fires on a Birzeit University dormitory; shells residential areas of Bayt Hanun, Khan Yunis; conducts arrest raids in Jenin, Rantis; lifts curfews on Nablus, Tulkarm, Ramallah for several hrs. Late in the evening, the IDF raids Dayr al-Balah, bulldozes 2.5 dunams of agricultural land. Palestinians detonate a roadside bomb nr. an IDF APC in Nablus, another device nr. Israeli security forces guarding the U.S. emb. in Tel Aviv capture a Palestinian suicide bomber when he bolts fr. the entrance of a nearby cafe after his explosives belt set off a metal detector; no one is injured. 1 Palestinian dies of injuries received on 9/30. The IDF fatally shoots a Palestinian in her home in Nablus, shells residential areas of Bayt Hanun. Israel bars access to al-Aqsa Mosque for Friday prayers to Palestinians under age 40. Jewish settlers retake the only inhabited settler outpost removed by the IDF on 10/10; the IDF says it has shut 17 of 24 unauthorized outposts it aims to close. Some 5,000 Christian evangelicals hold a rally in solidarity with Israel on the sidelines of a Christian Coalition conference in Washington. Addressing the rally, Christian Coalition founder Pat Robertson states that "Palestine has been occupied by Yasir Arafat and his thugs . . . [and] we cannot turn it over to them." House majority whip Tom DeLay (R-TX) declares that when he visited the Jewish state, "I didn't see any occupied territory--what I saw was Israel." (WJW 10/17; JPI 10/25; Guardian 10/28)

Senate passes (77-23) a concurrent res. approved by the House (296-133) on 10/10 giving Bush the authority to strike Iraq unilaterally, meaning he needs no further congressional approval to deploy troops, order air strikes, wage a ground war with Iraq. The Pentagon issues orders for the army's V Corps, 1st Marine Expeditionary Force to deploy headquarters staffs, which would coordinate an attack on Iraq, to Kuwait, marking the 1st official nonroutine dispatch of conventional ground forces to the Gulf. The IDF makes a predawn raid on Salfit, imposing a curfew, blowing up 2 Palestinian homes; fires on Palestinian protesters in Rafah, killing 2 Palestinian teenagers, wounding 25 others (including a 1-yr.-old boy); lifts the day curfew on e. Nablus (see 10/7); fires on residential areas and 2 schoolyards in Khan Yunis, injuring 8 Palestinians (at least 4 of them children). The IDF removes caravans fr. 2 unoccupied settler outposts in the West Bank; Jewish settlers dismantle 2 other unoccupied outposts. Jewish settlers block, attack a group of 5 international peace activists, 100 Palestinians attempting to reach Palestinian olive groves btwn. Elon Moreh and Itamar settlements, injuring 6 Palestinians; the IDF intervenes, orders Palestinians to leave. Israel releases Reuters journalist Jussry al-Jamal whom the IDF has held without charge since arresting him 5 mos. ago during Operation Defensive Shield; 3 other Palestinian journalists detained in 4/02, a reporter for al-Quds and 2 photographers for Agence France-Presse, are still being held. Tulkarm who was allegedly en route to stage a suicide bombing; fires on a busload of university students in Jenin, wounding 8; conducts arrest raids in Hebron, Nablus, Ramallah, Tulkarm. 2 Palestinians die of injuries received in the 10/7 IDF attack on Khan Yunis, which Sharon describes as a "success" despite the fact that the IDF failed to capture or kill 2 Hamas mbrs. targeted in the attack. Before dawn, the IDF sends 40 tanks and helicopters into Khan Yunis, occupying and blowing up buildings, firing on residential areas, killing a total of 14 Palestinians; in one incident a missile fired by an IDF helicopter at a Palestinian crowd kills 10 Palestinians, wounds more than 100; in a 2d incident, troops fire on a hospital where 100s of Palestinians are gathered to check on the status of relatives, leaving a hospital worker clinically dead, seriously injuring 3 (including a child shot in the neck), and firing grenades at the admin. office, equipment and supplies dept., training dept., and other facilities. Some 50 Israeli police storm the Haram al-Sharif/Temple Mount, fire tear gas and stun grenades at Palestinian worshipers leaving al-Aqsa Mosque. The IDF fatally shoots 1 Palestinian at a checkpoint in Barata nr. Hebron; fires on residential areas of Jenin, wounding at least 3, including a 15-yr.-old Palestinian hit inside his home, barred evacuation to a hospital, bleeds to death (the IDF admits that soldiers violated open-fire regulations); fires on a Palestinian taxi breaking curfew in Nablus, seriously injuring the driver, a 12-yr.-old Palestinian bystander; conducts arrest raids in Dura, Hebron; bulldozes a PSF post, more than 23 dunams of Palestinian land nr. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices."
