Israel announces plans to provide electricity, phones, fences, schools to 8 unauthorized settlement outposts recently established in the West Bank in violation of the road map. Jewish settlers fr. Ariel attack a Rabbis for Human Rights delegation in Issawiyya to document reports that settlers felled 100s of Palestinian olive trees in the area; 2 rabbis are transported to hospital with injuries. The IDF fatally shoots a Palestinian at a checkpoint in s. Gaza after he opens fire on a car carrying Jewish settlers, wounding 3; fatally shoots a mentally handicapped Palestinian who strays too close to Aley Sinai settlement; conducts arrest raids in Ramallah. Late in the evening, 2 Palestinian gunmen (1 Hamas, 1 Islamic Jihad) infiltrate an IDF barracks at Netzarim settlement, fatally shooting 3 IDF soldiers, wounding 2 before the Hamas mbr. is shot dead, the Islamic Jihad mbr. escapes. 2 Palestinians die of injuries received in the 10/20 IDF attack on Nussayrat r.c., bringing that toll to at least 10. Palestinians also fire a Qassam rocket at the Negev, causing no damage or injuries. In Tulkarm, the AMB executes 2 Palestinians suspected of providing Israel with information used to assassinate an AMB mbr. on 10/4. The IDF assassinates wanted AMB mbr. ‘Abd al-Hadi Natsha in Hebron, local PFLP military cmdr. Ahmad ‘Atiya in Qalqilya; bulldozes 20 dunams of land, fires a flechette shell at Palestinian houses nr. Qarni crossing, leaving 1 Palestinian brain dead; conducts arrest raids, blows up a Palestinian home nr. Hebron; beats up a Palestinian AP cameraman filming soldiers vandalizing Palestinian cars at the Salim roadblock. A car explodes in Balata r.c., killing 1 Hamas mbr., injuring 2; the IDF says the men suffered a “work accident”; Hamas claims it was an IDF assassination. A Palestinian gunman infiltrates Tal Rumayda settlement, shoots and wounds 2 Jewish settlers before being shot dead; the IDF places curfews on nearby Palestinian villages. Palestinians also fire a Qassam rocket at Sederot, causing no damage or injuries. Ward Boston, a fmr. Navy lawyer who helped lead the military investigation into Israel’s 1967 attack on the USS Liberty that killed 34 U.S. soldiers, files a signed affidavit that Pres. Lyndon B. Johnson and Defense Secy. Robert McNamara ordered those heading the naval inquiry to “conclude that the attack was a case of ‘mistaken identity’ despite overwhelming evidence to the contrary.” (AP 10/22; NYT 10/23)

The IDF sends troops back into Rafah in what is officially called Operation Root Canal 2, demolishing 10 more Palestinian homes, wounding 4 Palestinians, including a Palestinian photographer shot in the face. International aid organizations note that since 10/10 the IDF has cleared 2 full blocks of homes in some neighborhoods to create an empty zone along the Egyptian border. Amnesty International says the Israeli destruction “constitutes a war crime.” The IDF also sends troops into Tulkarm town and r.c., imposing a curfew, fatally shooting a Palestinian who fails to obey orders to halt, firing on residential areas, arresting 4 ISM volunteers; conducts arrest raids, fires on residential areas in Nablus; conducts arrest raids, house searches in Hebron. The IDF pulls most troops out of the Rafah area during the day, but reinvades al-Salam neighborhood after dark, shelling residential areas, razing land, demolishing homes. After several days of talks in Amman, a group of Palestinian, Israeli figures announce that after 2 yrs. of secret talks under the auspices of Switzerland, they have finalized an unofficial draft peace agmt., known as the Geneva Accord, as an alternative to the road map. Israeli aircraft strike an alleged Islamic Jihad training camp deep inside Syria, just 10 mi. northwest of Damascus in ‘Ayn Sahib, injuring at least 1 security guard. Israel says the attack is in response to the 10/4 suicide bombing, in which it claims Syria played a “detailed role in orchestrating.” Syria denies this, denounces the strike as a “grave escalation,” says its response will be diplomatic. (The Popular Front for the Liberation of Palestine–General Command [PFLP-GC] says ‘Ayn Sahib is its fmr. training base, which is no longer active; says the site was patrolled by 1 civilian guard, who was injured.) The U.S. says that “we have repeatedly told the government of Syria that it is on the wrong side in the war on terror and that it must stop harboring terrorists.” Bush phones Sharon after the attack on Syria, expresses condolences on the 10/4 bombing, agrees with Sharon on “the need to continue fighting terrorism,” does not criticize Israel’s strike. Hebron to create a settlers-only bypass road; discovers, destroys a car bomb in Nablus, allegedly being prepared for an attack in Israel; conducts arrest raids around Jenin. Saying Israel has no responsibility to meet its road map obligations until Palestinians crack down on militant groups, the Israeli Housing Min. approves construction of 600 new housing units in Jewish settlements in and around East Jerusalem.
