Before dawn, the IDF sends undercover units into Nablus to arrest 6 Palestinians, including PA General Intelligence officer Amjad Mus‘ad; in the evening, fires 27 artillery rounds at n. Gaza in response to 3 mortars fired by Palestinians towards Israel, causing no damage or injuries on either side; late in the evening, undercover units return to Nablus, surround a PA security vehicle patrolling the area, order the7 PA security officers to lie on the ground, confiscate their weapons and phones, hold them for an hr., release them. The IDF also lifts the seal on the West Bank and Gaza imposed on 12/5, opens Qalandia crossing (closed since 12/8); raids and closes 10s of shops in Anabta, withdraws, later returns to conduct arrest raids and house searches; bulldozes a Palestinian home in East Jerusalem, sparking clashes with 10s of local Palestinians; conducts arrest raids, house searches in Nablus, nr. Tulkarm. IDF soldiers bar an ambulance fr. transporting a critically ill 10-yr.-old Palestinian boy to a hospital in Jerusalem, beating a female paramedic and driver, arresting the paramedic; a 2d ambulance arrives, takes the patient to a Ramallah hospital. Palestinians fire a rocket toward Sederot, causing no damage or injuries; throw Molotov cocktails at a house in Pisgat Ze’ev, causing moderate damage but no injuries. Residents of Dayr al-Balah in central Gaza issue a statement calling on Hamas to halt rocket fire on Israel fr. their vicinity after a rocket damaged a Palestinian home earlier in the wk., urge the PA security forces to halt lawlessness in Gaza. At midnight local time, the grace period runs out for Jewish settlers in Gaza to withdraw voluntarily in compliance with Israeli PM Ariel Sharon’s disengagement plan; at least 50% of the estimated 8,500 settlers have already left, including all settlers fr. Dugit (est. 1990, pop. 70, size 245 dunams [d.; 4 d. = 1 acre].), Nisanit (est. 1980, pop. 1,100, size 1,610 d.), Pe’at Sadeh (est. 1989, pop. 110, size 935 d.), Rafiah Yam (est. 1984, pop. 130, size 574 d.), Shalev (est. 2001, pop. 50). The IDF also opens the Rafah crossing, with severe restrictions on who may cross, but otherwise continues to seal the Gaza Strip; raids a suspected Islamic Jihad weapons factory in Jenin, arrests 1 Islamic Jihad mbr.; conducts arrest raids, house searches in and around Hebron, in Mughraqa, nr. The IDF sends troops into Qiffin nr. Tulkarm, fires tear gas at 10s of Palestinian children on their way to school, arrests a 16-yr.-old boy; sends troops into Marda nr. Nablus, fires tear gas at Palestinian children on their way home from school, confiscates a school bag fr. a 13-yr.-old Palestinian; arrests 2 Palestinian farmers working their land nr. Tulkarm; level 4 d. of agricultural land along a settler bypass road in al-Mawasi. Some 25 AMB gunmen invade a youth center in Balata r.c., try to disrupt vote counting for elections for the center’s board that Hamas seemed to be winning (at the time of the break in, 81% of the votes had been tallied, showing a clear victory for Hamas), firing in the air, destroying furniture, declaring the vote invalid. Abbas meets with his Gaza security cmdrs. and advisers, orders PA security forces to deploy along the Gaza borders within 2 days to prevent rocket fire into Israel. (A PA security official speaking on condition of anonymity expresses concern that the security force may not have enough manpower to take adequate action.) Abbas also meets with Islamic Jihad leaders, who agree to continue discussions on a cease-fire. Sharon convenes his security cabinet to discuss possible military action in Gaza, approves plans for a “large-scale invasion” of northern Gaza if Abbas does not bring Palestinian violence under control quickly. In light of Abbas’s efforts, the security cabinet unanimously agrees to allow Israel to resume security contacts with the PA.
