The Palestine Chronology

As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint. Egyptian TV reports that captured IDF Cpl. Gilad Shalit has been wounded in an Israeli air strike in recent days; Hamas does not comment. In the West Bank, the IDF fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in Issawiyya, Shu‘fat r.c., al-Tur neighborhood in East Jerusalem, causing no serious injuries; conducts late-night arrest raids, house searches in East Tura village nr. Jenin, Hebron. (PCHR 1/1)

After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). An E. Jerusalem Palestinian, reportedly angry over events in Gaza, injures an Israeli border police officer in a deliberate hit and run in the city. A Palestinian who suffered a severe heart attack during an 11/9 IDF raid on his East Jerusalem home dies. (PCHR 11/27)

In the West Bank, the IDF fires rubbercoated steel bullets, tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 5); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus nr. Qalqilya (10s suffer tear gas inhalation; a Palestinian Council mbr. and PLO Exec. Comm. mbr. are detained for questioning), and Ni‘lin (injuring 1). In East Jerusalem, Israeli police raid and halt a cultural event at a theater in the city organized by the Jerusalemite Youth Parliament and several local NGOs and schools, stating that it was a political event connected to the Palestinian Authority (PA), which the organizers deny. In Gaza, UNRWA suspends food deliveries to 750,000 Gazans for lack of stocks and Gaza municipal officials are forced to shut down Gaza’s power plant once again for lack of fuel (see 11/11) after Israel suspends food and humanitarian aid shipments to Gaza in response to Palestinians firing 8 rockets and some mortars into Israel, causing no damage or injuries. The UN’s World Food Program, which feeds an additional 130,000 nonrefugee Palestinians, says it is delving into its emergency stock of food, which will last only 4 more weeks. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Jenin. Israeli police raid an event being held at the Jerusalemite Association for Community Development in Wadi al-Juz in East Jerusalem (attended by, among others, the Egyptian amb. to Israel and a Spanish embassy official), halting the event on the grounds that it constituted illegal Palestinian political activity in Jerusalem. In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. In the West Bank, the IDF makes an evening incursion into Anabta nr. Tulkarm, firing on residential areas and then on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c., and nr. Bethlehem. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. In the West Bank, IDF undercover units make an early morning incursion into al-Fara’a r.c. in a truck with Palestinian license plates, apparently targeting the wrong home, next door to that of a wanted Islamic Jihad mbr., shooting and wounding an innocent Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus (violently beating 2 Palestinians who were slow in opening their doors, leaving a 55-yr.-old man partially paralyzed), nr. Jenin. In Hebron, Jewish settlers fr. Kiryat Arba attack and beat a 55-yr.-old Palestinian woman; at least 3 Palestinians rush to her defense, and the fight expands, prompting Israeli soldiers and border police to intervene, arresting 2 Palestinians (including a 9-yr.-old boy). Nr. Salfit, Palestinians set fire to a parked Jewish settler vehicle. In East Jerusalem nr. Issawiyya, Jewish settlers attempt to take over a plot of Palestinian land for a new outpost, plowing and planting it over to establish claim; Palestinian residents drive them away. Israeli pres. Shimon Peres authorizes Livni to form a new government. Israeli law gives her 42 days to complete the task or step aside for the pres. either to authorize another party to form a coalition or to call early elections. Israeli and Palestinian negotiating teams will continue to hold their regular mtgs., and Olmert and Abbas will continue to meet biweekly to discuss the teams’ progress, but no major agreements are expected until a new government is formed. A 19-yr.-old Palestinian resident of Jabal Mukabir in East Jerusalem drives his car into a group of IDF soldiers in the Old City, injuring 19 before being shot dead; Israeli police believe the man acted intentionally and alone, though the family believes the incident was an accident. In the West Bank, the IDF patrols in, fires on residential areas of Jenin town and r.c., causing no injuries; conducts late-night arrest raids, house searches in Nablus and Tulkarm, nr. Bethlehem and Jenin. A Palestinian woman (apparently the same who staged a similar attack on 9/8) sprays an acid-like substance on an IDF soldier checking IDs at Hawara checkpoint, blinding him and injuring 3 Palestinians nearby; she is captured, arrested. Timed with Rice’s arrival in Israel, the Israeli human rights group Peace Now issues a report showing that Israeli settlement construction in 2008 to date has nearly doubled compared to the same period in 2007, with significant construction taking place in East Jerusalem and the unauthorized settlement outposts that Israel pledged to the U.S. it would remove as part of its road map commitments to advance the peace process. In her meeting with Israeli FM Tzipi Livni, Rice urges Israel not to take such steps that undermine peace talks. Livni calls the 2008 construction “small activities” that should not be used by the Palestinians as an “excuse” not to negotiate. Rice then holds a 3-way mtg. in Jerusalem with the PA and Israeli negotiating teams, then heads to Ramallah to meet with Abbas. (NYT, WP, WT 8/27)

In the West Bank, the IDF patrols in, fires on residential areas of Dahaysha r.c., seriously wounding a Palestinian teenager; conducts daytime arrest raids, house searches in Bayt Jala and nr. Hebron, and similar latenight operations in and around Jenin town and r.c., in Dahaysha r.c. and Nablus (firing on stone-throwing youths, wounding 2), and nr. Bethlehem, Hebron, and Salfit; patrols in, fires on residential areas of Anabta nr. Tulkarm, causing no injuries. Meeting with Abbas in Jerusalem, Olmert pledges to release 150 Palestinian prisoners as a gesture to improve the climate of negotiations and support for Abbas; the release is tentatively set for 8/25. Today, Israel releases 6 Palestinian prisoners (fulfilling a requirement of the 7/16 prisoner release deal with Hizballah): the 6 include Hamas-affiliated Nablus mayor Adli Yaish (see 7/14) and 5 minors arrested for stone-throwing. Meanwhile, the IDF sends undercover units into Ramallah to arrest a wanted Palestinian; conducts late-night arrest raids, house searches nr. Hebron, and in and around Jenin town and r.c., Tulkarm (breaking into a taxi company, stealing 3 cars). Armed Jewish settlers attempt to enter East Jerusalem’s Shu‘fat r.c. to establish an unauthorized outpost, claiming ownership of land inside the camp; the IDF bars their entry. In the West Bank, the IDF sets up checkpoints, conducts random ID checks in Hebron; conducts late-night arrest raids, house searches in and around Nablus, and nr. Hebron, Jenin. The IDF forcibly evicts 70 Palestinians (including 20 children) from a Palestinian apartment building in East Jerusalem, then demolishes it, sparking unarmed clashes btwn. local residents and police (no serious injuries are reported). Fatah-Hamas tensions over the 7/25 bombings and ongoing Hamas crackdown spread to the West Bank, where PA security forces arrest more than 50 Hamas-affiliated activists and academics in Nablus (including acting mayor Hafiz Shahin; the Hamas-affiliated elected mayor and dep. mayor are in Israeli custody). Sources in Gaza, say Hamas-affiliated police have detained around 200 Fatah supporters since 7/25. Today, Gaza’s acting Hamas government bans the entry to Gaza of 3 daily newspapers seen as critical of its authority: al-Ayyam, al-Hayat, al-Quds. (NYT 7/29; OCHA, PCHR 7/30)

The IDF demolishes 3 Palestinian homes in the East Jerusalem environs (1 in Issawiyya, 2 in Bayt Hanina), displacing 30 Palestinians, including 14 children; conducts late-night arrest raids, house searches in and around Nablus (including raiding the offices of the International Solidarity Association for Human Rights, confiscating computers and files), in al-Far‘a r.c. (firing on stone-throwing youths, wounding 3) and Qalqilya, and nr. Jenin, Ramallah, Tulkarm. (OCHA 7/16; PCHR 7/17)

Palestinian construction worker Hussam Dweikat (who has Israeli residency status in East Jerusalem) commandeers a Caterpillar bulldozer (symbolic, as the IDF uses Caterpillar D9 bulldozers to level Palestinian homes and land in the occupied territories) from the Jerusalem construction site where he works, plows through midday traffic in West Jerusalem’s business district, overturning a bus, running over at least 2 cars, killing 3 Israelis, injuring more than 40 before a police officer fatally shoots him. Israeli officials believe Dweikat acted alone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. Jenin, Nablus (also raiding a mosque and its library, taking computers, documents, books), Ramallah. Jewish settlers fr. Massu’a in the Jordan Valley attempt to fence off and confiscate a plot of land in Jiftlik village, but the Palestinian owners drive them away. Palestinian youths stone a Jewish settler bus nr. Ramallah, causing damage but no injuries. In Gaza, 1,000s of Palestinians storm the Rafah crossing, demanding entry to Egypt and throwing stones at Egyptian security forces, who respond by pushing the crowd back with water cannons and tear gas; Hamas-affiliated police bring the situation under control. Hamas-affiliated police launch a campaign to removed small shops and huts erected along the Gaza shoreline without municipal permission. Nr. Shuka, 2 Palestinian teenagers are injured when they accidentally trigger IDF unexploded ordnance (UXO). The Israeli navy fires warning shots at fishermen to keep them close to shore. AMB mbrs. fire 2 rockets into Israel, causing no damage or injuries. Hamas’s Gaza security chiefSiyam meets with heads of the various Gaza factions to discuss ways of reacting to IDF actions in the West Bank while respecting the Gaza cease-fire. Islamic Jihad pledges to coordinate its responses with Hamas. In the West Bank, the IDF makes an unusual daytime raid into Bayt Umar village nr. Hebron, setting up road blocks, checking IDs, raiding and searching homes, firing on stone-throwing youths who confront troops, killing a 16-yr.-old Palestinian boy, arresting 1 Palestinian; conducts late-night arrest raids, house searches in and around Nablus and Ramallah, nr. Bethlehem and Jenin, and outside East Jerusalem. Jewish settlers fr. Halamish nr. Ramallah burn a Palestinian olive tree. Nr. Jabaliya r.c., unidentified assailants detonate a bomb outside a fmr. Overnight, the IDF sends troops, bulldozers into al-Qarara, raiding and occupying several homes, bulldozing 150 d. of agricultural land and 1 Palestinian home, damaging 2 mosques, detaining and interrogating 11 Palestinians; during the operation, the IDF fires tank shells at armed Palestinians approaching the area, killing an 8-yr.-old Palestinian girl and 2 Hamas mbrs., wounding the girl’s mother and a 3-yr.-old boy. An IDF helicopter fires on an IQB post in Jabaliya r.c., killing a 65-yr.-old Palestinian man in a shop nearby, wounding his 5-yr.-old granddaughter. Palestinians fire 3 mortars fr. Gaza into Israel, lightly injuring 1 Israeli. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus. The IDF also demolishes 3 Palestinian homes in East Jerusalem, displacing 25 Palestinians (including 18 children). Palestinian youths throw stones at IDF settler vehicles nr. Olmert authorizes his Kadima party to begin preparations for party primaries as early as late summer 2008 in effort to deter the Labor party fr. calling a no-confidence vote over the latest corruption charges against him, a move that could collapse the government and force new elections. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Also in the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Hebron. Jewish settlers fr. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. Palestinians throw stones at 2 Jewish settler buses in East Jerusalem and nr. Ramallah, causing no injuries. In Gaza, IDF tanks, bulldozers level land on the Palestinian side of the Qarni crossing. On the Rafah border, 1 Palestinian is killed, 4 are injured when 2 smuggling tunnels collapse. In Jerusalem, Israeli police barricade gates into the Old City, forcibly bar Orthodox Palestinian worshipers fr. reaching the Church of the Holy Sepulcher and the St. Jacob Cathedral to perform Holy Saturday services to mark Orthodox Easter (cf. 4/22), beating and arresting several worshipers, while allowing Jewish worshipers to enter the Old City for Pesach celebrations. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Overnight, the IDF sends troops into Hebron to search the offices of several schools, youth centers, orphanages (housing some 1,000 children) owned by the Islamic Charitable Association (ICA), issuing an order declaring the ICA an illegal organization affiliated with Hamas, demanding that the buildings be vacated and turned over to the IDF for a 3-yr. period by 4/8, and stating that anyone remaining in the buildings will be considered to be admitting membership in Hamas and thereby subject to 5-yr. imprisonment; soldiers immediately confiscate 2 buses, a car, computers, appliances, furniture, documents; the ICA, a major philanthropic group founded in 1962 that runs many schools, nurseries, bakeries, and other services for the poor across the West Bank, denies Hamas affiliation. The IDF makes a predawn incursion into al-Shuka in s. Gaza, exchanging fire with local Palestinians, leaving 3 Hamas mbrs. and 1 mbr. of the Popular Resistance Committees (PRCs) dead, more than 20 Palestinians wounded (including “several” gunmen), 1 IDF soldier seriously injured; at least 80 Palestinians are detained for questioning before the IDF withdraws in the afternoon.
