U.S. Secy. of State Kerry tells the House Foreign Affairs Cmte. that the Obama administration is requesting that negotiators be given time to do their jobs in talks with Iran, and for Congress to hold off on passing any new sanctions-related bills. Kerry affirms that it is a “very delicate diplomatic moment.” U.S. Senate Banking Cmte. chmn. Tim Johnson (D-SD) says he will not back new sanctions legislation at this time. Meanwhile in Geneva, Iranian delegation head Hamid Baeedinejad says that talks with the IAEA are going smoothly. U.S. Defense Secy. Hagel meets with the Qatari emir Shaykh Tamim bin Hamad and DM Hamad bin Ali al-Attiyah, and signs a 10-year defense cooperation agreement that will govern interaction between U.S. and Qatari forces. (REU 12/10)

As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management. An explosion targets IDF troops patrolling the border fence between the Israeli-occupied Golan Heights and Syria, causing no injuries or damage. Army investigations conclude that the blast was from a bomb remotely-detonated as troops passed by. (YA 12/6; AFP 12/7)

The Organisation for the Prohibition of Chemical Weapons announces in a statement that it has verified the destruction of Syria’s unfilled munitions, as well as the destruction of parts of buildings at weapons production facilities. (AP 12/6)

The UNGA approves Jordan’s 2-year term on the UNSC, taking the place that Saudi Arabia rejected on 10/18 as a protest over the UN’s response to the civil war in Syria. Jordan will assume its role on 1/1, having secured 178 votes from the body’s 193 mbrs. (AFP 12/6)

In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt. The Palestinian negotiating team resign in protest at Israeli settlement construction, Pres. Abbas announces. Negotiator Mohammed Shtayyeh says that the move had not yet been accepted by Abbas. An unnamed Palestinian official says that there are no immediate plans for new peace talks, in light of the development. In response, U.S. State Dept. spokesperson Jen Psaki notes that Abbas remains committed to a 9-month time frame peace process. Speaking at a press conference in Kuala Lumpur, Malaysia, U.S. Secy. of State John Kerry says that the cuts in aid to Egypt will not have much impact in the country, that it is not a “withdrawal” from relations with Cairo, and that the aid could be restored should “credible progress” be made in restoring an inclusive govt. Egyptian military spokesperson Col. Ahmed Mohammed Ali declines to comment, but the Foreign Ministry calls the decision “flawed . . . in terms of content and timing.” Meanwhile, a suicide attack on a military checkpoint nr. al-Arish kills 4 soldiers and wounds 5 others. U.S. Pres. Obama says in a speech at the White House that he has asked Congressional leaders to postpone a vote authorizing force while a “diplomatic path”is pursued, a reference to a Russian proposal to achieve the destruction of Syria’s chemical weapons stockpile. In response to Moscow’s proposal, France pushes for a UN res. that would be under Chapter 7 and threaten “serious consequences” for non-compliance—a framework immediately rejected by Russia. The IDF fires rubbercoated metal bullets and tear gas canisters at stone-throwing Palestinians in al-Fawar r.c., the center of Hebron, al-‘Arub r.c. nr. Hebron, an area e. of al-‘Arub r.c., and the Hawara area. In the Hawara area nr. Hebron, live ammunition is used, and IDF troops shoot and wound a Palestinian youth. A Palestinian is killed in disputed circumstances in ‘Askar r.c. nr. Nablus, as Palestinian security forces conduct a raid to apprehend a different, wanted man. Local residents insist that Amjad Odeh was shot in the head by a gunshot from a Preventive Security Force mbr., but Nablus governor Jibrin al-Bakri suggests that the victim may have been shot by the wanted gunmen in an example of accidental crossfire. Following Odeh’s death, many Palestinians attack security forces, and residents of al-Fara‘a r.c. shut the main Nablus-Tubas road with burning tires. The U.S. and French governments say they are in a position for a strike on Syria, while the Arab League adds its support for punitive action and blames the Asad regime for the recent chemical weapons attack. However, the Arab League does not back a retaliatory military strike. With a divided UNSC, the U.S. and its allies face the prospect of going it alone with regard to military action. (AP, NYT 27/8)

Senior PLO official Hanan Ashrawi says that the Palestinians may turn to UN bodies in response to Israeli settlement construction even before the current peace negotiations have come to a conclusion. In remarks made during a tour of East Jerusalem settlements, Ashrawi tells journalists “if Israel does not stop, then we have to move.” Meanwhile, Israel’s High Court of Justice rules that 30 structures in the Amana outpost in the West Bank should be demolished, but gives no evacuation date and leaves room for an appeal. A suspected chemical weapons attack takes place in Ghouta, a rebel-held suburb of Damascus, with wildly differing claims of fatalities (from a few hundred to over 1,000). Opposition forces blame the Bashar al-Asad regime, a claim denied by the govt. The UNSC holds an emergency meeting in response and calls for clarity, welcoming Ban Ki-moon’s call for a prompt investigation by UN inspectors. U.S. Secy. of State John Kerry holds separate talks with Israeli and Palestinian leaders, on his 4th visit to the region in 4 mos. Kerry meets with Israeli PM Netanyahu, Justice Minister Tzipi Livni, and separately with Pres. Shimon Peres in Jerusalem, and then with Palestinian pres. Mahmud Abbas in Ramallah. Kerry praises Netanyahu for his “seriousness” in looking for ways to return to direct negotiations and expresses optimism but no concrete strategy for moving things forward. Meanwhile, U.S. Defense Secy. Chuck Hagel appoints retired Gen. John Allen as special envoy on security issues in talks between Israel and the PA. Five are killed and more than 50 wounded in clashes in Tripoli between Lebanese gunmen from Sunni and Alawite communities. The death toll since the latest bout of fighting in the city began on 5/19 is now at least 18, with more than 170 wounded. U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in Ramallah, and reportedly offers him incentives for a return to direct negotiations with Israel. Palestinian sources say that offers include ensuring that Israel does not withhold transfer of tax revenues again and possibly expanding the PA’s jurisdiction to parts of West Bank Area C (under Israeli civil and security control). In addition, a Palestinian official claims that Kerry expresses interest in reviving the Arab Peace Initiative of 2002, which offered Israel full normalization for Israel’s complete withdrawal from the o.t. Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Christian Science Monitor reports that Palestinian support for military operations against Israel has registered its most significant jump in 10 years (50.9%, up from 29.3% in 1/2011), spurred by Operation Pillar of Defense, ongoing Israeli settlement expansion, and frustration over a peace process that has been essentially deadlocked for more than 4 yrs.
