During the day, IDF troops stationed along the border e. of al-Bureij r.c. violently disperse Palestinian stone-throwers, injuring 1. In the West Bank, IDF troops patrol in 1 village each nr. Tulkarm and Nablus, sparking clashes with stone-throwers in each; 2 Palestinians are injured and 3 are arrested. There are several incidents in the Hebron area today as Israeli forces raid a medical center, assaulting a 14-year-old Palestinian patient; deliver stop-work orders to 3 homes under construction e. of Bayt Umar; and remove the doors and windows from several residences and confiscate drilling equipment in a village nr. Hebron. IDF troops violently clash with Palestinian protesters in 1 village nr. Ramallah and at Palestine Technical University in Tulkarm; 12 Palestinians are injured. Violence escalates in the West Bank as settlers and Israeli forces continue retaliating against Palestinians in the wake of the 10/1 killing of 2 settlers. Israeli settlers protest on a main road outside Nablus, and the IDF disperses the ensuing clashes with stonethrowing Palestinian youths. Meanwhile, settlers set fire to dozens of olive trees and Palestinian agricultural land nr. Nablus, and throw stones at drivers nr. Salfit, injuring 3 Palestinian medics. Late at night, IDF troops conduct raids in and around Nablus searching for the perpetrators of the killing; they arrest 10 Palestinians and deliver a demolition notice to the home of a suspect. Elsewhere in the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and recent access restrictions at Haram al-Sharif in 6 areas nr. In Gaza, several small Islamist groups threaten to fire rockets into Israel in response to “Hamas’s crimes and conspiracies.” The threat follows the arrest of 12 Palestinians accused of blowing up cars on 7/19. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, critically injuring 1 fisherman with live ammunition. In the West Bank, Israeli forces demolish 3 Palestinian stores in a village nr. Hebron; raze an agricultural road in a village e. of Salfit; patrol in 3 villages nr. Jenin, 2 nr. Jericho, and 1 each nr. Hebron, Ramallah, and Tulkarm. Late at night, the IDF detains 120 Palestinians attempting to cross into Israel s. of Qalqilya. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. Meanwhile, EU amb. to Israel FaaborgAndersen says there is a growing frustration within the EU about the lack of progress between Israel and the Palestinians. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. At a meeting of the UNSC, French and British diplomats urge the council to pass a res. setting parameters for a new round of Israeli-Palestinian peace negotiations. Also, New Zealand’s amb. to the UN Jim McLay announces that his office is working on a separate draft res. that he plans to propose to the UNSC, adding that he hasn’t seen the French draft res. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. The Palestinian National Comm. against Israeli Punitive Measures announces a boycott of products manufactured by 6 major Israeli companies—Tnuva, Jafora-Tabori, Osem, Prigat, Strauss, and Elite. Comm. chair and Fatah Central Comm. mbr. Mahmoud al-Aloul says that merchants will have 2 weeks to remove the products from their shelves, then they will be subject to random checks from special inspectors. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. On the sidelines of the security conference in Munich, U.S. Secy. of State Kerry meets with reps. of the 3 other mbrs. of the Middle East Quartet. In a statement, they call for a resumption of peace negotiations and for all parties to avoid actions that may “prejudice final status issues.” (REU, TOI, YA 2/8)

Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank.
