A total of 3 Palestinians are killed by Israeli forces in clashes and small-scale violent incidents across the oPt. In the West Bank, IDF troops shoot and kill a Palestinian driver in Silwad after he allegedly attempts to ram his car into them during clashes between the IDF and Palestinians. IDF troops shoot and injure 2 other Palestinians in alleged car-ramming attempts in Silwan and Ramallah, arresting the suspect in the latter event. The IDF violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against the Israeli occupation in 4 villages nr. Ramallah, 1 each nr. Hebron and Nablus, and 4 areas along Gaza’s border; 2 Palestinians are killed e. of Ramallah and nr. Khan Yunis, respectively, and 37 Palestinians and 2 Israeli soldiers are injured. Meanwhile, the IDF conducts raids and house searches in and around Jenin and Hebron, arresting 1 Palestinian and issuing arrest summons to 2; patrols in 1 village and al-Fawar r.c. nr. Hebron, 11 villages nr. Ramallah, and 1 nr. Jericho. Israel also returns to Qalandia r.c. the body of the Palestinian youth killed by Israeli forces on 11/23 in an alleged stabbing incident. Israeli forces demolish a 3-story building in Wadi al-Juz, making it the 19th Palestinian home demolished in East Jerusalem this year. Nearby, Israeli forces arrest 4 Palestinians on late-night raids in Issawiyya and Bayt Hanina. In the West Bank, Palestinian and international activists protest the expansion of the separation wall in Bayt Jala nr. Bethlehem (construction began on 8/17); IDF troops violently disperse protesters, arresting 1 Palestinian. Israeli forces demolish an agricultural structure in a village nr. Ramallah; patrol in al-‘Arub r.c. as well as nr. Hebron and Nablus. They also conduct latenight raids in Aida r.c. and 1 village each nr. Bethlehem and Hebron, arresting 3 Palestinians. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) announces that, due to a recent string of donations, its budget shortfall has been alleviated sufficiently to allow the 2015–16 school year to proceed on time in its 685 schools across the Middle East. In the Sinai Peninsula, unidentified assailants kidnap 4 mbrs. of Hamas traveling nr. Shaykh Zuwayd to Cairo by bus, which departed from the Rafah border crossing earlier in the day. PA Prisoners’ Affairs Comm. head Qaraqe says that the IDF prosecutor intends to request permission from the courts to begin forcefeeding Muhammad Allan, a Palestinian prisoner who has been on hunger strike since 6/16. Dayr al-Balah, Israeli naval forces fire warning shots at Palestinian fishing boats, then destroy 8 nets and confiscate private property. In the West Bank, Israeli forces level at least 17 dunams (around 4 acres) of agricultural land nr. Bethlehem to make room for settlement expansion; order 30 Palestinian families to leave their homes in the n. Jordan Valley for 6 hours to conduct military drills in the area; close the c. market in a village nr. Hebron for the 2d day in a row. IDF troops patrol in a village nr. The IDF’s Military Advocate Gen. concludes his internal investigation into its 7/16/2014 air strike that killed 4 children on a Gaza beach during OPE, determining that the “incident took place in an area that had long been known as a compound belonging to Hamas’s Naval Police and Naval Force,” which made it a “lawful target” by IDF regulations. No criminal or disciplinary action will be taken. The IDF also closes 2 other internal investigations into similar incidents during OPE, issuing indictments to 3 soldiers for looting, and opens 3 more. (HA, MNA, NYT 6/12)

Hebron, issuing an arrest summons to 1 Palestinian and sparking minor clashes with stone-throwing Palestinian youths; patrols in 2 villages each nr. Ramallah and Hebron, as well as ‘Ayn al-Sultan r.c. and 1 village nr. Jericho, and also violently disperses dozens of Palestinians protesting outside Jalazun r.c. nr. Ramallah, causing no serious injuries. In East Jerusalem, Israeli forces conduct raids and house searches in Silwan and Bayt Hanina, arresting 7 Palestinians. In s. Israel nr. French FM Laurent Fabius says that he will travel to Israel and the oPt in 6/2015 to try to persuade the Israelis, Palestinians, and the Arab states to accept a French-drafted UNSC res. setting parameters for a new round of peace negotiations between the parties. (HA, REU, TOI 5/28)

In Egypt, the Sinai Province of the Islamic State (SPIS) says on its Facebook page that it plans to attack Eilat, Israel, “in the coming days.” (SPIS will launch a rocket into Israel on 7/3.) According to Egyptian media reports, SPIS also threatens to “begin operations against Hamas positions” in Gaza. The threat comes amid escalating tension between Hamas and Islamist groups in Gaza. In Gaza, a group claiming affiliation with the Islamic State in Iraq and al-Sham (ISIS) fires a rocket into Israel nr. Ashdod, causing no damage or injuries (the group will not take credit until 6/1). Holding Hamas responsible for any projectile fire from Gaza and asserting that Islamic Jihad was the culprit, Israeli Air Force (IAF) jets strike 4 Islamic Jihad, Popular Resistance Comms. (PRC), and Hamas training sites in Rafah, Khan Yunis, and Bayt Lahiya late at night, causing damage but no casualties. Off the coast nr. Khan Yunis and then nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, injuring a fisherman in the later incident. Egyptian authorities open the Rafah border crossing for passage into Gaza only (they will keep it open through 5/28). In the West Bank, IDF troops chase down, shoot, and injure 4 Palestinian workers nr. Qalqilya. Separately, 4 Israeli soldiers detain and assault a Palestinian trying to cross over the separation wall nr. Qalqilya. Unidentified gunmen shoot and injure a Palestinian man in s. Hebron. The IDF conducts late-night raids and house searches late at night in and around Hebron, and in 1 village nr. Nablus, arresting 9 Palestinians; patrols during the day nr. Jericho and Hebron. Israeli forces photograph an electricity network nr. Hebron, then deliver a notice demanding its operations be suspended. They also deliver a stop-work notice for a water well under construction nr. The IDF conducts house searches and raids in 4 villages nr. Hebron and 1 nr. Ramallah, arresting 6 Palestinians; patrols nr. Ramallah and in a village nr. Hebron. They also clash with stone-throwing Palestinians on raids in 1 village each nr. Ramallah and Hebron. In East Jerusalem, Israeli police detain and assault 3 Palestinian women in Haram al-Sharif as a group of right-wing Jewish activists tour the sanctuary. Israel’s Supreme Court rejects a petition to abort the state’s plans to demolish a bedouin village in the Negev and replace it with a new Jewish town. The bedouin residents of Umm al-Hiran filed the petition in 11/2013. Around 1,000 bedouins will be relocated when the evictions begin; they plan to appeal the decision. (HA 5/6; NYT 5/16)

A PLO delegation meets with Syrian dep. FM Mekdad and other Syrian officials to discuss humanitarian efforts in Yarmouk r.c. It is the 2d PLO delegation to travel to Syria for such talks since ISIS fighters entered the camp on 4/1. (AFP 5/5)

Palestinian prisoner Khader Adnan launches a hunger strike to demand an end to his administrative detention by Israel. He was arrested on 7/8/2014 and administratively detained for the 10th time in his life. In 2012, he led a high-profile hunger strike in protest of administrative detentions. (MNA 5/14)

In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. In the Gaza Strip, a mbr. of Hamas’s armed wing, IQB, dies of injuries sustained in Gaza City on 7/29/2014, during OPE. Also, a 3-story building in Dayr al-Balah collapses after being damaged during OPE last year. Meanwhile, Egyptian security forces shoot and injure a Palestinian exiting a tunnel on the Egyptian side of the border nr. Rafah. In the West Bank, Israeli forces demolish a synagogue in a settlement outpost nr. Hebron early in the morning. The IDF conducts house searches and raids in Nablus, a nearby village, and Balata r.c., arresting 31 Palestinians, most affiliated with Hamas. They also arrest a Palestinian on a raid in al-Fara‘a r.c. nr. Jenin and patrol in 3 villages each nr. Hebron and Tulkarm, and 1 nr. Jenin. Nr. East Jerusalem, Israeli forces demolish a mobile home in Bayt Hanina. In Israel, an Israeli man assaults a Palestinian worker from Jenin in a shop in Umm al-Fahm. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. Palestinian cars have been banned from Jerusalem since the onset of the 2d intifada in 2000. (JP, MNA 4/14; HA 4/15)

In Syria, Palestinian residents of Yarmouk r.c. report that ISIS has begun retreating from previously held positions in the camp. Meanwhile, UNRWA sets up a distribution mission in a village nr. the camp to provide humanitarian assistance to refugees fleeing Yarmouk. (AFP, WAFA 4/14)

The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. Breaking the Palestinians’ nonintervention policy on the Syrian conflict, Senior Fatah official Tawfiq al-Tirawi calls for Palestinian fighters in Syria and Lebanon to defend Yarmouk r.c. against ISIS, which launched attacks in the camp on 4/1. In Syria, 14 Palestinian factions meet in Damascus to discuss the recent ISIS attacks on Yarmouk r.c. PLO Exec. Comm. mbr. Majdalani says of the meeting, “We agreed that there would be permanent cooperation with the Syrian leadership and the formation of a joint operations room with Syrian govt. forces and the Palestinian factions that have a significant presence in the camp or around it.” Aknaf Bayt al-Maqdis—the main armed group opposing ISIS in the camp, an anti-govt. faction, and a Hamas offshoot—does not participate in the meeting.
