Heavy rains in Gaza cause a tunnel to collapse nr. Gaza City, killing 7 mbrs. of Hamas. The group will confirm the deaths on 1/28 and say that 4 other men survived the accident. Elsewhere in the oPt, the IDF bars Palestinians from the Beit Horon settlement where 2 Palestinians attacked Israeli settlers on 1/25; locks down, for the 2d day in a row, nearby Bayt ‘Ur al-Tahta village where 1 of the alleged attackers was from. IDF troops conduct latenight raids and house searches in 2 villages nr. Jenin, arresting 2 Palestinians and issuing an arrest summons to 1; patrol in 5 villages nr. Hebron. Israeli PM Netanyahu confirms that his govt. will allow the settlers who were forcibly evicted from 2 homes in c. Hebron on 1/22 to return once their proper paperwork is in order. He also says he will form a ministerial comm. to deal with related issues, acquiescing to a request from Education Minister Naftali Bennett (his proposal will be approved on 1/25). Hebron, around 80 Israeli settlers break into 2 empty homes, claiming that they were legally purchased from Palestinians (the Israeli govt. is caught unaware of their actions). An Israeli settler rams his car into 2 Palestinians nr. Salfit, killing 1 and injuring the other. Then, Israeli settlers shoot and critically injure a Palestinian in the Tekoa settlement nr. Bethlehem after he allegedly stabs and injures a pregnant Israeli settler. After the attack, the IDF raids the suspect’s home in a village nr. Bethlehem, arresting his son; orders the removal of all Palestinian workers from the Gush Etzion settlement bloc where Tekoa is located. Meanwhile, the IDF conducts further late-night raids and house searches in 2 villages nr. Bethlehem, 1 nr. Jenin, ‘Askar r.c. and ‘Aqabat Jabir r.c., and in and around Hebron and Nablus, arresting 17 Palestinians; patrols in the Hebron and Ramallah areas. In Israel, suspected rightwing Jewish activists vandalize and set fire to a carwash in Petah Tikva because the owner hired Palestinian employees. The IDF announces that, starting on 1/19, Palestinian laborers will be banned from working at Israeli settlements, citing the incident in Tekoa to justify the ban. The ban will last for 2 days. (HA, TOI 1/18; MNA 1/19)

The EU Foreign Affairs Council adopts a series of “conclusions on the Middle East peace process,” with provisions on Israel’s settlements, restarting peace negotiations, and reaffirming the 11/11/2015 guidelines on labeling products imported from Israel’s settlements. The International Atomic Energy Agency reports that Iran has abided by its obligations under the 7/14/2015 nuclear deal it made with the P5+1, and the U.S. and EU formally begin lifting sanctions on Iranian banking, money transfers, trade, insurance, shipping, and other industries (sanctions relating to human rights and terrorism will remain in place). Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia. A total of 2 Palestinians are killed and 15 injured when IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside the Beit El settlement, and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, and in 3 areas along Gaza’s border. Separately, Gaza’s Ministry of Health reports that a Hamas fighter was killed by an electric shock in a tunnel nr. Rafah this morning. Meanwhile, Palestinians throw stones at Israeli forces in 2 areas nr. Bethlehem (Aida r.c. and al-Khadir), sparking clashes in which 5 Palestinians are injured, including 2 paramedics and 1 journalist. The IDF conducts a late-night raid in a village nr. The incident sparks brief clashes between the IDF and stone-throwers; there are no injuries. Separately, IDF troops shoot and kill a 2d Palestinian at a checkpoint nr. Nablus after he stabs and lightly injures an Israeli officer. Meanwhile, Israeli forces demolish 4 greenhouses and a water well in the Jordan Valley, a home under construction in a village nr. In East Jerusalem, Israeli police violently disperse an educational event allegedly organized by the Northern Branch of the Islamic Movement (Israel banned the Northern Branch on 11/16); 1 Palestinian is arrested and there are no serious injuries. In the West Bank, after a funeral for the Palestinian killed in Bayt Jala on 1/12, a number of stone-throwing mourners clash with IDF troops and 3 Palestinians are injured. The organization Physicians for Human Rights–Israel, which has been working on the case of Palestinian hunger striker al-Qiq, requests that the Israeli Prison Service appoints an independent physician to assess his condition. There are conflicting press reports that the medical team at Emek Medical Center in Afula, where al-Qiq is being held, are preparing to forcibly feed him. (MNA 1/12; PHRI 1/20)

IDF troops conduct house searches and raids in 1 village each nr. Qalqilya, Ramallah, and Nablus, as well as 2 nr. Bethlehem, arresting 14 Palestinians; patrol in 1 village each nr. The head of the Commission of Detainees and Ex-Detainees Affairs reports that the health of Palestinian prisoner al-Qiq, who has been on hunger strike since 11/24, is quickly deterioriating. He calls on human rights groups to intervene for the release of al-Qiq and another hunger striker, Jordanian prisoner Issa Qaraqe. (MNA 1/10)

The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods. Israeli security officials praise the PA’s efforts to address violence since early 12/2015, saying that security coordination between the IDF and PASF has been “exceptionally good” in recent weeks and that PA pres. Meanwhile, Israeli forces shoot and injure a Palestinian nr. the Old City after he allegedly attempts to attack a group of Jewish Israelis (1 Israeli is lightly injured during the confrontation).
